Dikko Umar Radda (born 10 September 1969) is a Nigerian economist and politician who is the current governor of Katsina State since 2023. [1] [2] He served as the director-general of the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN). [3] He was elected governor of Katsina State in the 2023 Nigerian gubernatorial elections. [4]

Early life and education

He was born on 10 September 1969 in Hayin Gada Town, a Fulani from Dutsin-Ma Local government area of Katsina state, Nigeria.

Education

Radda started his basic education at Radda Primary School from 1974 to 1980. He went to Zaria Teachers College between 1980 and 1985. [5] And also he attended Kafanchan College of Education in 1986–1990, where he obtained his NCE certificate. Later attended Abubakar Tafawa Balewa University in Bauchi in 1992–1996, where he completed his B-Tech.Agric Economic and Extension (Hons) studies, then he got admission into Ahmadu Bello University Zaria in 1998- 2004 where he received MSC Agric Extension and Rural Sociology 2004. [6] He returned to ABU Zaria in 2005 to obtain a master's degree in international affairs and diplomacy. He completed his Ph.D. in Agriculture and Rural Sociology in 2015.

Political career

The period 2013 to 2015 gave birth to the All Progressives Congress (APC) and Radda held posts in the party hierarchy, which saw him emerge as the APC National Welfare Secretary, a position he held for a period of one year, from 2014 to 2015. After the 2015 general elections, he was appointed as Chief of Staff to the Executive Governor of Katsina State, Rt Hon Aminu Bello Masari. [7] [8] [9]

SMEDAN

Radda was appointed director-general of SMEDAN on 14 March 2016 for a five-year term. With the enormous experience he garnered in the public and private sectors of the economy, it was a matter of days for him to settle down into the herculean task of developing and growing the Micro, Small and Medium Enterprises (MSME) sub-sector of the economy as well as boosting staff morale, including the management of the agency, through well planned coordinated welfare packages.

Under his watch, SMEDAN recorded numerous achievements and implemented several programs. Implementation of the Conditional Grant Scheme (CGS) for micro entrepreneurs, implementation of the One Local Government One Product (OLOP), establishment of accreditation and certification framework for Business Development Service Providers (BDSPs), conducted 2017 and 2021 national survey on MSMEs in partnership with the National Bureau of Statistics, upgrading of the Industrial Development Centers (IDC), establishment of the Market Place MSMe Database in Nigeria, implementation of Young Business Owners programme, implementation of Agribussines, and implementation of Talent Hunt in Nigeria. [10]

Philanthropy

Radda established the Gwagware Foundation in 2016. The foundation helps people from rural communities in improving their living conditions through the provision of basic social amenities. He supports them with foodstuff, medical care, water supply, and employment opportunities. [11]

For Dan Musa and Safana Local Government Areas, which are the second most affected areas in the state, in terms of bandits' attacks, the foundation distributed 70 bags of these items to each of the areas. For the other six most affected local government areas, the foundation distributed 40 bags of the same items to each of them. [12]

Gwagware Foundation extended the same humanitarian gesture to Malumfashi Local Government Prison Service. During fasting, members of the foundation took time one day and their fasts with 150 inmates. Six inmates with minor cases were also freed by the foundation. [13]

On 17 January 2022, Five Hundred Katsina State youths were successfully trained by Gwagware Foundation on computer skills and tailoring. The training had youths and women drawn from Daura, Funtua and Katsina zones. The youths and women also received start-up packs after the training to enhance their entrepreneurial skills so that they could contribute their quota to the growth and development of the state. [14]

On 31 January 2022, Gwagware Foundation donated 5,000 books on different subjects to Junior and Senior Secondary Schools in Batagarawa local government area of Katsina state. The Foundation attaches a lot of importance to the development of education in Katsina State. [15]

Radda received the Distinguished Leadership Award from the Nigeria Civil Service Union (NCSU) in 2019. [16]

Small and Medium Enterprise Development Agency of Nigeria (SMEDAN) works towards assisting small and medium scale enterprises to overcome poor infrastructure in the management of business operations and accessing financial services amongst other challenges. The former director general of the agency Umar Dikko Radda had left in April 2022 to pursue a political career. Olawale Fasanya became the director general and chief executive officer of the agency on June 6, 2022.

Hadiza Bala Usman is a Nigerian politician who served as managing director of the Nigerian Ports Authority from 2016 to 2021. She previously served as the chief of staff to the governor of Kaduna State from 2015 to 2016. She was appointed special adviser on policy coordination to President Bola Tinubu in June 2023 together with Hannatu Musawa.

Umaru Ibrahim Kurfi was in born 1952 in a local government called Kurfi. He is an APC party member and was a Senator in the National Assembly of Nigeria until May 2019. Umaru was educated in Nigeria but attended one summer session at Kansas State University in the United States. He represented Katsina Central between 2015 and 2019. He was defeated in an APC primary.

<span class="mw-page-title-main">2023 Nigerian gubernatorial elections</span>

The 2023 Nigerian gubernatorial elections were held for state governors in 31 out of 36 Nigerian states. All but three elections were held on 18 March—concurrent with elections to every state house of assembly, three weeks after the presidential election and National Assembly elections—while the Imo State, Kogi State, and Bayelsa State elections will be held on 11 November. The last regular gubernatorial elections for all states were in 2019. All states have a two term limit for Governors which makes 18 incumbent governors ineligible for re-election.

The 2023 Katsina State gubernatorial election took place on 18 March 2023, to elect the governor of Katsina State, concurrent with the elections to the Katsina State House of Assembly as well as twenty-seven other gubernatorial elections and elections to all other state houses of assembly. The election was postponed from its original 11 March date, three weeks after the presidential election and National Assembly elections. Incumbent APC Governor Aminu Bello Masari was term-limited and could not seek for re-election to a third term.

Elections were held throughout Nigeria throughout 2022. During the year, the governors of Ekiti and Osun states were elected on 18 June and 16 July, respectively. Additionally, there were also elections to fill vacant seats in the House of Representatives and state houses of assembly along with local elections in Adamawa State, Benue State, Edo State, Enugu State, the Federal Capital Territory, Imo State, Katsina State, and Kebbi State.

Mustapha Muhammad Inuwa is the former Secretary to the State Government of Katsina State and a former Commissioner for Education in Katsina State.

Abdullahi Garba Aminchi in Funtua LGA, Katsina State, Nigeria, was the deputy governor of the short lived NRC government led by Alhaji Saidu Barda from 1992 to 1993. He was the deputy to the then Governor Umaru Musa Yar'Adua in 2003. He also held the position of Ambassador to Saudi Arabia and Oman during the Umaru Musa Yar’adua presidential regime from 2007.

Othman Ladan Baki was a retired Nigerian government official. He is the son of Kankia Muhammad Sada Nadada, and the grandson of Sarkin Katsina Muhammadu Dikko. He was the supervisor of Works Survey and Rural Water Supply in Katsina Local Government Area in 1960. Ladan was a member of the Northern House of Assembly from 1952 to 1956 and was re-elected in 1956. He was a parliamentary secretary at the Ministry of Trade and Industry from 1955 to 1956 and then Minister of Trade, Northern Nigeria in 1965, and later Provincial Commissioner for Zaria Province from 1962 to 1965. In 1982 Dr. Othman Ladan-Baki, OFR, was appointed as the chairman, National Assembly Service Commission.

The 2023 Nigerian Senate elections in Katsina State will be held on 25 February 2023, to elect the 3 federal Senators from Katsina State, one from each of the state's three senatorial districts. The elections will coincide with the 2023 presidential election, as well as other elections to the Senate and elections to the House of Representatives; with state elections being held two weeks later. Primaries were held between 4 April and 9 June 2022.

Abdulaziz Musa Yar'Adua is a Nigerian politician and retired military officer who is the senator representing Katsina Central senatorial district since 2023. He is a brother of former Nigerian President Umaru Musa Yar'Adua and former de facto vice president General Shehu Musa Yar'Adua.
