Enrique Serrano Escobar (born 14 May 1958) is a Mexican politician affiliated with the Institutional Revolutionary Party (PRI).
In the 2000 general election he was elected to the Chamber of Deputies to represent the first district of Chihuahua during the 60th Congress. [1] From 2013 to 2015 he served as mayor of Ciudad Juárez. [2]
Serrano was born in Altar,Sonora,but grew up in Ciudad Juárez. [3]
Ciudad Juárez,commonly referred to as just Juárez,is the most populous city in the Mexican state of Chihuahua. It was known until 1888 as El Paso del Norte. It is the seat of the Juárez Municipality with an estimated population of 2.5 million people. Juárez lies on the Rio Grande river,south of El Paso,Texas,United States. Together with the surrounding areas,the cities form El Paso–Juárez,the second largest binational metropolitan area on the Mexico–U.S. border,with a combined population of over 3.4 million people.
Amado Carrillo Fuentes was a Mexican drug lord. He seized control of the Juárez Cartel after assassinating his boss Rafael Aguilar Guajardo. Amado Carrillo became known as "El Señor de Los Cielos",because of the large fleet of jets he used to transport drugs. He was also known for laundering money via Colombia,to finance this fleet.
The Juárez Cartel,also known as the Vicente Carrillo Fuentes Organization,is a Mexican drug cartel based in Ciudad Juárez,Chihuahua,across the Mexico—U.S. border from El Paso,Texas. The cartel is one of several drug trafficking organizations that have been known to decapitate their rivals,mutilate their corpses and dump them in public places to instill fear not only in the general public but also in local law enforcement and their rivals,the Sinaloa Cartel. Its current known leader is Juan Pablo Ledezma. The Juárez Cartel has an armed wing known as La Línea,a Juárez street gang that usually performs the executions and is now the cartel’s most powerful and leading faction. It also uses the Barrio Azteca gang to attack its enemies.

Coordinated Operation Chihuahua or formerly known as Joint Operation Chihuahua is a Military and Federal Police operation started in 2008 by the Mexican Army and Policía Federal Preventiva. The objective is to "besiege" Ciudad Juárez to concentrate forces and saturate the area to confront the three cartels already operating in the city. Ciudad Juárez is known to be one of the most dangerous cities in the Americas. In the year 2007 more than 100 police officers were killed in Juárez in attacks blamed on organized crime. As a result of drug cartel violence,President Felipe Calderón has previously launched other Joint Operations in other states.

La Línea is currently the leading faction of the Juárez Cartel originally designed to be one of the cartel's enforcer units set up by a number of former and active-duty policemen,heavily armed and extensively trained in urban warfare. Their corrupt "line" of policemen were set up to protect drug traffickers,but after forming an alliance with Barrio Azteca to fight off the forces of the Sinaloa Cartel in 2008,they established a foothold in Ciudad Juárez as the enforcement wing of the Juárez cartel. La Línea has also been involved in extortions and kidnappings. As of 2021,La Línea has formed an alliance with the Jalisco New Generation Cartel in Ciudad Juárez to fight off influence and incursions from the Sinaloa Cartel.
Gente Nueva,also known as Los Chapos,in reference to their drug lord Joaquín Guzmán Loera,is a large group of well-trained and experienced gunmen that function as one of the elite armed wings of the Sinaloa Cartel,created to counter,battle and destroy the Juárez Cartel's influence in the Mexican north-west,as well as to battle and destroy La Línea which is currently the Juárez Cartel's largest remaining cell.
The Third Battle of Ciudad Juarez,or simply the Battle of Juarez,was the final major battle involving the rebels of Francisco "Pancho" Villa. It began on June 15,1919,when Villa attempted to capture the border city of Ciudad Juarez from the Mexican Army. During the engagement the Villistas provoked an intervention by the United States Army protecting the neighboring city of El Paso,Texas. The Americans routed the Villistas in what became the second largest battle of the Mexican Revolution involving the US,and the last battle of the Border War. With the American army closing in,the Villistas had no choice but to retreat. Pancho Villa then attacked Durango but lost again,so he retired to his home at Parral,Chihuahua in 1920,with a full pardon from the Carrancista government.
Luis Y. Aragón is a Mexican painter and sculptor,best known for his sculpted mural work,as well as the design of the Gawi Tonara award which is given by the state of Chihuahua. His mural work can be found in various parts of Mexico,especially his home state of Chihuahua and Mexico City. His work has been exhibited in Mexico and abroad,generally in the Americas and Europe. He is a member of the Salón de la Plástica Mexicana and works in Mexico City.
Javier Corral Jurado is a Mexican politician formerly affiliated with the National Action Party (PAN),who served as Governor of Chihuahua from 2016 to 2021. He has served in politics since the early 1980s,including six terms between the Chamber of Deputies and Senate. Corral also specializes in communications and has a long career as a columnist and founder of various publications;he also was instrumental in the successful constitutional challenge that struck down the Televisa Law.
The Villas de Salvárcar massacre occurred in Villas de Salvárcar,Ciudad Juárez,on January 31,2010,early in the morning. 16 young people died. Alejandro Martínez-Cabrera of the El Paso Times stated that the event "brought attention to the city's social problems" and "caused outrage in Mexico because of the brutality.". People outside Mexico also expressed outrage about the crime. As a result,the federal government started the program "Todos Somos Juárez" to rejuvenate the city,and President of Mexico Felipe Calderón took additional measures against drug cartels. Lorena Figueroa of the El Paso Times stated that due to the "brutality" of the crime,"the massacre gave notoriety" to Villas de Salvárcar.

Same-sex marriage has been legal in Chihuahua since 12 June 2015. By statute,in Mexico,if any five rulings from the courts on a single issue result in the same outcome,legislatures are bound to change the law. In the case of Chihuahua,more than 20 individual amparos were decided with the same outcome,yet the Congress did not act. In anticipation of the Supreme Court of Justice of the Nation ordering the Congress to act,Governor César Duarte Jáquez announced on 11 June that there would be no further prohibition in the state. Marriage licenses became available the following day,12 June 2015. Chihuahua was the third Mexican state to legalize same-sex marriage,after Quintana Roo and Coahuila. The gubernatorial policy was continued by María Eugenia Campos Galván in 2021.
Pedro Padilla Flores,also known as The Rio Bravo Assassin among many other aliases,is a Mexican serial killer who was convicted of killing three women in Ciudad Juárez but is suspected of murdering up to 27 more,some of whom were underage. He was captured and sentenced to prison time for three murders in 1986,but he escaped in 1990 and,after remaining a fugitive from justice,was recaptured in New Mexico and deported back to Ciudad Juárez. On January 24,2014,ICE agents delivered Padilla to agents from the Mexican Ministerial Police. Currently,he is one of the main suspects in the unsolved femicides in Ciudad Juárez. He was a disorganized,sedentary,hedonistic murderer motivated by sexual compulsion and predatory behaviour.
Javier González Mocken was a Mexican lawyer,politician,academic,and member of the National Action Party (PAN). González served as the interim Municipal President of Ciudad Juárez,,from 2015 until 2016. In April 2024,he was appointed the head of the Chihuahua State Human Rights Commission (CEDH) by the Congress of Chihuahua. He was also the director of the Institute of Social Sciences and Administration of the Universidad Autónoma de Ciudad Juárez at the time of his death in 2024.
