County Government of Nandi

The County Government of Nandi is one of the county governments of the 47 counties of Kenya as established by the Constitution of Kenya enacted in 2010.The county government is led by the County Governor, his deputy and 10 County Executive Committee members as provided for in the Constitution of Kenya. The first County Governor of Nandi County was Dr.Cleophas Lagat and the first Deputy Governor was Dominic Chepyagan. The Second Governor is H.E Honourable Stephen Kipyego Sang and The Second Deputy Governor is H.E Honourable Yulita Chebotip Mitei. The Constitution of Kenya also provides for legislative house for each county. For the period between March 4, 2014 and the date of the next General election in Kenya, the Nandi County Assembly shall have a Speaker, representatives of the 30 wards of Nandi County and other nominated members representing women, the youth and the disabled members of the society as provided for in the Constitution of Kenya.

The County Government has ten County Executive Committee (CEC) members per the requirement of Constitution of Kenya 2010 that requires the number of members of the executive authority of each county on the CEC to be ten, or a third of the number of wards in a county that has less than thirty wards. Nandi County has thirty wards each represented by a Member of County Assembly (MCA) as per the Constitution and nine nominated members, down from the initial eighteen nominated MCAs during the period between March 27, 2013 and August 8, 2017. These nominated members are: The six women representatives nominated by major political parties represented by elected members in order to comply with the restriction of the Constitution of Kenya that no more than two-thirds of the members be of one gender in any legislative assembly or appointive positions, two other representative of the youth and another one member representing the both marginalized and disabled persons. The speaker was elected by the MCAs.

Achievements

Nandi County now produces approximately 120,000,000 litres of milk annually translating to billions of shillings in income to our farmers. This is after the County Government embarked on provision of acaricides to 200 cattle dips as a way of putting tick-borne diseases at bay and employing 40 dip supervisors to assist in management of cattle dips as a way of professionalizing the management of these crucial facilities in animal keeping. The county government has successfully implemented the first phase of routine road maintenance targeting 450 km; 15 km in each ward and additional 276.2.km that were subjected to a competitive tender. The whole undertaking involved culvert installation, murraming, graveling, unblocking of drainage and heavy bush clearing. The setting of a public university in the County dubbed as Koitalel Arap Samoei University is now at an advance stage. [1]

Controversies

There were reports by sections of the Kenyan mass media that the county government tortured civil society groups in an aborted demonstration against its leadership. [2] There were also reported protests against the leadership of the County Government of Nandi in February 2015. [3] In Nandi, some contractors marched to the governor's office, protesting that they had been denied an opportunity to do business with the county

Nandi people

The Nandi are part of the Kalenjin, a Nilotic tribe living in East Africa. The Nandi ethnic group live with close association and relation with the Kipsigis tribe. They traditionally have lived and still form the majority in the highland areas of the former Rift Valley Province of Kenya, in what is today Nandi County. They speak the Nandi dialect of the Kalenjin language.

Kapsabet is a town in Kenya. It is the capital of Nandi County and is located 40 kilometres southwest of Eldoret on the way to Chavakali.

Sotik Constituency is an electoral constituency in Kenya established for the 1997 elections. It is one of five constituencies in Bomet County. Sotik has one major river, River Kipsonoi. Sotik is also a hilly place with the main crops being grown are tea and maize. The Nairobi Kisii highway passes through Sotik. Recently, many developments have occurred; Sotik Market was put up by the former governor Hon Isaac Ruto, since then infrastructure has been improving. Counties of Kenya

The counties of Kenya are geographical units envisioned by the 2010 Constitution of Kenya as the units of devolved government. The powers are provided in Articles 191 and 192, and in the fourth schedule of the Constitution of Kenya and the County Governments Act of 2012. The counties are also single-member constituencies for the election of members of parliament to the Senate of Kenya and special women members of parliament to the National Assembly of Kenya. As of 2013 general elections, there are 47 counties whose size and boundaries are based on the 47 legally recognized districts of Kenya. The Nandi Resistance was a military conflict that took place in present-day Kenya between 1890 and 1906. It involved members of the Kalenjin ethnic group, mainly from the Nandi section, and the British colonial administration. The close of the 19th century, a time referred to as the "pacification period" by Matson, saw a number of local populations that resisted British colonial rule. Of these, the Nandi resistance would stand out for being the longest and most tenacious.

The office of the County Governor of Nandi is one of the State Offices in 47 devolved governments in 47 Counties of Kenya. The county governor and the deputy governor are the chief executive and the deputy chief executive of the county. The first Governor of Nandi is Dr. Cleophas Kiprop Lagat who was elected on 4 March 2013 General Election, directly by the registered voters in the county. His deputy is Dominic Chepyagan Biwott who was his running mate. Dr. Lagat appointed, on 3 June 2013, the following 10 County Executive Committee(CEC) Members to representing their departments, in the exercise of the powers conferred to him by Article 179 (2) (b) of the Constitution of Kenya as read with sections 30 (2) (d), (e) and 35 of the County Governments Act, 2012, and upon approval by the Nandi County Assembly in its session. He later on appointed Chief Officers for respective Departments who are by law the accounting and authorized public officers.

Kimaiyo Karoney Arap Sego is a lawyer and a former prominent politician from Kenya. Between 1988 and 1992, he served as Member of Parliament (MP) for Tinderet Constituency and briefly as Minister of Commerce in the Moi government. He also served as Chairman of the Kenyan National Anti-corruption Campaign Steering committee.

Barsirian Arap Manyei was the last widely recognized Nandi Orkoiyot and Kenya's longest serving political detainee.

Kondele is a district of the city of Kisumu, the third largest city in Kenya, and the second largest city, after Kampala, in the Lake Victoria Basin. Kondele is the most densely populated of the three satellite towns of Kisumu metropolitan region, the others being Maseno and Ahero. It is Kisumu City's most notable region and cultural identifier and one of the most densely populated regions in Kisumu County, Kenya. It lies on the A1 road that connects Kisumu and Vihiga. The town is administered by the Kondele County Assembly ward, an administrative ward which is part of the wards that represent Kisumu Central constituency in Kisumu county assembly. The ward is represented by the Kondele Member of County Assembly.

In June 1905, between 900 and 1850 ethnic Kipsigis men, women and children were killed in a punitive expedition dubbed Sotik expedition by the colonial British government forces led by Major Pope Hennessy. This was as a result of a raid by the Kipsigis on the Maasai which saw the Kipsigis part with Maasai cows, women and children to which the government demanded redress and return of the spoils of the raid but to which the Kipsigis returned in insults and turned down the warning. In effect, this led to alienation of tribal land to what would become part of Kenyan White Highlands.
