Baba Saheb Ambedkar Education University, formerly known as West Bengal University of Teachers' Training, Education Planning and Administration (WBUTTEPA), was established by an Act of the West Bengal legislature published in the Kolkata Gazette, Extraordinary, 16 January 2015. This is the first university in India set up by any State Government exclusively for training teachers. Baudhacharya Shanti Swaroop Baudh was an Indian writer, Buddhist scholar, painter, publisher and Pali language expert. He was an Ambedkarite-Buddhist activist. He was born in 1949 at Old Delhi in a Jatav Dalit family. In 1975, he set up Samyak Prakashan, a publishing house dedicated to Ambedkarite, Navayana Buddhist, Pali literature and Dalit literature.
