Istepanian is widely recognized as the first scientist to coin the phrase m-Health. In 2012, Istepanian coined the new term 4G Health which is defined as "The evolution of m-health towards targeted personalized medical systems with adaptable functionalities and compatibility with the future 4G networks."

Chandrasekaran Mohan is an Indian-born American computer scientist. He was born on 3 August 1955 in Tamil Nadu, India. After growing up there and finishing his undergraduate studies in Chennai, he moved to the United States in 1977 for graduate studies. After having been an Indian citizen from birth, since 2007 he has been an American citizen and an Overseas Citizen of India (OCI). In June 2020, he retired from being an IBM Fellow at the IBM Almaden Research Center after working at IBM Research for 38.5 years. Currently, he is a Distinguished Visiting Professor at China's Tsinghua University. He is also an Honorary Advisor at the Tamil Nadu e-Governance Agency (TNeGA) in Chennai and an Advisor at the Kerala Blockchain Academy in Kerala.
Cherry A. Murray, Ph.D., is a Professor of Physics and the Director of the Biosphere2 Institute at the University of Arizona at Tucson. She is the Benjamin Peirce Professor of Technology and Public Policy emerita at, and former dean of, the Harvard School of Engineering and Applied Sciences (SEAS). In October 2014, she announced via an email to the Harvard community that she would be stepping down from her post at the end of the year, with an interim dean to be named by FAS Dean Michael Smith and a permanent dean following a formal search. She was the 2009 President of the American Physical Society (APS) and Chair of the Division of Engineering and Physical Science of the National Research Council.

Valipe Ramgopal Rao is the director of the Indian Institute of Technology, Delhi. He was a P.K.Kelkar Chair Professor in Department of Electrical Engineering, Indian Institute of Technology Bombay and is now also the director at IIT Delhi. Ramgopal Rao has more than 475 publications in various journals, and 47 patents in the areas of Electron devices and Nanoelectronics. Ramgopal Rao was the first elected chairman for the Indian Section of the American Nano Society. He is also the recipient of multiple prizes including the Swarnajayanti Fellowship Shanti Swarup Bhatnagar Prize, Infosys Prize, Techno-Visionary award from the Indian Semiconductor Association in 2020, the IBM faculty award in 2007 and the IEEE EDS Education award in 2020 besides many others. He is the founder of the Thin Film Laboratory at Indian Institute of Technology, Delhi and the Microscience Laboratory at IIT, Kharagpur and holds several US and Indian patents for his research findings. Author of a number of books on thin film technology, Chopra is a recipient of Shanti Swarup Bhatnagar Prize, the highest Indian award in the science and technology categories. The Government of India awarded him the fourth highest civilian honour of the Padma Shri, in 2008, for his contributions to science and engineering.

They are an expansion of the predatory publishing business model, which involves the creation of academic publications built around an exploitative business model that generally involves charging publication fees to authors without providing the editorial and publishing services associated with legitimate journals.
