Abdulaziz Nasser Al Shamsi is the director of protocol at the ministry of foreign affairs in the United Arab Emirates. Al Shamsi who was born in Ajman in 1956 obtained his bachelor's degree in business administration at the University of Cairo in 1980. He is married to Hissa Abdulla Ahmed Al-Otaiba.

Al Otaiba's husband, Abdulaziz Al Shamsi, serves as the UAE Ambassador to Italy. Her relative, ambassador Yousef Al Otaiba, serves as the UAE Ambassador to the United States.
The U.S.–UAE 123 Agreement for Peaceful Civilian Nuclear Energy Cooperation is a Section 123 Agreement on peaceful nuclear cooperation between the United States of America and the United Arab Emirates, which entered into force on 17 December 2009 and enables the UAE to receive nuclear know-how, materials and equipment from the U.S. As part of the agreement, the UAE committed to forgo domestic uranium enrichment and reprocessing of spent fuel, as well as sign the International Atomic Energy Agency's Additional Protocol, which institutes a more stringent inspections regime on the UAE's nuclear activities. The UAE's agreement to forgo enrichment and reprocessing has become known as the nonproliferation "gold standard" for nuclear cooperation agreements, because the signatory renounces the sensitive technology and capabilities that can also be used to produce a nuclear weapon.

On September 15, 2020, the official signing ceremony for the first iteration of the Abraham Accords was hosted by the Trump administration at the White House. As part of the dual agreements, both the United Arab Emirates and Bahrain recognized Israel's sovereignty, enabling the establishment of full diplomatic relations.
