Cynthia Dinah Kinser (born December 20,1951) is an American lawyer who served as the chief justice of the Supreme Court of Virginia. Kinser was elected by the Virginia General Assembly to her first 12-year term to the Virginia Supreme Court in 1998,after being appointed by Governor George Allen to fill a 1997 vacancy. Kinser was elected to a second 12-year term during the 2010 session of the General Assembly. She became Chief Justice of the Virginia Supreme Court on February 1,2011. [1] She is the first woman to hold the office of Chief Justice on the Court.
Kinser received her bachelor's degree with honors from the University of Tennessee in 1974,and her Juris Doctor degree from the University of Virginia in 1977. [2] Prior to being appointefd to the Supreme Court by Governor George Felix Allen,Kinser served as law clerk Judge Glen Morgan Williams of the United States District Court for the Western District of Virginia from 1977 to 1978. She then entered lawyer private practice from 1978 to 1979 and served as Commonwealth's Attorney for Lee County,Virginia from 1980 to 1984. [2] She returned to private practice from 1984 to 1990. She served as a U.S. magistrate judge of the Western District of Virginia from 1990 to 1997. [3]
On May 2,1997,Governor George Allen appointed Kisner appointed to the Virginia Supreme Court to fill the vacancy left by the retirement of Justice Roscoe B. Stephenson Jr. She began active service on July 8,1997. She was elected by the General Assembly to a 12-year term commencing on February 1,1998. [3] She became chief justice of the Virginia Supreme Court on February 1,2011, [1] succeeding Chief Justice Leroy R. Hassell Sr. [3] Kinser retired from the Supreme Court at the end of 2014. [3] [4]
On May 5,2015,Kinser began a position as senior counsel with the Roanoke-based law firm Gentry Locke Rakes &Moore,LLP. [5] At Gentry Locke,Kinser will focus on appeals,criminal matters,and government investigations. [6]

The court has seven members,a chief justice and six associate justices,who are elected at large by the voters of Ohio for six-year terms. The court has a total of 1,550 other employees. Since 2004,the court has met in the Thomas J. Moyer Ohio Judicial Center on the east bank of the Scioto River in Downtown Columbus. Prior to 2004,the court met in the James A. Harriet Ellan Miers is an American lawyer who served as White House counsel to President George W. Bush from 2005 to 2007. A member of the Republican Party since 1988,she previously served as White House staff secretary from 2001 to 2003 and White House Deputy Chief of Staff for Policy from 2003 until 2005. In 2005,Miers was nominated by Bush to be an associate justice of the Supreme Court of the United States to replace retiring Justice Sandra Day O'Connor,but—in the face of bipartisan opposition—asked Bush to withdraw her nomination. Following her withdrawal in 2007,Miers returned to private practice,becoming a partner in the litigation and public policy group at Locke Lord.

It primarily hears direct appeals in civil cases from the trial-level city and county circuit courts,as well as the criminal law,family law and administrative law cases that are initially appealed to the Court of Appeals of Virginia. LeRoy Francis Millette Jr. is a senior justice of the Supreme Court of Virginia. Millette was appointed to the Court by Virginia Governor Tim Kaine to fill a vacancy created by the retirement of Justice G. Steven Agee,who had been appointed to the federal 4th Circuit Court of Appeals. On February 11,2009,Millette was confirmed for a full 12-year term by the Virginia General Assembly beginning retroactive to February 1,2009. He entered senior service in 2015. Millette previously served for less than one year on the Court of Appeals of Virginia,also having been appointed by Governor Kaine and then being subsequently confirmed by the General Assembly. Prior to that,he served as a judge of the Circuit Court of Prince William County,Virginia,in which position he presided over the capital murder trial of John Allen Muhammad,the infamous Beltway Sniper. Millette confirmed the jury's sentence of death of Muhammad. Millette also was involved in some of the proceedings of the Lorena Bobbitt trial in 1993. Prior to serving on the Circuit Court,he was a general district court judge,making him one of only three Virginia jurists,along with Justice Lawrence L. Koontz Jr. and Justice Barbara Milano Keenan,to have served at all four levels of courts in Virginia. He received his undergraduate degree from the College of William and Mary and his law degree from the Marshall–Wythe School of Law at William and Mary. Millette is married to M. Elizabeth O’Brien Millette and they have two children,Lauren Elizabeth Millette and LeRoy F. Millette III.
