Roscoe Bolar Stephenson Jr. was born at Covington,Virginia,on February 22,1922. He attended the public schools of Alleghany County,Virginia,and received both his B.A. (1943) and his J.D. (1947) from Washington and Lee University. After being admitted to the bar in 1947,he practiced law in Covington for twenty-six years. From 1952 to 1964,he served as Commonwealth's Attorney for Alleghany County. On July 12,1973,he was elected as a judge for the Twenty-Fifth Judicial Circuit. He stayed in that position until he was elected to the Supreme Court of Virginia in February 1981. [1] Justice Stephenson retired from active service in 1997,but continued his service to the Court as a Senior Justice until mid-2010. Justice Stephenson died on May 30,2011,in Covington,Virginia. [2]
Covington is an independent city in the Commonwealth of Virginia. As of the 2020 census,the population was 5,737,making it the second-least populous city in Virginia. It is surrounded by Alleghany County,of which it is also the county seat. Located at the confluence of Jackson River and Dunlap Creek,Covington is one of three cities in the Roanoke Regional Partnership. The Bureau of Economic Analysis combines the city of Covington with Alleghany county for statistical purposes.
Alleghany County is an American county located on the far western edge of Commonwealth of Virginia. It is bordered by the Allegheny Mountains,from which the county derives its name,and it is the northernmost part of the Roanoke Region. The county seat is Covington. As of the 2020 census,the population was 15,223.
The Virginia Central Railroad was an early railroad in the U.S. state of Virginia that operated between 1850 and 1868 from Richmond westward for 206 miles (332 km) to Covington. Chartered in 1836 as the Louisa Railroad by the Virginia General Assembly,the railroad began near the Richmond,Fredericksburg and Potomac Railroad's line and expanded westward to Orange County,reaching Gordonsville by 1840. In 1849,the Blue Ridge Railroad was chartered to construct a line over the Blue Ridge Mountains for the Louisa Railroad which reached the base of the Blue Ridge in 1852. After a decision from the U.S. Supreme Court,the Louisa Railroad was allowed to expand eastward from a point near Doswell to Richmond.
The Supreme Court of Virginia is the highest court in the Commonwealth of Virginia. It primarily hears direct appeals in civil cases from the trial-level city and county circuit courts,as well as the criminal law,family law and administrative law cases that are initially appealed to the Court of Appeals of Virginia. It is one of the oldest continuously active judicial bodies in the United States. It was known as the Supreme Court of Appeals until 1970,when it was renamed the Supreme Court of Virginia because it has original as well as appellate jurisdiction.
John White Stevenson was the 25th governor of Kentucky and represented the state in both houses of the U.S. Congress. The son of former Speaker of the House and U.S. diplomat Andrew Stevenson,John Stevenson graduated from the University of Virginia in 1832 and studied law under his cousin,future Congressman Willoughby Newton. After briefly practicing law in Mississippi,he relocated to Covington,Kentucky,and was elected county attorney. After serving in the Kentucky legislature,he was chosen as a delegate to the state's third constitutional convention in 1849 and was one of three commissioners charged with revising its code of laws,a task finished in 1854. A Democrat,he was elected to two consecutive terms in the U.S. House of Representatives where he supported several proposed compromises to avert the Civil War and blamed the Radical Republicans for their failure.

Cynthia Dinah Kinser is an American lawyer who served as the chief justice of the Supreme Court of Virginia. Kinser was elected by the Virginia General Assembly to her first 12-year term to the Virginia Supreme Court in 1998,after being appointed by Governor George Allen to fill a 1997 vacancy. Kinser was elected to a second 12-year term during the 2010 session of the General Assembly. She became Chief Justice of the Virginia Supreme Court on February 1,2011. She is the first woman to hold the office of Chief Justice on the Court.
