In the United States, a department of public safety is a state or local government agency which often has a broad portfolio of responsibilities, which may include some or all of the following:
These responsibilities are usually organized into separate agencies under a DPS due to their diversity, though there is a critical exception in certain local jurisdictions (as further explained below).
In other countries, equivalent agencies may be known as the ministry of the interior . In U.S. state or local governments that do not have a DPS, equivalent agencies may be known as the department of emergency services.
The United States Department of Homeland Security is the federal-level department of public safety of the United States, which is responsible for federal supervision of emergency services for major disasters through the Federal Emergency Management Agency (FEMA).
In state governments in the United States, the DPS is often a law enforcement agency synonymous with the state police. At local and special district levels, they may be all-encompassing. Examples of states having these include Texas, Minnesota, Tennessee, Arizona, Alabama, Oklahoma, and South Carolina. In many states the state police may be a subdivision of the DPS and not its own independent department.
Many local jurisdictions (cities and counties), and special districts (schools and hospitals) have the umbrella configuration described above, in which the DPS is simply a joint administration of several distinct agencies. They may share administrative support staff and back-office functions, but sworn personnel remain specialized and have particular responsibilities (that is, the police continue to arrest people and the firefighters put out fires). The DPS of Cobb County, Georgia is one example.
However, a minority of jurisdictions have departments of public safety which have primary and direct responsibility for all emergencies. In these unusual organizations, all full-time sworn personnel are cross-trained as police officers, firefighters and EMTs, and can respond to emergencies in any capacity. [1] Although it is more expensive to hire, train and retain such personnel, they have a clear advantage in terms of their flexibility. They can respond as first responders to many rapidly evolving situations rather than waiting for the arrival of other specialized personnel. [2]
This configuration was more widely popular in the 1970s and 1980s in the United States, but has since gone out of style because relatively few cities have been able to execute it successfully because of manpower limitations in handling major incidents.
In a few California cities (the San Gabriel Valley city of Duarte, for example), the department of public safety usually is restricted to code enforcement officers or animal control service agents (especially when those cities contract out for law enforcement with the county sheriff's office).

A highway patrol is a police unit, detail, or law enforcement agency created primarily for the purpose of overseeing and enforcing traffic safety compliance on roads and highways within a jurisdiction. They are also referred to in many countries as traffic police, although in other countries this term is more commonly used to refer to foot officers on point duty who control traffic at junctions.
Fire police are fire department members who, based upon their jurisdictional authority, receive sworn police powers, special training, and support firefighting efforts at emergency incidents. In addition to securing firefighting equipment, incident and fire scenes, and the station itself, fire police perform traffic and crowd control. In some jurisdictions, fire police are exterior firefighters and may be called upon at fire scenes to perform any of the duties of an interior firefighter except those that require a self-contained breathing apparatus. On occasion, fire police also assist regular police: they perform road closures, traffic control, crowd control at public events, missing persons searches, parade details, salvage, security, and other miscellaneous tasks as requested.
The Department of Public Safety of the State of Texas, commonly known as the Texas Department of Public Safety (DPS), is a department of the state government of Texas. The DPS is responsible for statewide law enforcement and driver license administration. The Public Safety Commission oversees the DPS. However, under state law, the Governor of Texas may assume command of the department during a public disaster, riot, insurrection, formation of a dangerous resistance to enforcement of law, or to perform his constitutional duty to enforce law. The commission's five members are appointed by the governor and confirmed by the Texas Senate, to serve without pay for staggered, six-year terms. The commission formulates plans and policies for enforcing criminal, traffic and safety laws, preventing and detecting crime, apprehending law violators, and educating citizens about laws and public safety.
The Federal Protective Service (FPS) is a federal law enforcement agency of the United States Department of Homeland Security (DHS). It is also "the federal agency charged with protecting and delivering integrated law enforcement and security services to facilities owned or leased by the General Services Administration (GSA)"—over 9,000 buildings—and their occupants.
The Alaska State Troopers, officially the Division of Alaska State Troopers (AST), is the state police agency of the U.S. state of Alaska. It is a division of the Alaska Department of Public Safety (DPS). The AST is a full-service law enforcement agency that handles both traffic and criminal law enforcement. The AST is also involved in apprehending fugitives as part of the Alaska Fugitive Task Force, an inter-agency collaborative of Alaska police departments that cooperates with police agencies throughout the United States and less commonly with Interpol in apprehending wanted men and women. Unlike many lower 48 states, the AST also serves as Alaska’s primary environmental law enforcement agency; troopers assigned to the AST’s Division of Alaska Wildlife Troopers are known as "Alaska Wildlife Troopers" and primarily serve as game wardens, although they retain the same powers as other Alaskan state troopers.
The Port Authority of New York and New Jersey Police Department, or Port Authority Police Department (PAPD), is a law enforcement agency in New York and New Jersey, the duties of which are to protect and to enforce state and city laws at all the facilities, owned or operated by the Port Authority of New York and New Jersey (PANYNJ), the bi-state agency running airports, seaports, and many bridges and tunnels within the Port of New York and New Jersey. Additionally, the PAPD is responsible for other PANYNJ properties including three bus terminals, the World Trade Center in Lower Manhattan, and the PATH train system. The PAPD is the largest transit-related police force in the United States.
The Nevada State Police (NSP), also known as the Nevada Department of Public Safety (DPS) from roughly 1949 to 2021, is the state police and highway patrol agency of Nevada, with state-wide jurisdiction. The Nevada State Police encompass the Division of Parole and Probation, the Nevada Highway Patrol, the Capitol Police Division, the Division of Investigations, the Office of Professional Responsibility, the Fire Marshall Division and the Records, Compliance and Communications Division as well as various other smaller entities.
The Miami-Dade Police Department (MDPD), formerly known as the Dade County Sheriff's Office (1836–1957), Dade County Public Safety Department (1957–1981), and the Metro-Dade Police Department (1981–1997), is a law enforcement agency serving Miami-Dade County. The MDPD has approximately 4,700 employees, making it the largest police department in the southeastern United States and the eighth largest in the country. The department is still often referred by its former name, the Metro-Dade Police or simply Metro.
