Ephraim Mampuru Makgoba (born 1 January 1953) is a South African retired judge of the High Court of South Africa. He was the inaugural Judge President of the Limpopo Division from 2015 to 2022,though he joined the bench in 2008 as a puisne judge of the Gauteng Division. Before he joined the bench,he was an attorney in Nelspruit and Polokwane.
Makgoba was born on 1 January 1953 at Ga-Mathabatha village,southeast of Polokwane in the former Northern Transvaal. [1] He was one of eight siblings. [1] He matriculated at Ngwana-Mohube High School and studied law at the University of the North, [2] completing a BProc in 1977. [1]
After he was admitted as an attorney in February 1980, [2] Makgoba worked at the firm of Henstock and Green while also lecturing in criminal law part-time at his alma mater. [1] He moved to Nelspruit for a stint but returned to Polokwane in 1984 and practised there for the next two decades,first on his own account and then at the firm of Makgoba,Kgomo and Makgeleng Attorneys from 1993. [1] He was also an acting judge in the High Court of South Africa on several occasions between 2000 and 2007. [1]
On 19 November 2007,President Thabo Mbeki announced that Makgoba would join the bench permanently as a judge of the Transvaal Provincial Division (later the North Gauteng Division) of the High Court. [3] He joined the bench on 28 January 2008, [4] alongside Piet Meyer and two other new appointees. [3] Thereafter he served in the Gauteng High Court for seven-and-a-half years,and he was an acting judge in the Competition Appeal Court in 2015. [1]
In March 2015,the Judicial Service Commission announced that Makgoba had been shortlisted for the position of Judge President of the High Court's new Limpopo Division,which would take over the circuit in Limpopo Province (formerly served by the Gauteng Division). [5] He was interviewed in Cape Town the following month alongside six other candidates, [6] and the Mail &Guardian said that he "sailed through" the interview. [7] The Judicial Service Commission recommended him for appointment, [8] and President Jacob Zuma confirmed his appointment in June. [9]
His appointment took effect on 1 August 2015, [10] [11] though it was not until January 2016 that the Limpopo Division was formally launched,with a seat at Polokwane. [12] During his tenure in the judge presidency,he was the subject of several minor scandals, [13] [14] including multiple complaints against him at the Judicial Service Commission. [15] [16]
He retired in late 2022,with a farewell function in December attended by Limpopo Premier Stan Mathabatha. [17]
Makgoba is married to Dorah Ramadimetja,with whom he has three children. [11] He is Christian. [2]
The Superior Courts Act,2013 is an act of the Parliament of South Africa that restructured the court system. It reorganised the various High Courts into a single High Court of South Africa,with a division situated in each province,including two new divisions to serve Limpopo and Mpumalanga. It rationalised and consolidated the laws governing the superior courts,and altered the administration and financial management of the courts. The act was signed into law on 12 August 2013,and came into force on 23 August. It is associated with the Constitution Seventeenth Amendment Act of 2012,which makes corresponding necessary changes to the Constitution.
Chupu Stanley Mathabatha is a South African politician who is currently the Premier of Limpopo. He was elected to the position in July 2013 after the resignation of Cassel Mathale. He was previously a public servant in Limpopo province and from 2012 to 2013 completed a brief stint as a diplomat,serving as South African Ambassador to Ukraine under President Jacob Zuma.
Mandisa Muriel Lindelwa Maya is the Deputy Chief Justice of South Africa. She was formerly the President of the Supreme Court of Appeal from 2017 to 2022. She joined the bench in May 2000 as a judge of the Transkei Division of the High Court of South Africa and was elevated to the Supreme Court of Appeal in 2006.
Rammaka Steven Mathopo is a judge of the Constitutional Court of South Africa. Before his elevation to that court in January 2022,he served in the Supreme Court of Appeal between June 2015 and December 2021. Tati Moffat Makgoka is a South African judge of the Supreme Court of Appeal. Formerly an attorney in Pretoria,he served in the Gauteng High Court from August 2009 until June 2018,when he was elevated to the Supreme Court of Appeal. He was an acting judge in the Constitutional Court in 2023.
Boissie Henry Mbha is a retired South African judge who served in the Supreme Court of Appeal from June 2014 to August 2022. He was also the chairperson of the Electoral Court from 2018 to 2022,and he acted in the Constitutional Court for a term in 2016. A former attorney,he was appointed to the bench in October 2004 as a judge of the High Court's Gauteng Division.
Aubrey Phago Ledwaba is South African judge who is currently serving as the Deputy Judge President of the Gauteng Division of the High Court of South Africa. Formerly a practising attorney in Gauteng,he joined the bench as a puisne judge in November 2005 and was elevated to his leadership position in July 2013. He was an acting judge in the Constitutional Court in 2019 and an acting judge in the Supreme Court of Appeal between 2020 and 2021.
Petrus Gcinumuzi Malindi is South African judge of the High Court of South Africa. He was appointed to the Gauteng Division in July 2021 after 25 years as a practising advocate,during which time he was well known for his association with the African National Congress. He was admitted to the Johannesburg Bar in 1995 and took silk in 2010. During apartheid,he rose to prominence as an anti-apartheid activist and defendant in the Delmas Treason Trial,which led to his conviction for terrorism and his imprisonment on Robben Island.
Petrus Arnolus Koen is South African judge who is currently serving in the KwaZulu-Natal Division of the High Court of South Africa. Before joining the bench in November 2006,he was Senior Counsel in Pietermaritzburg. He is best known for presiding in the corruption trial of former President Jacob Zuma from May 2021 until he recused himself in January 2023.
Annali Christelle Basson is a South African judge of the High Court of South Africa. She was appointed to the Gauteng Division in January 2016 after serving in the Labour Court from 2007 to 2016. Before her appointment to the bench,she was a legal academic at the University of South Africa,where she specialised in labour law and mercantile law. She was an acting judge in the Constitutional Court in 2018 and was shortlisted for permanent appointment to that court in 2019.
Segopotje Sheila Mphahlele is a South African judge who is currently serving as the Judge President of the Mpumalanga High Court. Formerly an attorney and insolvency practitioner,she has been a judge of the High Court of South Africa since December 2013.
Cagney John Musi is a South African judge who is currently serving as Judge President of the Free State High Court. He was appointed to the court as a puisne judge in June 2005 and was elevated to the judge presidency in December 2018 after two years' service as Deputy Judge President. Before joining the bench,he was a public prosecutor from 1986 to 1992 and a magistrate from 1992 to 2004.
Legoabe Willie Seriti is a South African retired judge who served in the Supreme Court of Appeal between 2010 and 2019. Before his elevation to that court,he was a judge of the Gauteng High Court from 2003 to 2010. He is best known for his role in the Seriti Commission of Inquiry into the Arms Deal,which he chaired between 2011 and 2015. He was formerly an attorney in his hometown of Pretoria.
Malesela Francis Legodi is a South African retired judge of the High Court of South Africa. He was the first Judge President of the Mpumalanga Division of the High Court from August 2017 to August 2023. He joined the bench in October 2004 as a puisne judge of the Gauteng Division. Before that,he was a practising attorney in Mpumalanga.
Mandela Makaula is a South African judge who is currently serving in the Eastern Cape Division of the High Court of South Africa. He joined the bench in 2010 after two decades in practice as an attorney and magistrate in the Eastern Cape. He was an acting judge in the Supreme Court of Appeal in 2022.

Nobulawo Martha Mbhele is a South African judge who is currently serving as Deputy Judge President of the Free State High Court. She was appointed to the court as a puisne judge in January 2016 and was elevated to the deputy judge presidency in July 2021. Before she joined the bench,she was an attorney in the Free State,both in private practice and for a decade at Legal Aid South Africa.
