Brigadier General Ferdinand Marcelino is an active Marine officer of the Philippine Navy, a graduate of the Philippine Military Academy, class of 1994. Born in Hagonoy, Bulacan, he is the eleventh of 13 children of a fisherman and a housewife. He is currently serving as Provost Marshal General of the Armed Forces of the Philippines with the rank of Brigadier General.

Early life

Marcelino initially planned to enroll at Pamantasan ng Lungsod ng Maynila but was unable to afford it at the time. Determined to finish his studies, he worked at a construction site at the University of the East in Recto, Manila where he saw a poster of DAWN, the college’s publication. He applied to become one of its staff writers, which helped him pay his tuition. He also became a police beat reporter for the then internationally circulated tabloid, Headline Manila.

Military career

After graduating from the Philippine Military Academy in March 1994, Marcelino joined the Philippine Marine Corps and was deployed in Mindanao, where he spent most of his tour of duty. He rose to become a Marine Company Commander, Battalion Staff Officer, Marine Corps Spokesperson, Flag Secretary to the Marine Corps Commandant, and assumed other positions in the military hierarchy.

PDEA Involvement

BGEN Marcelino began his career in the Philippine Drug Enforcement Agency (PDEA) when he was directed to resolve the case of theft of 21-million pesos worth of shabu from PDEA’s Laboratory Service evidence room in August 2006. Going undercover, then-Captain Marcelino led the operation at a shopping mall in Fairview, Quezon City which led to the arrest of the perpetrators of the theft and who were all PDEA officials and personnel. [1] He participated in a number of other operations conducted by the agency.

Arrest and Further Developments

Early in 2016, and while serving as superintendent of the Philippine Navy Officers Candidate School, Marcelino and a Chinese companion were arrested after they were allegedly caught in a clandestine drug laboratory and accused of manufacturing illegal drugs. [2] [3] Marcelino surrendered to authorities in January 2017 and was acquitted in May of that same year. He resumed his service following his release from custody.

The prevalence of illegal drug use in the Philippines is lower than the global average, according to the United Nations Office on Drugs and Crime (UNODC). President Rodrigo Duterte has claimed that the country could become a "narco-state". Two of the most used and valuable illegal drugs in the country are methamphetamine hydrochloride and marijuana. In 2012, the United Nations said the Philippines had the highest rate of methamphetamine use in East Asia, and according to a U.S. State Department report, 2.1 percent of Filipinos aged 16 to 64 use the drug based on 2008 figures by the Philippines Dangerous Drugs Board. As of 2016, the United Nations Office of Drugs and Crime report that 1.1 percent of Filipinos aged 10 to 69 use the drug. In Metro Manila, most barangays are affected by illegal drugs.

The New Bilibid Prison drug trafficking scandal is a criminal investigation and political scandal concerning allegations of government involvement in illegal drug trade at the New Bilibid Prison in Muntinlupa, Metro Manila, Philippines. The allegations were made by President Rodrigo Duterte after announcing that the two top convicted drug lords in the country continued to run their drug rings from inside the national penitentiary with former administration officials and their local government cohorts as co-conspirators. On August 25, 2016, Duterte released a drug matrix showing the structure of drug trafficking operations at the New Bilibid Prison and identified the two former top officials of the Department of Justice, the former provincial governor and board member of Pangasinan, and the former Bureau of Corrections director as being involved in the Bilibid narcotics trade.

<span class="mw-page-title-main">Cannabis in the Philippines</span>

The cultivation and use of cannabis is illegal in the Philippines under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. As the Philippines is a signatory to the 1961 United Nations Single Convention on Narcotic Drugs, Cannabis is classified as a Schedule I drug, which limits its use to medical and scientific purposes. Marijuana is the second most used drug in the Philippines, after shabu (methamphetamine), and most cultivation in the country is for local consumption. Cannabis is cultivated mostly in the remote, mountainous regions of Luzon and Mindanao.

Since September 2018, allegations of an ouster plot against Rodrigo Duterte, the President of the Philippines, have been publicized by the military, who mainly implicated opposition figures and critics of the Duterte administration of involving in the plot. Several opposition groups who have been tagged heavily criticized their inclusion and subsequently denied the involvement in the plots.

On February 24, 2021, a botched buy-bust operation resulted in a shootout between units of the Philippine National Police (PNP) and the Philippine Drug Enforcement Agency (PDEA) on Commonwealth Avenue in Quezon City. The incident resulted in the deaths of two police officers, a PDEA agent and an informant. Both agencies claimed that they had been conducting a legitimate anti-drug operation.

The drug policy of the Philippines is guided by the Comprehensive Dangerous Drugs Act of 2002 and is implemented by the Dangerous Drugs Board with its implementing arm, the Philippine Drug Enforcement Agency along with other member agencies. Aside from regulating and prohibiting the usage, sale, production of certain drugs, the 2002 law is noted for including policies on drug testing.
