The Convention on Environmental Impact Assessment in a Transboundary Context (informally called the Espoo Convention) is a United Nations Economic Commission for Europe (UNECE) convention signed in Espoo, Finland, in 1991 that entered into force in 1997. The Convention sets out the obligations of Parties—that is States that have agreed to be bound by the Convention—to carry out an environmental impact assessment of certain activities at an early stage of planning. It also lays down the general obligation of States to notify and consult each other on all major projects under consideration that are likely to have a significant adverse environmental impact across boundaries.
As of April 2014, the treaty had been ratified by 44 states and the European Union.
The convention has been amended twice. The first amendment was adopted in Sofia in 2001; it has entered into force 26 August 2014. [1] It opens the convention to accession upon approval by United Nations Member States that are not members of the UNECE. The second amendment was adopted in Cavtat, Croatia, in 2004; as for the September 2016, it is not in force yet. [2] Once in force it will: allow, as appropriate, affected Parties to participate in scoping; require reviews of compliance; revise the convention's Appendix I (list of activities); and make other minor changes. Article 3(7) of the convention offers a procedure by which parties can solve differences by scientific, non-judicial means. The first case in which an inquiry commission was established under article 3(7) was that of the Bystroe Canal, at the request of Romania in 2004. [4]
A case which involved countries far apart on the globe was raised by Micronesia, which claimed that the Czech coal-fired plant at Prunerov was significantly affecting its climate due to global warming. [5]
The convention was also instrumental in the creation of Strategic Environmental Assessment and has been supplemented by a Protocol on Strategic Environmental Assessment. [6]

The Deepwater Navigation Course "Danube – Black Sea" is a deep-water canal in the Danube Delta that runs through the Danube Delta distributaries Chilia, Old Istambul and "Bystroe" or "Bystre". Through most of its length it coincides with the Romania-Ukraine border that stretches along Danube. The canal is served by the Ukrainian state company Ukrainian Sea Ports Authority and its piloting services branch Delta Lotsman. A portion of the canal, Bystroe, which stretches through the territory of Ukraine rather than along the main course raised concerns in Romania which emphasized ecological issues as it stretches through the Ukrainian Biosphere Reserve "Danube Delta".
Stockholm Convention on Persistent Organic Pollutants is an international environmental treaty, signed on 22 May 2001 in Stockholm and effective from 17 May 2004, that aims to eliminate or restrict the production and use of persistent organic pollutants (POPs).
The UNECE Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters, usually known as the Aarhus Convention, was signed on 25 June 1998 in the Danish city of Aarhus. It entered into force on 30 October 2001. As of March 2014, it had 47 parties—46 states and the European Union. All of the ratifying states are in Europe and Central Asia. The EU has begun applying Aarhus-type principles in its legislation, notably the Water Framework Directive. Liechtenstein and Monaco have signed the convention but have not ratified it.
Environmental Impact assessment (EIA) is the assessment of the environmental consequences of a plan, policy, program, or actual projects prior to the decision to move forward with the proposed action. In this context, the term "environmental impact assessment" is usually used when applied to actual projects by individuals or companies and the term "strategic environmental assessment" (SEA) applies to policies, plans and programmes most often proposed by organs of state. It is a tool of environmental management forming a part of project approval and decision-making. Environmental assessments may be governed by rules of administrative procedure regarding public participation and documentation of decision making, and may be subject to judicial review.
The Valletta Treaty (formally the European Convention on the Protection of the Archaeological Heritage (Revised), also known as the Malta Convention) is a multilateral treaty of the Council of Europe. The 1992 treaty aims to protect the European archaeological heritage "as a source of European collective memory and as an instrument for historical and scientific study". All remains and objects and any other traces of humankind from past times are considered to be elements of the archaeological heritage. The archaeological heritage shall include structures, constructions, groups of buildings, developed sites, moveable objects, monuments of other kinds as well as their context, whether situated on land or under water." War can heavily damage the environment, and warring countries often place operational requirements ahead of environmental concerns for the duration of the war. Some international law is designed to limit this environmental harm.
An emission inventory is an accounting of the amount of pollutants discharged into the atmosphere. An emission inventory usually contains the total emissions for one or more specific greenhouse gases or air pollutants, originating from all source categories in a certain geographical area and within a specified time span, usually a specific year.
The 1999 Gothenburg Protocol to Abate Acidification, Eutrophication and Ground-level Ozone is a multi-pollutant protocol designed to reduce acidification, eutrophication and ground-level ozone by setting emissions ceilings for sulphur dioxide, nitrogen oxides, volatile organic compounds and ammonia to be met by 2010. As of August 2014, the Protocol had been ratified by 26 parties, which includes 25 states and the European Union.
The Aarhus Protocol on Persistent Organic Pollutants, a 1998 protocol on persistent organic pollutants (POPs), is an addition to the 1979 Geneva Convention on Long-Range Transboundary Air Pollution (LRTAP). The Protocol seeks "to control, reduce or eliminate discharge, emissions and losses of persistent organic pollutants" in Europe, some former Soviet Union countries, and the United States, in order to reduce their transboundary fluxes so as to protect human health and the environment from adverse effects.
Framework Convention for the Protection of the Marine Environment of the Caspian Sea is a regional convention signed by the official representatives of the five littoral Caspian states: Azerbaijan, Iran, Kazakhstan, Russian Federation and Turkmenistan in Tehran (Iran) on 4 November 2003. The Framework Convention, also called Tehran Convention, entered into force on 12 August 2006.

The Convention on the Protection and Use of Transboundary Watercourses and International Lakes, also known as the Water Convention, is an international environmental agreement and one of five UNECE's negotiated environmental treaties. The purpose of this Convention is to improve national attempts and measures for protection and management of transboundary surface waters and groundwaters. On the international level, Parties are obliged to cooperate and create joint bodies. The Convention includes provisions on: monitoring, research, development, consultations, warning and alarm systems, mutual assistance and access as well as exchange of information.

Francesco La Camera is an Italian civil servant, academic, diplomat who was elected the second Director-General of the International Renewable Energy Agency (IRENA), and assumed office on 4 April 2019. At the IRENA, he has a four-year tenure, after succeeding Adnan Z. Amin of Kenya, who served in a two-term tenure from 2011 to 2019 and has been given the honorary title of Director-General Emeritus. La Camera's election took place in the context of the Ninth Session of the annual Assembly of the International Renewable Energy Agency in Abu Dhabi. La Camera was previously the Director-General for Sustainable Development, Energy and Climate at the Italian Ministry of Environment, Land and Sea, where he was involved in international cooperation and partnerships agreements globally, especially in Small Island Developing States (SIDS).
