David Jonathan Robin Angell is a Canadian diplomat. He has been the Canadian ambassador to NATO since 2019. [1] He was the Canadian High Commissioner to Kenya from 2012 until 2016, [1] cross-posted as High Commissioner to Rwanda and Uganda; as Ambassador designate to Burundi, Somalia [2] and South Sudan, and as Canada's representative to the United Nations Environment Program (UNEP) and the United Nations Human Settlements Programme (UN-Habitat) in Nairobi.[ citation needed ]

Education

Career

Angell joined External Affairs and International Trade Canada in 1989. He was posted to Washington, D.C. from 1991 to 1993. From 1995 to 1996, he was posted to Northern Ireland to act as adviser to Gen. John de Chastelain in the peace process there. From 1996 to 2001, he worked at the Permanent Mission to the United Nations in New York (1996 to 2001), From 2004 to 2012, he was High Commissioner in Nigeria. During that time, from 2004 to 2007, he was also Ambassador to the Economic Community of West African States. He has also been Director General for the International Organizations of the Canadian Foreign Affairs and International Trade.

Angell is a recipient of the Queen Elizabeth II Diamond Jubilee Medal (2013). [3]

In March 2014, along with the High Commissioners from Australia and the UK, and Ambassadors from the EU and several other countries, he co-signed, in his capacity of Canadian High Commissioner to Uganda, a "Statement From European Union Diplomats On The Anti-Homosexuality Law" expressing concern and disappointment over Uganda's Anti-Homosexuality Bill.[ citation needed ]

In May 2022, while the Russian invasion of Ukraine raged, Angell spearheaded the Canadian diplomatic push for a NATO Climate Change and Security Centre of Excellence, a signature policy of Minister of National Defence Anita Anand. [4]

David grew up in Westmount, Montreal, Quebec, the son of Sylvia and Harold Angell. He married Katherine Mary (Kate) Raybould in October 1990; they have two children, Alexandra and Jonathan. [5]

The East African Federation is a proposed federal sovereign state consisting of the eight member states of East African Community in the African Great Lakes region – Burundi, the Democratic Republic of the Congo, Kenya, Rwanda, Somalia, South Sudan, Tanzania and Uganda. The idea of this federation has existed since the early 1960s but has not yet come to fruition for several reasons. In September 2018, a committee was formed to begin the process of drafting a regional constitution, and a draft constitution for the confederation was set to be written by the end of 2021 with its implementation by 2023. However, the COVID-19 pandemic disrupted plans to draft and implement a constitution. On 9 May 2023, the drafting of the constitution resumed with a 20-day consultation with local stakeholders in Kenya. The East African Federation has not yet been established, but many steps have been taken to advance this eventual goal. Institutions and governing bodies already exist for the eventual union of these nations, with representatives from all of the related nations working together towards this common goal.

The inauguration of Uhuru Kenyatta as the 4th president of Kenya took place on 9 April 2013. Kenyatta won 50.07% of the vote in the 2013 presidential election, after the supreme court dismissed the Raila petition on 30 March 2013. According to Article 141 (2) (b) of the constitution, in case the Supreme Court upholds the victory of the president-elect, the swearing in will take place on "the first Tuesday following the seventh day following the date on which the court renders a decision declaring the election to be valid." She was the Australian High Commissioner to Kenya since August 10, 2017 and was also accredited to Burundi, Rwanda, Somalia, Tanzania and Uganda, as well as the East African Community (EAC), the United Nations Environment Programme (UNEP), and the United Nations Human Settlements Programme (UN-Habitat).
