In England, local authorities are required to adopt one of three types of executive arrangements, having an "elected mayor and cabinet", a "leader and cabinet", or a "committee system". [1] The type of arrangement used determines how decisions will be made within the council. In councils which use the elected mayor system, the mayor is directly elected by the electorate to provide political leadership for the council and has power to make executive decisions. In councils which use the leader and cabinet model (the most commonly used model), the elected councillors choose one of their number to be the Leader of the Council, and that person provides political leadership and can make executive decisions. Where the committee system is used, executive power is exercised through various committees rather than being focussed on one person. Many councils which use the committee system still nominate one of the councillors to hold the title 'Leader of the Council', albeit without the same powers as a leader under the leader and cabinet model. From the establishment of elected local authorities in England in the nineteenth century until the Local Government Act 2000, councils used a system of committees for decision making. There was no legislative requirement for any councillor to be declared the leader, with the principle being that all the elected councillors were equal in status. In practice, political groups had their own leaders, and when a council was under the control of a particular party, local media would commonly refer to the leader of the controlling party as being the 'Leader of the Council'. It was also generally recognised that the most powerful political position on a council was the person who chaired the main policy-making committee, which in most councils was called the policy and resources committee. Usually, the leader of the largest party would chair that committee. Some councils explicitly acknowledged the existence of a leader of the council, others did not. The role of Leader of the Council in that regard was similar to that of the British prime minister; the post had not been explicitly created, but gradually emerged. [3] [4] [5]
The Local Government Act 2000 sought to strengthen public engagement with local democracy, and streamline the system of committees, introducing the models of directly elected mayors and cabinets, leaders and cabinets, as well as a third option for an elected mayor and council manager, which was only adopted by one authority and was later withdrawn. Additionally, lower tier authorities with a population under 85,000 were allowed to continue to use a committee system. [6]
The leader and cabinet model was introduced under the Local Government Act 2000. It consists of the leader and the cabinet itself, which is usually formed by the majority party in the local authority, where there is one, or by a coalition which comes together to elect a leader. [7] The council elects the leader, and the leader appoints the other members of the cabinet. Each cabinet member holds a separate portfolio, such as housing, finance, economic development, or education. Decisions may be delegated to the individual members, or taken by the cabinet as a whole. These decisions are scrutinised by one or more "overview and scrutiny" committees, which may be dedicated to one or more service areas.
The leader and cabinet are responsible for policies, plans, and strategies, [8] which must be within the budget adopted by the full council. These will be reported to the overall "full" council, which is convened to bring together all elected members of the authority at regular meetings. One or more overview and scrutiny committees holds the cabinet to account for its decisions and is responsible that the democratic checks and balances are maintained.
The principal executive decisions taken by the council as a whole are to appoint the leader, to approve the leader's budget, to adopt development plan documents, and to agree on the council's constitution. Beyond that, it may raise issues, urge the leader, cabinet, or cabinet members to take actions, or pass a vote of no confidence in the leader.
In addition, the compliance of councillors with their code of conduct may be overseen by a standards committee, although since the coming into effect of the Localism Act 2011 this can be dispensed with and its functions can be delegated to a monitoring officer. [9]
The elected mayor and cabinet model was introduced by the Local Government Act 2000. Councils currently operating the mayoral model include:
The elected mayor and council manager option was also introduced by the Local Government Act 2000, but withdrawn by the Local Government and Public Involvement in Health Act 2007. [10] The only local authority to adopt the model was Stoke-on-Trent City Council, reverting to leader and cabinet in 2008.
Section 31 of the Local Government Act 2000 allowed district councils in two tier areas, with populations under 85,000, to propose alternative executive arrangements. This was superseded by the changes made by the Localism Act 2011 and the renewed availability of the committee system to all local authorities. [11]
Under the Localism Act 2011, principal authorities (such as unitary authorities, county councils, and district councils) were allowed to return to decision-making by committees, the method of local government administration for all councils prior to 2000. Under this model power is exercised, alongside full council, by a number of committees, made up of councillors in proportion to their parties' representation on the council. Such councils may choose to nominate a councillor as Leader of the Council for the purposes of representing the political leadership of the council, particularly in relations with external bodies. If no leader is nominated, as was the case prior to 2000, the chair of the council's main policy committee may be informally deemed to be the council's de facto leader. [12]
Some councils operate governance arrangements which have the characteristics of more than one formal governance option. For example, an authority operating under conventional executive arrangements but whose overview and scrutiny committees operate in a manner similar to those under the committee system (developing policy, taking an active part in the decision-making process, etc.). [13]
Provisions exist in legislation for councils to move from one governance model to another. [14]
Local government in Wales is primarily undertaken by the twenty-two principal councils. The councils are unitary authorities, meaning they are responsible for providing local government services within their principal area, including education, social work, environmental protection, and most highway maintenance. The principal areas are divided into communities, most of which have an elected community council. The services provided by community councils vary, but they will typically maintain public spaces and facilities. Local councils in Wales are elected; the most recent local elections in Wales took place in 2022, and the next are due to take place in 2027.
A parish council is a civil local authority found in England, which is the lowest tier of local government. Parish councils are elected corporate bodies, with variable tax raising powers, and they carry out beneficial public activities in geographical areas known as civil parishes. There are about 10,480 parish and town councils in England. Parish councils may be known by different styles, they may resolve to call themselves a town council, village council, community council, neighbourhood council, or if the parish has city status, it may call itself a city council. However their powers and duties are the same whatever name they carry.
Local government in England broadly consists of three layers: civil parishes, local authorities, and regional authorities. Every part of England is governed by at least one local authority, but parish councils and regional authorities do not exist everywhere. In addition, there are 31 police and crime commissioners, four police, fire and crime commissioners, and ten national park authorities with local government responsibilities. Local government is not standardised across the country, with the last comprehensive reform taking place in 1974.
London Councils is the collective of local government in Greater London, England. It is a cross-party organisation that represents London's 32 borough councils and the City of London. It was formed in 1995 as a merger of the London Boroughs Association and the Association of London Authorities. In April 2000 it gained further functions as strategic local government in London was reorganised. London Councils is a think tank and lobbying organisation, and also provides some services directly through legislation that allows multiple local authorities to pool responsibility and funding, such as Freedom Pass. London Councils is based at 59½ Southwark Street. It is due to move to 12 Arthur Street in the City of London in 2024.
Stockport Metropolitan Borough Council, also known as Stockport Council, is the local authority of the Metropolitan Borough of Stockport in Greater Manchester, England. It is a metropolitan borough council and provides the majority of local government services in the borough. The council has been a member of the Greater Manchester Combined Authority since 2011.
Sheffield City Council is the local authority for the City of Sheffield, a metropolitan borough with city status in South Yorkshire, England. The council consists of 84 councillors, elected to represent 28 wards, each with three councillors. It is currently under no overall control, with Labour, the Liberal Democrats and the Green Party each holding chair positions in a proportionate number of committees.
Leeds City Council is the local authority of the City of Leeds in West Yorkshire, England. Leeds has had a council since 1626, which has been reformed on numerous occasions. Since 1974 it has been a metropolitan borough council. It provides the majority local government services in the city. It is the second most populous local government district in the United Kingdom with approximately 800,000 inhabitants living within its area; only Birmingham City Council has more. Since 1 April 2014, it has been a constituent council of the West Yorkshire Combined Authority.
In England, directly elected mayors are directly elected executive political leaders of some local government bodies, usually either local authorities (councils) or combined authorities. Mayors of the latter may be informally referred to as “metro mayors”.

Overview and Scrutiny is a function of local authorities in England and Wales. It was introduced by the Local Government Act 2000 which created separate Executive and Overview and Scrutiny functions within councils.
The Aboriginal Shire of Palm Island is a special local government area of Queensland, Australia, managed by the Palm Island Aboriginal Shire Council under a Deed of Grant in Trust granted to the community on 27 October 1986. The local council was previously the Palm Island Community Council, which had far fewer powers. The shire is located on the Palm Island group, off the north Queensland coast near the city of Townsville.
Midlothian Council is the local authority for Midlothian, one of the 32 council areas of Scotland, covering an area immediately south of the city of Edinburgh. The council is based in Dalkeith. Since the last boundary changes in 2017, eighteen councillors have been elected from six wards.
Telford and Wrekin Council is the local authority of Telford and Wrekin in the ceremonial county of Shropshire, England. It was founded in 1974 as The Wrekin District Council, and was a lower-tier district council until 1998. The district was renamed Telford and Wrekin in 1998 when the council became a unitary authority, being a district council which also performs the functions of a county council. It is independent from Shropshire Council, the unitary authority which administers the rest of the county.
The Greater Manchester Combined Authority (GMCA) is a combined authority for Greater Manchester, England. It was established on 1 April 2011 and consists of 11 members: 10 indirectly elected members, each a directly elected councillor from one of the ten metropolitan boroughs that comprise Greater Manchester, together with the directly elected Mayor of Greater Manchester. The authority derives most of its powers from the Local Government Act 2000 and Local Democracy, Economic Development and Construction Act 2009, and replaced a range of single-purpose joint boards and quangos to provide a formal administrative authority for Greater Manchester for the first time since the abolition of Greater Manchester County Council in 1986.
The Mayor of Bristol was the political leader of Bristol City Council. The mayor was a directly elected politician who, along with the 70 members of Bristol City Council, was responsible for the strategic government of the city of Bristol, England. The role was created after a local referendum held on 3 May 2012, which followed the passage of the Localism Act 2011. 41,032 voted for an elected mayor and 35,880 voted against, with a turnout of 24%. An election for the new post was held on 15 November 2012.
Croydon London Borough Council, which styles itself Croydon Council, is the local authority for the London Borough of Croydon in Greater London, England. It is a London borough council, one of 32 in London. Croydon is divided into 28 wards, electing 70 councillors. Since 2022 the council has been led by a directly elected mayor. The council has been under no overall control since 2022, being run by a Conservative minority administration. The council meets at Croydon Town Hall and has its main offices in the adjoining Bernard Weatherill House.
The Liverpool City Region Combined Authority (LCRCA), officially the Halton, Knowsley, Liverpool, St Helens, Sefton and Wirral Combined Authority, is the combined authority of the Liverpool City Region in England. Its area includes the City of Liverpool local authority area, the Metropolitan Boroughs of Knowsley, St Helens, Sefton, and Wirral, and the Borough of Halton. It was established on 1 April 2014 by statutory instrument under the provisions of the Local Democracy, Economic Development and Construction Act 2009. Composition of the combined authority is made up of the leaders of the six principal membership authorities, plus several non-voting members with various vested interests in the activities of the combined authority.
The Cities and Local Government Devolution Act 2016 is an Act of the Parliament of the United Kingdom that allows for the introduction of directly elected mayors to combined authorities in England and Wales and the devolution of housing, transport, planning and policing powers to them. The bill was introduced to the House of Lords by Baroness Williams of Trafford, the Parliamentary Under Secretary of State for Communities and Local Government, on 28 May 2015.
The Douglas City Council is the local elected authority for Douglas, the capital city of the Isle of Man and one of the 17 parishes that run local services in the Island. It is the largest local authority, with 12 elected councillors representing the city.
Brisbane City Council is the local government of the City of Brisbane, the capital city of the Australian state of Queensland. The largest local government in Australia by population and area, BCC's jurisdiction includes 26 wards and 27 elected councillors covering 1,338 km2 (517 sq mi). Council consists of the 26 councillors and the Lord Mayor of Brisbane. By resolution, Council may make local laws. The Lord Mayor is responsible for the key executive functions of Council, such as implementing the policies of Council, preparing the budget and directing Council's senior employees. They are supported by the Civic Council, whose members are drawn from Council and each chair one of Council's standing committees. The council's current CEO is Colin Jensen, supported by EO Ainsley Gold.
Prior to the Local Government Act 2000, the Council did not formally elect a Leader of the Council but the chairman of the Policy and Resources Committee usually acted as Leader of the Council.
He was Leader of the Council, in those days called Chairman of the Policy Committee, between 1984 and 1986.
Cllr Clark was the chairman of Ryedale Council's Policy and Resources Committee, which made him the de facto leader of the authority after councillors chose not to elect a councillor to the official role of leader.
