Esther Mayambala Kisaakye is a Ugandan judge. She is a Justice of the Supreme Court of Uganda. She was appointed to that position in July 2009. [1]

Education

She obtained her High School Diploma from Trinity College Nabbingo, an all-girls middle and high school (grades 8 – 13), located in Nabbingo, in Wakiso District in the Buganda Region of Uganda. [2]

Her first degree is a Bachelor of Laws, Upper Second Division, from Makerere University, in Kampala, Uganda's capital and largest city. [3] She also holds a Diploma in Legal Practice from the Law Development Center, also in Kampala. Esther Kisaakye holds a Master of Laws from Georgetown University Law Center, in Washington, DC, in the USA. Her degree of Doctor of Juridical Science (SJD), was obtained from the American University, also in Washington, with the help of an international fellowship from the American Association of University Women and on a scholarship grant from the Margaret McNamara Memorial Fund. Career

Prior to her appointment to the Supreme court, she served as a lecturer at the Faculty of Law at Makerere University. [5] Besides lecturing at Makerere, she served as vice chairperson of the Association of Uganda Women Lawyers, which operated a legal aid clinic. [6] In 1993, she was selected by the Leadership & Advocacy for Women in Africa Program to do a Master of Arts on Women's Rights at Georgetown University Law Center. The East African Journal on Peace & Human Rights published her thesis, "Changing the Terms of the Debate to Resolve the Polygamy Question in Africa." [7]

She served as board member of the Uganda AIDS Commission and a co-founder of the Strategic Litigation Coalition. In April 2013 she was appointed the chair of the East African Judicial Committee. In September 2013 Esther Kisaakye was elected as the new president of the National Association of Women Judges in Uganda. [7] She was part of the panel of the Supreme Court Judges who handled the NUP Party’ Kyagulanyi Ssentamu Robert Presidential Election Petition No. 01 of 2021 that Alleged Electoral Fraud in the 2021 Presidential elections. [8] however there was controversy when she accused the Chief Justice Owiny Dollo of confiscating her file with a minority ruling. [9]

In September 2023, the Daily Monitor reported that Justice Kisaakye, then aged 63, had written to president Yoweri Museveni, the "appointing authority", requesting early retirement, 7 years before attaining the mandatory retirement age of 70, for a Uganda Supreme Court justice. [10]

In July 2017, she was requested to continue serving, in order to alleviate a shortage of justices on the country's highest court. As of September 2017, she served on the court on an extended contract. Before her appointment on the Supreme Court, she was a member of the Court of Appeal of Uganda.

Laetitia Eulalia Mary Mukasa Kikonyogo, was a Ugandan lawyer and judge. Prior to her retirement from the bench, she was a member of the Court of Appeal of Uganda, which also doubles as Uganda's Constitutional Court. While there, she served at the rank of Deputy Chief Justice of Uganda. Her first name is sometimes spelled as Leticia or as Letitia.

Florence Nakiwala Kiyingi, is a Ugandan businesswoman and politician. She is the current presidential advisor for Youth and Children Affairs in Uganda. She was appointed to this position on 6 June 2021. She is the former Minister of State for Youth and Children Affairs in the Cabinet of Uganda. She was appointed to that position on 6 June 2016 to 6 June 2021 She is also the Federation of Uganda Football Associations third Vice-President, the first woman to hold that position in Uganda. As well serves as the Chairperson Commonwealth Youth Ministers Task force voted to that position in 2017.

Lillian Tibatemwa-Ekirikubinza is a Ugandan lawyer, academic and judge, who has served as a Justice of the Supreme Court of Uganda, since 2015.

Faith Essy Kalikwani Mwondha is a Ugandan lawyer and judge who has served as a Justice of the Supreme Court of Uganda, since 8 September 2015.

Rubby Opio Aweri, also Rubby Aweri Opio was a Ugandan lawyer and judge, who served as a justice of the Supreme Court of Uganda, from September 2015. In August 2017, the Judiciary named him as the new Chief Inspector of Courts on a three-year term.

Richard Buteera, also Richard Butera, is a Ugandan lawyer and judge who has served as a member of the Supreme Court of Uganda since September 2017. Immediately prior to his appointment to the Supreme Court, he served as a Justice of the Uganda Court of Appeal.

Olive Kazaarwe Mukwaya, is a Ugandan lawyer and judge who, serves as the Commission Secretary of the presidential Commission of Inquiry into Land Matters in Uganda, established by president Yoweri Museveni in December 2016. Immediately prior to her appointment to this commission, she served as a Registrar, in the Planning and Development Division of the Judiciary of Uganda. There she oversaw the implementation of a multi-million dollar "Good Governance Project", funded by a donation from DANIDA, to the Government of Uganda.
