Matsaro Violet Semenya (born 17 October 1961) is a South African judge who has been Deputy Judge President of the Limpopo High Court since July 2021. She was appointed that court as a puisne judge in January 2017. Before joining the judiciary,she was a magistrate in Limpopo between 1991 and 2017.
Semenya was born on 17 October 1961 [1] in KwaThema,a township outside Springs in the former Transvaal. [2] She grew up in Mahwelereng,matriculating at Gojela High School in 1979. [2] She studied law at the University of the North,completing a BJuris in 1985. [2] Later,in 2003,she completed an LLB at the University of South Africa. [2]
Shortly after her graduation from the University of the North,Semenya entered legal practice as a state prosecutor in the bantustan government of Lebowa,first at the magistrate's court in Mankweng and then at the magistrate's court in Mahwelereng. [2] In 1991,she was appointed as a magistrate at the district court in Mahwelereng,and in 2003,she was promoted to senior magistrate at the magistrate's court in Seshego. Thereafter she served as regional court magistrate from 2004 until her elevation to the bench in early 2017. [2]
In the magistrate's court,Semenya primarily heard criminal law matters. [2] She was also an acting judge in the High Court of South Africa on several occasions,both in the North Gauteng Division and in the Limpopo Division. [1]
In October 2016,Semenya was shortlisted for permanent appointment to the bench of the Limpopo Division. Although much of her interview was consumed by discussion of a lenient sentence she had handed a convicted rapist in the magistrate's court,the Judicial Service Commission recommended her for appointment,alongside Francis Kganyago, [3] and she took office as a judge on 30 January 2017. [1] She was the second female judge to be appointed to the Limpopo Division, [2] and she was the only sitting female judge in the court after Fikile Mokgohloa was elevated. [4]
In 2019,Semenya heard a traditional leadership dispute between the Thobejane family and the Limpopo Premier,which she dismissed after reversing herself on a point of non-joinder which she had formerly denied. The following year,the Supreme Court of Appeal upheld a decision against her judgement in Thobejane and Others v Premier of the Limpopo Province and Another,and the appellate judgment was highly critical of Semenya's handling of the matter. In February 2021,the Judicial Service Commission announced that Semenya was one of three candidates who had been shortlisted for possible appointment to succeed Mokgohloa as Deputy Judge President of the Limpopo Division. The other candidates were Thifhelimbilu Phanuel Mudau and George Phatudi. [5] Following interviews in April,the Judicial Service Commission recommended Semenya for the post, [6] and President Cyril Ramaphosa confirmed her appointment with effect from 1 July 2021. [7]
Mandisa Muriel Lindelwa Maya is the Deputy Chief Justice of South Africa. She was formerly the President of the Supreme Court of Appeal from 2017 to 2022. She joined the bench in May 2000 as a judge of the Transkei Division of the High Court of South Africa and was elevated to the Supreme Court of Appeal in 2006.
Rammaka Steven Mathopo is a judge of the Constitutional Court of South Africa. Before his elevation to that court in January 2022,he served in the Supreme Court of Appeal between June 2015 and December 2021. He was formerly a judge of the Gauteng High Court from January 2006 to May 2015,and he practised as an attorney for 17 years before then.
Mahube Betty Molemela is a South African judge who has been the President of the Supreme Court of Appeal since 1 June 2023. Before her appointment to the Supreme Court in June 2018,she was the first woman Judge President of the Free State High Court from 2015 to 2018. A former attorney,she was appointed to the bench in the Free State in July 2008.

Fikile Eunice Mokgohloa is a South African judge of the Supreme Court of Appeal. Before her elevation to that court in June 2019,she was a judge of the High Court of South Africa between November 2008 and May 2019. She joined the bench as a judge of the KwaZulu-Natal Division and moved to the Limpopo Division in January 2016,becoming Deputy Judge President in Limpopo in July 2016. Born in Pretoria,she began her career as an attorney in the former Transvaal.
Anna Maleshane Kgoele,also spelled Annah Malefsane Kgoele,is a South African judge of the Supreme Court of Appeal. She joined the appellate court in December 2023 after 14 years in the High Court of South Africa. From 2014 to 2018,she was the president of the South African chapter of the International Association of Women Judges.
Segopotje Sheila Mphahlele is a South African judge who is currently serving as the Judge President of the Mpumalanga High Court. Formerly an attorney and insolvency practitioner,she has been a judge of the High Court of South Africa since December 2013.
Cagney John Musi is a South African judge who is currently serving as Judge President of the Free State High Court. He was appointed to the court as a puisne judge in June 2005 and was elevated to the judge presidency in December 2018 after two years' service as Deputy Judge President. Before joining the bench,he was a public prosecutor from 1986 to 1992 and a magistrate from 1992 to 2004.
Mokgere Busisiwe Shareen Masipa is a South African judge of the High Court of South Africa. She was appointed to the KwaZulu-Natal Division in July 2016 after 14 years as a practising attorney in Durban. She is an expert on labour law.
Mmathebe Violet Phatshoane is a South African judge who is currently serving as Deputy Judge President of the Northern Cape High Court. She joined the court as a puisne judge in May 2011 and was appointed to the deputy judge presidency in July 2021. Before entering the judiciary,she practised as an attorney in Bloemfontein,specialising in commercial law and labour law.
Bantubonke Regent Tokota is a South African judge of the High Court of South Africa. He was appointed to the Eastern Cape Division in October 2017 after 20 years as a practising advocate in Pretoria. He was Senior Counsel from 2006 onwards and also served on the Marikana Commission of Inquiry between 2012 and 2014.
Malesela Francis Legodi is a South African retired judge of the High Court of South Africa. He was the first Judge President of the Mpumalanga Division of the High Court from August 2017 to August 2023. He joined the bench in October 2004 as a puisne judge of the Gauteng Division. Before that,he was a practising attorney in Mpumalanga.

He currently serves in the Limpopo Division of the High Court,but he joined the bench on 1 May 2008 as a judge of the Gauteng Division,following his shortlisting for that position in February 2008. Sitting in the Johannesburg High Court in 2010,Kgomo heard the Brett Kebble murder trial and dismissed the murder charges against Glenn Agliotti.
Moletje George Phatudi is a South African judge who has been Judge President of the Limpopo High Court since 1 December 2023. He joined that court in July 2016 as a puisne judge. Before that,he was an advocate,attorney,and lecturer at the University of the North.
