The Directorate of Estates is an attached department under the Ministry of Housing and Urban Affairs of India. It was established in 1944. It administers and manages the estates of the Government of India. [1] Its main region of the National Capital Territory of New Delhi. It also has extended services in its 8 Regional offices in Chandigarh, Chennai, Faridabad, Ghaziabad, Kolkata, Mumbai, Nagpur and Shimla. [2]

Estates

The department owns and controls many venues along with the Central Public Works Department. It also administers estates in the adjoining areas of served regions. [3]

It mainly consists of the following types of estates-

Government Residential Accommodations

Providing Government Residential Accommodation to the officers/officials of eligible offices of Government of India is the core service of this department. [4] [5]

Government Office Space Accommodation

The Directorate of Estates also administers the allotment of Office Accommodation at Delhi and other locations. The office spaces are allotted to eligible central government offices, based on availability of space. Office space is allotted to offices considering parameters like the employee strength of offices, etc. [6]

Government Commercial Space Accommodation

Directorate of Estates also manages the allotment and ownership rights of INA Market as well as the newly constructed markets in New Moti Bagh and Kidwai Nagar (East)

It controls and operates mainly two venues in New Delhi -

Holiday Homes and Touring Officers Hostels

Directorate of Estates administers the booking of Holiday Homes and Touring Officers’ Hostels (TOH) of Government of India which are maintained by Central Public Works Department. [9] [10]

Allotment system

The Directorate currently uses an automated system for allotment. All processes regarding bookings and payments are done online. Allotments under the GPRA are based on a ‘Unified Waiting List’ for a particular type of accommodation. [11] In this waiting list, all applicants, including those waiting for initial allotment, as well as change of accommodation, are clubbed together. The allotments are made, based on their date of priority and seniority. Each applicant gets two allotments in each type of accommodation, i.e., initial and change. The prices depend on the basic pay of employees of different ranks. [12]

However, even though there are 5 bungalows, they are collectively called 7, Lok Kalyan Marg. It does not house the Prime Minister's Office but has a conference room for informal meetings.

Dr. B. R. Ambedkar National Institute of Technology Jalandhar, formerly Regional Engineering College Jalandhar, is a public engineering university located in Jalandhar, Punjab, India. It is a member of the National Institutes of Technology (NITs) system, a group of premier Indian technical institutes governed by the Council of NITSER. It was founded as a joint venture between the state and the central government, originally under the name Regional Engineering College, Jalandhar, Punjab, India (RECJ). RECJ was established in 1989 by the joint venture of Govt of India and Govt of Punjab on the Land of Village Bidhipur and Village Suranussi of District Jalandhar (Punjab) on the Grand Trunk Road bye-pass.

The Civil Lines is a residential area and one of the 3 subdivisions of the Central Delhi district of Delhi in India. It is one of the 12 zones under the Municipal Corporation of Delhi. It was the hub of European-style hotels in the city until New Delhi came into being in 1911. The official residence of the Lieutenant Governor of Delhi is also located at Raj Niwas Marg, Civil Lines.

The Indian Defence Estates Service is a Civil Service in the Government of India. Its Cadre Controlling Authority (CCA) is the Ministry of Defence. Civil Services Examination conducted every year by Union Public Service Commission provides a gateway for entry into this service. The Service traces its origin to 16 December 1926 and has been constantly evolving since then. The service was initially known as the Military Lands and Cantonment Service (1926-1983), and then Defence Lands and Cantonment Service (1983-1985). In 1985, it was renamed as the Indian Defence Estates Service. The service is governed by the Indian Defence Estates Service Rules, 2013, where 75% intake is by direct recruitment and 25% by promotion.

<i>AJL-National Herald Panchkula land grab case</i>

AJL-National Herald Panchkula land grab scam case, allegedly against Bhupinder Singh Hooda currently in the Punjab and Haryana High Court, is under investigation by the Central Bureau of Investigation (CBI) and Enforcement Directorate (ED). This case pertains to Hooda's alleged role for misusing his position as then Chief Minister of Haryana to cause wrongful gains to the Associated Journals Limited (AJL) and corresponding loss to the Government of Haryana, by illegally allotting a government plot of land worth several crores rupees (billions) to AJL for INR 59 lakh. Then Chief Minister, Hooda, was also the chairman of HUDA, a government entity which re-allotted the plot to AJL in 2005 in violations of rules and against the advice of the HUDA officials. Chief Minister Manohar Lal Khattar's BJP government of Haryana transferred the case to CBI, and CBI filed the FIR in April 2016. CBI booked Hooda for criminal conspiracy, criminal breach of trust, cheating and misuse of official position by public servants. AJL, which also owns National Herald, is controlled by the Indian National Congress leaders Sonia Gandhi and Rahul Gandhi among others.

Directorate of Government Accommodation is a government directorate responsible for looking after government accommodations and state guest houses in Bangladesh and is located in Dhaka, Bangladesh. It is under the Ministry of Housing and Public Works.
