United States Department of Defense standard 5015.2-STD, the Design Criteria Standard for Electronic Records Management Software Applications, was implemented in June 2002. This standard defines requirements for the management of records within the Department of Defense, which has become the accepted standard for many state, county, and local governments.
The standard was developed in 1996 by a team led by Kenneth Thibodeau of the National Archives and Records Administration. [1] As of 2016 [update] , only three companies are certified for records management at all levels for the Department of Defense: HP Enterprise (American), Feith Systems and Software (American), and Open Text (Canadian). [2]
The following additional companies have some level of certification: IBM Corporation, Oracle USA, Gimmal LLC, EMC, Newgen Software, ZL Technologies, Perceptive, Laserfiche, Alfresco, Collabware, and Northrop Grumman.

The Department of Defense (DoD) Internet Protocol version 6 (IPv6) product certification program began as a mandate from the DoD's Assistant Secretary of Defense for Networks & Information Integration (ASD-NII) in 2005. The program mandates the Joint Interoperability Test Command (JITC) in Fort Huachuca, AZ, to test and certify IT products for IPv6 capability according to the RFCs outlined in the DoD's IPv6 Standards Profiles for IPv6 Capable Products. Once products are certified for special interoperability, they are added to the DoD's Unified Capabilities Approved Products List for IPv6. This list is used by procurement offices in the DoD and the U.S. Federal agencies for ongoing purchases and acquisitions of IT equipment.
MoReq2 is short for “Model Requirements for the Management of Electronic Records”, second version. It consists of a formal requirements specification for a generic electronic records management system, accompanied by testing documentation and related information. Published in 2008 by the European Commission, it is intended for use across the European Union, but can be used elsewhere. MoReq2 is generally considered a de facto standard in Europe but it does not have any formal status as a standard.

Host Based Security System (HBSS) is the official name given to the United States Department of Defense (DOD) commercial off-the-shelf (COTS) suite of software applications used within the DOD to monitor, detect, and defend the DOD computer networks and systems. The Enterprise-wide Information Assurance and computer Network Defense Solutions Steering Group (ESSG) sponsored the acquisition of the HBSS System for use within the DOD Enterprise Network. HBSS is deployed on both the Non-Classified Internet Protocol Routed Network (NIPRNet) and Secret Internet Protocol Routed Network (SIPRNet) networks, with priority given to installing it on the NIPRNet. HBSS is based on McAfee, Inc's ePolicy Orchestrator (ePO) and other McAfee point product security applications such as Host Intrusion Prevention System (HIPS).

He was responsible for development of the pioneering DoD 5015.02 standard for electronic records management and for creation of NARA's Electronic Records Archives System (ERA).
