Frans Kapofi (born 25 January 1953 at Onaame,Ohangwena region) is a Namibian politician who since 1999 has served in various positions in cabinet. [1]
A member of SWAPO,he is a military officer by training. Kapofi has been a permanent secretary for various ministries of government since 1990. Thereafter he was appointed as cabinet secretary from 1999 to 2015. From 2015 to 2018 he served as Minister of Presidential Affairs. [1] [2] He was appointed Minister of Home Affairs in a cabinet reshuffle on 8 February 2018. [3] Kapofi retained his portfolio after the 2019 Namibian general election;The ministry gained additionally the portfolio of safety and security in 2020. In a cabinet reshuffle in April 2021 he was moved to the Ministry of Defence and Veterans Affairs. [4]
A minister without portfolio is either a government minister with no specific responsibilities or a minister who does not head a particular ministry. The sinecure is particularly common in countries ruled by coalition governments and a cabinet with decision-making authority wherein a minister without portfolio,while they may not head any particular office or ministry,may still receive a ministerial salary and has the right to cast a vote in cabinet decisions.
The Minister for Defence is the principal minister responsible for the organisation,implementation,and formulation of government policy in defence and military matters for the Australian Government. The individual who holds this office directs the government’s approach to such matters through the Australian Defence Organisation and,by extension,the Department of Defence and the Australian Defence Force. The office of the Minister for Defence,like all Cabinet positions,is not referenced in the Constitution of Australia but rather exists through convention and the prerogative of the Governor-General to appoint ministers of state.

The Ministry of Defence and Veteran Affairs (MODVA) is the government department responsible for the administration of military affairs and veterans affairs in Namibia. It was established as Ministry of Defence (MOD) at Namibian independence in 1990. In 2020 the portfolio of veteran affairs was added to defence after the Ministry of Veteran Affairs had been dissolved in 2015. She has also been serving as Namibia's Minister of International Relations and Cooperation since December 2012. From March 2010 to December 2012,she was Minister of Environment and Tourism. Nandi-Ndaitwah is a member of SWAPO,Namibia's ruling party,and a long-time member of the National Assembly. In 2017,Nandi-Ndaitwah was elected vice-president of the Swapo Party at the party's 6th Congress. She is the first woman to serve in that position.

In March 2020,Namibian president Hage Geingob appointed Vilho as the Minister of Defense and Veteran Affairs. Vilho served until his resignation in April 2021 after allegations of holding an undeclared bank account.
The Oli cabinet,2018 was the Government of Nepal from 15 February 2018 to 13 July 2021. It was initially formed as a majority coalition on 15 February 2018,after Khadga Prasad Sharma Oli was elected as the new Prime Minister of Nepal following the 2017 general election.
