Filipe Teles is a political scientist and associate professor in the Department of Social, Political and Territorial Sciences [1] at the University of Aveiro, Portugal, where he teaches courses in the fields of public policy and political science. He is acting as Prorector for Regional Development and Urban Policies at the University. [2]

He holds a PhD in political science and is a member of the Research Unit on Governance, Competitiveness and Public Policy, [3] where he has developed research work on governance and local government, territorial reform, political leadership and innovation. He participates in several national and international projects and is the author and co-author of several books and articles in international journals.

He is the President of the European Urban Research Association. Member of the Portuguese Association of Political Science, the Political Studies Association (UK), the International Political Science Association, and of the Steering Committee of the Local Government and Politics Standing Group (European Consortium for Political Research).

Politics in Mozambique takes place in a framework of a semi-presidential representative democratic republic, whereby the President of Mozambique is head of state and head of government in a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the Assembly of the Republic.

The Christian Union is a Christian-democratic political party in the Netherlands. Corporatization is the process of transforming and restructuring state assets, government agencies, public organizations, or municipal organizations into corporations. It involves the adoption and application of business management practices and the separation of ownership from management through the creation of a joint-stock or shareholding structure for the organization. The result of corporatization is the creation of state-owned corporations where the government retains a majority ownership of the corporation's stock. Corporatization is undertaken to improve efficiency of an organization, to commercialize its operations, to introduce corporate and business management techniques to public functions, or as a precursor to partial or full privatization.

Public Administration or Public Policy and Administration is the implementation of public policy, administration of government establishment, and management of non-profit establishment. It is also a sub-field of political science taught in public policy schools that studies this implementation and prepares people, especially civil servants in administrative positions, for work in the public sector, voluntary sector, or some other industries in the private sector dealing with government relations, regulatory affairs, legislative assistance, corporate social responsibilities (CSR), environmental, social, governance (ESG), public procurement (PP), public-private partnerships (P3), and business-to-government marketing/sales (B2G), as well as those working at think tanks, non-profit organizations, consulting firms, trade associations, or in other positions that use similar skills found in public administration.

Governance is the process of making and enforcing decisions within an organization or society. It encompasses decision-making, rule-setting, and enforcement mechanisms to guide the functioning of an organization or society. Effective governance is essential for maintaining order, achieving objectives, and addressing the needs of the community or members within the organization. Furthermore, effective governance promotes transparency, fosters trust among stakeholders, and adapts to changing circumstances, ensuring the organization or society remains responsive and resilient in achieving its goals. It is the process of interactions through the laws, social norms, power or language as structured in communication of an organized society over a social system. It is done by the government of a state, by a market, or by a network. It is the process of choosing the right course among the actors involved in a collective problem that leads to the creation, reinforcement, or reproduction of acceptable conduct and social order". In lay terms, it could be described as the processes that exist in and between formal institutions.

Development studies is an interdisciplinary branch of social science. Development studies is offered as a specialized master's degree in a number of reputed universities around the world. It has grown in popularity as a subject of study since the early 1990s, and has been most widely taught and researched in developing countries and countries with a colonial history, such as the UK, where the discipline originated. Students of development studies often choose careers in international organisations such as the United Nations, World Bank, non-governmental organisations (NGOs), media and journalism houses, private sector development consultancy firms, corporate social responsibility (CSR) bodies and research centers.

The University of Aveiro is a public university, in addition to providing polytechnic education, located in the Portuguese city of Aveiro. Founded in 1973, it has a student population of approximately 12,500, distributed among 58 graduate, 40 Masters of Science and 25 PhD programs, distributed by departments and autonomous sections, with specialized faculties. It is a Research & Development university, with research departments developing programmes in fundamental and applied mathematics, physics, chemistry, telecommunications, robotics, bioinformatics, sea sciences, materials, design, business administration and industrial engineering.

New Public Management (NPM) is an approach to running public service organizations that is used in government and public service institutions and agencies, at both sub-national and national levels. The term was first introduced by academics in the UK and Australia to describe approaches that were developed during the 1980s as part of an effort to make the public service more "businesslike" and to improve its efficiency by using private sector management models.

Global governance refers to institutions that coordinate the behavior of transnational actors, facilitate cooperation, resolve disputes, and alleviate collective action problems. Global governance broadly entails making, monitoring, and enforcing rules. Within global governance, a variety of types of actors – not just states – exercise power. Governance is thus broader than government.

Civil service reform is a deliberate action to improve the efficiency, effectiveness, professionalism, representativity and democratic character of a civil service, with a view to promoting better delivery of public goods and services, with increased accountability. Such actions can include data gathering and analysis, organizational restructuring, improving human resource management and training, enhancing pay and benefits while assuring sustainability under overall fiscal constraints, and strengthening measures for performance management, public participation, transparency, and combating corruption.

A municipally owned corporation is a corporation owned by a municipality. They are typically "organisations with independent corporate status, managed by an executive board appointed primarily by local government officials, and with majority public ownership." Some municipally owned corporations rely on revenue from user fees, distinguishing them from agencies and special districts funded through taxation. Municipally owned corporations may also differ from local bureaucracies in funding, transaction costs, financial scrutiny, labour rights, permission to operate outside their jurisdiction, and, under some circumstances, in rights to make profits and risk of bankruptcy.
