Foo Chee Hock PBS SC is a Singaporean jurist and a former Dean of the Singapore Judicial College. [1]

Education

Foo graduated from St Joseph's Institution in 1976, [2] the National University of Singapore in 1984 [3] and a Masters of Laws from Cambridge University in 1989. [4]

Foo joined the Singapore Legal Service in 1984 and served in a variety of legal and judicial posts during that time, including as a Magistrate and District Judge in the then-Subordinate Courts, and as an Assistant Registrar and Deputy Registrar in the Supreme Court of Singapore. In 2009, he was appointed Registrar of the Supreme Court. [5] In his time as Registrar, Foo assisted the Courts with the implementation of the “docket system” of case management and end-to-end e-Litigation systems and also was the “driving force that helped to demystify the judiciary and (make) the courts more accessible to the general public”. [6] Foo has also previously spoken out about burn-out in the legal profession, given the real pressures of legal careers. [7]

Foo was subsequently appointed as a Judicial Commissioner by President Tony Tan in April 2015. [8] He served a three-year term during which time he also oversaw the development of the Singapore Judicial College, serving as its founding Dean. [9] Upon his appointment as a Judicial Commissioner, he was replaced as the Registrar of the Supreme Court by Vincent Hoong. [5]

At the conclusion of his term as Judicial Commissioner in 2019, Foo assumed full-time leadership of the Singapore Judicial College. [10] He was also, during his time as Judicial Commissioner, Editor-in-Chief of Singapore Civil Procedure. [10] He is also a senior mediator at the Singapore Mediation Centre. [11] Foo retired from his position as Dean of the Singapore Judicial College in April 2023. [12]

Awards

Foo received the Long Service Award in 2007. [13] He was also appointed Senior Counsel (Honoris Causa) in 2019 [14] in recognition of his “special knowledge in law and contributions to the development of the law and legal profession”. [15]

Belinda Ang Saw Ean is a Singaporean judge of the Court of Appeal. Ang received her Bachelor of Laws from the University of Wales, Aberystwyth in 1976 and her Master of Laws from the University College London. She was appointed Judicial Commissioner in February 2002, Judge of the Supreme Court in January 2003, Judge of the Appellate Division of the Supreme Court in January 2021, and Justice of the Court of Appeal of the Supreme Court in November 2022. Prior to these appointments, she joined Godwin & Co in 1980 and was made junior partner in 1983. She founded Ang & Partners in 1985, and was appointed Senior Counsel in 1998. She is a member of the senate and executive committee of the Singapore Academy of Law, and is chairperson of the Singapore Mediation Centre.

Tan Cheng Han is a Singaporean lawyer and legal academic. Until 2012, he was the dean of the National University of Singapore Faculty of Law, where he taught contract law and company Law and directed the EW Barker Centre for Law & Business. From 2019 to 2022, he was the dean of the City University of Hong Kong School of Law and the chair professor of commercial law. He was also a consultant at TSMP Law Corporation. In August 2012, he was appointed the inaugural chairman of Singapore's new Media Literacy Council.

Thirugnana Sampanthar Sinnathuray, known professionally as T. S. Sinnathuray and to his friends as Sam Sinnathuray, was a judge of the High Court of Singapore. Educated at University College London and called to the bar at Lincoln's Inn, he practised for a few years in a law firm before beginning a career with the Singapore Legal Service, serving with the Attorney-General's Chambers as Crown Counsel and deputy public prosecutor (1960–1963), and senior state counsel (1966–1967); with the Subordinate Courts as a magistrate (1956–1959), first district judge (1967–1970), and senior district judge (1971–1978); and with the Supreme Court as deputy registrar and sheriff (1959–1960), and registrar (1963–1966). In 1978 he was elevated to the office of Judge of the High Court of Singapore, and served until his retirement in 1997.

Judith Evelyn Jyothi Prakash is a Singaporean judge in the Supreme Court. Her brother is ambassador Simon Tensing de Cruz. Prakash was appointed a permanent Judge of Appeal of the Court of Appeal of Singapore on 1 August 2016, the first woman to hold this post. During her time on the bench, she was also Judge of the Dubai International Financial Centre Courts, where she heard appeal matters.

Ang Cheng Hock, SC, is a former Judge of the Supreme Court of Singapore and the current Deputy Attorney-General of Singapore.

Goh Yihan is a Judge of the Supreme Court of Singapore. He was previously a Judicial Commissioner, and, before that, the Dean of the Singapore Management University School of Law.

Chan Seng Onn is a Singaporean judge who presently serves as a Senior Judge of the High Court of Singapore. Formerly a prosecutor, Chan had previously served as a High Court judge from 2007 to 2022.

Leslie Chew Kwee HoePBM is a Singaporean legal academic and law professor. He is the founding Dean of the School of Law, Singapore University of Social Sciences, Singapore's third law school. Chew is also a Senior Consultant with RHTLaw Asia LLP. Chew is the founding President of the Asia Pacific Institute of Experts.

Yeo Tiong MinSCPBM (杨忠明) is a Singaporean legal academic. He is the Yong Pung How Professor of Law at the Singapore Management University School of Law and served as its dean from 2012 to 2017. In his time as Dean, Yeo was credited for his role in developing the Singapore Management University School of Law "into a leading law school in Singapore and in Asia." Yeo was succeeded as dean in 2017 by Goh Yihan. At the time he stepped down, Yeo was said to have "been instrumental in developing SOL into a leading law school in Singapore and in Asia". Yeo recently published a new book entitled "Commercial Conflict of Laws".

Jeffrey PinslerSCPBM is a Singaporean legal academic and lawyer. He was appointed an Emeritus Professor at the National University of Singapore's Faculty of Law in May 2022, having previously served as the Geoffrey Bartholomew Professor of Law and Senior Professorial Fellow of the Singapore Institute of Legal Education. In his time at NUS, Pinsler has served as Vice Dean, Chair of the Faculty Search Committee and was also a member of the University's Board of Discipline. In August 2022, he concurrently took on an appointment as a consultant at Drew & Napier.

Mohamed Faizal Mohamed Abdul KadirPPASC is a Judicial Commissioner of the Supreme Court of Singapore.

Thio Shen YiSC is a Singaporean lawyer who is a managing partner of the TSMP Law Corporation, alongside his wife Stefanie Yuen-Thio. He served as the president of the Law Society of Singapore in 2015 and 2016.
