Executive Order 13766 is the second executive order signed by U.S. President Donald Trump. Signed on January 24, 2017, this order establishes a new system by which to fast-track the construction of infrastructure projects. [1]
The executive order came as a precursor to an expected larger infrastructure spending proposal, which has been polled as one of Trump's most important campaign promises. [2] The signing of this executive order came on the same day that Trump signed Presidential memoranda intended to permit the construction of the Keystone XL, the Dakota Access Pipeline, and stipulated that all new pipelines in the United States must be constructed using materials and equipment produced in the United States. It was revoked by President Biden on January 20, 2021. [5]

In his speech to a joint session of Congress on February 28, 2017, Trump called for one trillion dollars of new infrastructure spending. [6] This executive order is expected to streamline the construction of projects that come out of that spending package, should it pass the Congress.

The National Environmental Policy Act (NEPA) is a United States environmental law designed to promote the enhancement of the environment. It created new laws requiring U.S. federal government agencies to evaluate the environmental impacts of their actions and decisions, and it established the President's Council on Environmental Quality (CEQ). The Calnev Pipeline is a 550-mile (890 km) long buried refined oil products pipeline in the United States, owned by Kinder Morgan Energy Partners. The pipeline consists of two parallel lines, the larger, has a diameter of 14 inches (360 mm) and the smaller one has a diameter of 8 inches (200 mm). The lines carry gasoline, jet fuel, and diesel fuel from Los Angeles, California, refineries as far as Nellis Air Force Base south of North Las Vegas, Nevada. It carries approximately 128,000 barrels per day (20,400 m3/d). Jet fuel from the pipeline is also delivered to the Harry Reid International Airport tank farm in Paradise. Additional terminal facilities are located in Barstow, California.

They have been issued by different presidents under various names.
The United States federal government shut down at midnight EST on Saturday, January 20, 2018, until the evening of Monday, January 22. It began after a failure to pass legislation to fund government operations and agencies. This stemmed from disputes over the extension of status of persons affected by the Deferred Action for Childhood Arrivals (DACA) immigration policy, and therefore whether those covered under the program should face deportation. The Dakota Access Pipeline (DAPL) or Bakken pipeline is a 1,172-mile-long (1,886 km) underground pipeline in the United States that has the ability to transport up to 750,000 barrels of light sweet crude oil per day. It begins in the shale oil fields of the Bakken Formation in northwest North Dakota and continues through South Dakota and Iowa to an oil terminal near Patoka, Illinois. Together with the Energy Transfer Crude Oil Pipeline from Patoka to Nederland, Texas, it forms the Bakken system. The pipeline transports 40 percent of the oil produced in the Bakken region.
