Pieter Andries Meyer (born 7 December 1960) is a South African judge of the Supreme Court of Appeal. Before his elevation to that court,he was a judge of the Gauteng High Court from November 2007 to November 2022. He formerly practised law in Johannesburg,where he was admitted as an advocate in 1986 and took silk in 2004.
Meyer was born on 7 December 1960 in Durban in the former Natal Province. [1] He matriculated at Paul Roos Gymnasium in Stellenbosch in 1978 and went on to Stellenbosch University,where he completed a BA in 1981 and an LLB in 1983. [1]
Meyer was admitted as an advocate of the High Court of South Africa in 1986,and he practised at the Johannesburg Bar for the next 21 years. He was awarded silk status in 2004. [1] On six separate occasions between March 2003 and November 2011,he served as an acting judge in the Johannesburg High Court. [1]
Meyer joined the Gauteng High Court permanently on 12 November 2007, [1] when he was appointed to the bench by President Thabo Mbeki. [2] In his 15 years in the High Court,Meyer wrote over 200 judgements,only two of which were overturned on appeal by the Supreme Court of Appeal. [3] Prominent cases decided by him included Old Mutual Limited v Moyo,a dispute between Old Mutual and its erstwhile CEO,Peter Moyo;and DA v President;Economic Freedom Fighters v State Attorneys,in which he ruled in favour of the opposition Democratic Alliance in finding that former President Jacob Zuma was not entitled to taxpayer-funded legal representation in his criminal corruption defense. Meyer also served four lengthy stints as an acting judge in the Supreme Court of Appeal,beginning in April 2013. [1] As an acting justice,he wrote judgements in insurance law,tax law,environmental law,and constitutional law;notably,his 2013 judgement in Harmony Gold v Free State Department of Water Affairs established that mining companies (in this case,Harmony Gold) had an obligation to rehabilitate environmental damage produced by corporate pollution. When politician Narend Singh complimented Meyer on the "innovative and quite bold" Harmony Gold judgement,Meyer said,"One must invariably be innovative to write a judgment that is correct." [3]
On four occasions –in 2014,2016,2018,and 2019 –Meyer applied unsuccessfully for permanent elevation to the Supreme Court bench. [3] During his unsuccessful interviews,members of the Judicial Service Commission raised concerns that his elevation would not promote affirmative action objectives, [4] as well as concerns that he had only made sparse contributions to the development of jurisprudence. [3]
In October 2022,the Judicial Service Commission shortlisted and interviewed Meyer,for the fifth and final time,for a permanent vacancy on the Supreme Court of Appeal. He was at that time the most senior judge in the Gauteng High Court,behind the Judge President and his deputies. [5] During the interview,Deputy Chief Justice Mandisa Maya said that when Meyer had previously interviewed for vacancies,he had "competed at a time when the demographics didn’t favour you";Meyer said that he had understood and had not resented the situation. [5] He was among the five judges whom the Judicial Service Commission recommended for appointment, [6] and his appointment was confirmed by President Cyril Ramaphosa with effect from 1 December 2022. [7]
He is married to lawyer Karin Meyer and has one child. [1]
Narandran "Jody" Kollapen is a South African judge who joined the Constitutional Court of South Africa on 1 January 2022. He was appointed to the apex court by President Cyril Ramaphosa after a decade of service in the High Court of South Africa. He is also a former chairperson of the South African Human Rights Commission.

Zukisa Laura Lumka Tshiqi is a South African judge of the Constitutional Court of South Africa. She formerly served in the Supreme Court of Appeal from December 2009 until October 2019,when President Cyril Ramaphosa elevated her to the Constitutional Court. She was a practising attorney until she was first appointed to the bench in the Gauteng High Court in 2005.
Mandisa Muriel Lindelwa Maya is the Deputy Chief Justice of South Africa. She was formerly the President of the Supreme Court of Appeal from 2017 to 2022. She joined the bench in May 2000 as a judge of the Transkei Division of the High Court of South Africa and was elevated to the Supreme Court of Appeal in 2006.
Rammaka Steven Mathopo is a judge of the Constitutional Court of South Africa. Before his elevation to that court in January 2022,he served in the Supreme Court of Appeal between June 2015 and December 2021. He was formerly a judge of the Gauteng High Court from January 2006 to May 2015,and he practised as an attorney for 17 years before then.
Owen Lloyd Rogers is a South African judge of the Constitutional Court of South Africa. Before his appointment to that court in August 2022,he served in the Western Cape Division of the High Court for nine years,having joined the bench in February 2013. Formerly an advocate and senior counsel at the Cape Bar,he was also a judge of the Competition Appeal Court between 2016 and 2022.
Mahube Betty Molemela is a South African judge who has been the President of the Supreme Court of Appeal since 1 June 2023. Before her appointment to the Supreme Court in June 2018,she was the first woman Judge President of the Free State High Court from 2015 to 2018. A former attorney,she was appointed to the bench in the Free State in July 2008.
Zeenat Carelse is a South African judge of the Supreme Court of Appeal. Before her appointment to the Supreme Court,she was a judge of the Gauteng High Court between 2009 and 2021. She began her career as a public prosecutor and formerly served as a magistrate in Cape Town,Johannesburg,and Tembisa. She has also served lengthy acting stints in the Land Claims Court.
Halima Khanam Saldulker is a South African judge of the Supreme Court of Appeal. She began her judicial career as a judge in the South Gauteng High Court from August 2004 to July 2013,when she was appointed to the Supreme Court. Before that,she practiced as an advocate in Johannesburg between 1988 and 2004.
Fayeeza Kathree-Setiloane is a South African judge of the Supreme Court of Appeal. She joined the appellate court in December 2023 after 13 years in the Gauteng High Court. Before her appointment to the bench in October 2010,she practiced as an advocate of the High Court in Johannesburg;she was involved in constitutional litigation,including through the Legal Resources Centre,and also served a stint in corporate advisory at Werksmans.
Glenn Graham Goosen is a South African judge of the Supreme Court of Appeal. He was formerly a judge of the Eastern Cape High Court from January 2012 until December 2022,when he was appointed to the Supreme Court of Appeal.
Dumisani Hamilton Zondi is a South African judge of the Supreme Court of Appeal. He was appointed as the chairperson of the Electoral Court in December 2022. Before his elevation to the Supreme Court in June 2014,he served in the Western Cape High Court between 2007 and 2014,as well as in the Competition Appeal Court between 2011 and 2014. He entered legal practice as an attorney in 1986.
David Unterhalter is a South African jurist and judge of the Gauteng Division of the High Court of South Africa. He is also professor of law at the University of Cape Town. Before he was appointed to the bench in January 2018,Unterhalter was a prominent advocate,specialising in public law,competition law,and trade law. He was called to the Johannesburg Bar in 1990 and took silk in 2002.
Boissie Henry Mbha is a retired South African judge who served in the Supreme Court of Appeal from June 2014 to August 2022. He was also the chairperson of the Electoral Court from 2018 to 2022,and he acted in the Constitutional Court for a term in 2016. A former attorney,he was appointed to the bench in October 2004 as a judge of the High Court's Gauteng Division.
Aubrey Phago Ledwaba is South African judge who is currently serving as the Deputy Judge President of the Gauteng Division of the High Court of South Africa. Formerly a practising attorney in Gauteng,he joined the bench as a puisne judge in November 2005 and was elevated to his leadership position in July 2013. Robert Wolseley Nugent is a South African retired judge who served in the Supreme Court of Appeal from 2002 to 2013. Formerly an advocate and Senior Counsel in Johannesburg,he was appointed to the bench in 1993 as a judge of the Transvaal Provincial Division. In 2018,he chaired the Nugent Commission into maladministration at the South African Revenue Service.
Francois Retief Malan is a South African retired judge who served in the Supreme Court of Appeal from 2009 to 2014. Before his elevation to the appellate court,he was a judge of the Gauteng High Court from 1997 to 2009,and he also served as a judge of the Competition Appeal Court. Phineas Mathale Deon Mojapelo is a South African retired judge of the High Court of South Africa. He was the Deputy Judge President of the South Gauteng Division from January 2005 to June 2020,and he joined the bench in January 2003 as a puisne judge of the North Gauteng Division. He was also an acting judge in the Constitutional Court of South Africa in 2017.
