It was responsible for land acquisition and assembly and major development projects, alone or in joint partnership with private sector developers. It was particularly active in major regeneration areas such as the Thames Gateway and in expansion areas such as Milton Keynes, where the Deputy Prime Minister (acting as Environment Minister) removed planning from local control and appointed them as the statutory planning authority.
It was a non-departmental public body funded through the Department for Communities and Local Government (CLG), and was previously by the Office of the Deputy Prime Minister (the predecessor department to CLG).
English Partnerships was legally two entirely independent bodies set up under separate statutes. One was the Commission for New Towns, launched in October 1961, which was responsible for the development corporations established by the New Towns Act 1959.
The other was the Urban Regeneration Agency set up by the Leasehold Reform, Housing and Urban Development Act 1993. The URA originated as the English Industrial Estates Corporation, which was "established in 1936 as North Eastern Trading Estates Ltd to help to alleviate the problems caused by the decline of heavy industries such as shipbuilding and coalmining" [1]
On 17 January 2007 Ruth Kelly, the Secretary of State for Communities and Local Government, announced proposals to bring together the delivery functions of the Housing Corporation, English Partnerships and parts of CLG to form a new unified housing and regeneration agency, the Homes and Communities Agency (initially announced as "Communities England"); this became operational on 1 December 2008.

It stretches from Westferry in Tower Hamlets to the Isle of Sheppey/Southend-on-Sea and extends across three ceremonial counties.
The regional chambers of England were a group of indirectly elected regional bodies that were created by the provisions of the Regional Development Agencies Act 1998. There were eight regional chambers, one for each of the regions of England except Greater London, which had opted for an elected mayor and assembly in 1998. All eight regional chambers had adopted the title "regional assembly" or "assembly" as part of their name, though this was not an official status in law. The chambers were abolished over a two-year period between 31 March 2008 and 31 March 2010 and some of their functions were assumed by newly established Local authority leaders' boards.

The regions, formerly known as the government office regions, are the highest tier of sub-national division in England, established in 1994. Between 1994 and 2011, nine regions had officially devolved functions within government. While they no longer fulfil this role, they continue to be used for statistical and some administrative purposes. While the UK was a member of the European Union, they defined areas (constituencies) for the purposes of elections to the European Parliament. Eurostat also used them to demarcate first level Nomenclature of Territorial Units for Statistics (NUTS) regions within the European Union. The regions generally follow the boundaries of the former standard regions, established in the 1940s for statistical purposes.

Public housing provided the majority of rented accommodation in the United Kingdom until 2011 when the number of households in private rental housing surpassed the number in social housing. Houses and flats built for public or social housing use are built by or for local authorities and known as council houses, though since the 1980s the role of non-profit housing associations became more important and subsequently the term "social housing" became more widely used, as technically council housing only refers to housing owned by a local authority, though the terms are largely used interchangeably. Before 1865, housing for the poor was provided solely by the private sector. Council houses were built on council estates, where other amenities, like schools and shops, were often also provided. From the 1950s, blocks of flats and three-or-four-storey blocks of maisonettes were widely built, alongside large developments of terraced housing, while the 1960s and the 1970s saw construction of many high-rise tower blocks. Flats and houses were also built in mixed estates.
