Deterrence & Survival in the Nuclear Age, commonly referred to as the Gaither report, is a report submitted in November 1957 [1] to the United States National Security Council and the U.S. president concerning strategy to prepare against the perceived threat of a nuclear attack from the Soviet Union. Preparation

It was prepared by a panel constituted as part of the Science Advisory Committee, at that time part of the Office of Defense Mobilization. The report's common name stems from the panel's first chairman H. Rowan Gaither. He and the group were tasked by President Dwight D. Eisenhower with creating a strategy that would strengthen the US military defensive systems, and better prepare the US for a nuclear attack. The report was largely written by panel members Paul Nitze and George Lincoln. [3]

Content

The report called for an urgent strengthening of US missile technology, along with offensive and defensive military capabilities. [4] It also called for a fifty percent increase in US military spending and a redesign of the US Defense Department. [5] The committee presented the Gaither Report to President Eisenhower on November 7, 1957. The report suggested that Eisenhower's military policy--reliance on cheap nuclear weapons instead of expensive Army divisions--was inadequate. He kept the document secret and generally ignored it, but its conclusions were leaked to the press. [6] [7] [8]

While the president had asked for an evaluation of fallout and blast shelters, the opening page of the report stated that their purpose was to "form a broadbrush opinion of the relative value of various active and passive measures to protect the civilian populations in case of nuclear attack and its aftermath." This look at active protective measures relegated shelters to a secondary position in a report now concentrated on nuclear deterrence. The rationale for this can be found in their belief that the Soviet Union, with its expedient development of military technology, had already exceeded the technical achievements made by the U.S. in intercontinental ballistic missile (ICBM) research. The authors relied upon grossly inaccurate Air Force intelligence that estimated the number of Soviet ICBMs to be in the hundreds or as many as a thousand. In reality this was an enormous overestimate by some orders of magnitude. Newly-developed satellite photography would make this even clearer four years later. Even by 1961, the number of operational Soviet ICBMs was around four. [9]

Unlike its predecessor, the Killian Report, the Gaither Report advocated the continuation of attempts to reach the agreement with Soviets "on the limitation of armaments". [10]

Nuclear warfare, also known as atomic warfare, is a military conflict or prepared political strategy that deploys nuclear weaponry. It is based on the theory of rational deterrence, which holds that the threat of using strong weapons against the enemy prevents the enemy's use of those same weapons. The strategy is a form of Nash equilibrium in which, once armed, neither side has any incentive to initiate a conflict or to disarm.

In nuclear ethics and deterrence theory, no first use (NFU) refers to a type of pledge or policy wherein a nuclear power formally refrains from the use of nuclear weapons or other weapons of mass destruction (WMD) in warfare, except for as a second strike in retaliation to an attack by an enemy power using WMD. Such a pledge would allow for a unique state of affairs in which a given nuclear power can be engaged in a conflict of conventional weaponry while it formally forswears any of the strategic advantages of nuclear weapons, provided the enemy power does not possess or utilize any such weapons of their own. The concept is primarily invoked in reference to nuclear mutually assured destruction but has also been applied to chemical and biological warfare, as is the case of the official WMD policy of India.

The nuclear arms race was an arms race competition for supremacy in nuclear warfare between the United States, the Soviet Union, and their respective allies during the Cold War. During this same period, in addition to the American and Soviet nuclear stockpiles, other countries developed nuclear weapons, though none engaged in warhead production on nearly the same scale as the two superpowers.

The Single Integrated Operational Plan (SIOP) was the United States' general plan for nuclear war from 1961 to 2003. The SIOP gave the President of the United States a range of targeting options, and described launch procedures and target sets against which nuclear weapons would be launched. The plan integrated the capabilities of the nuclear triad of strategic bombers, land-based intercontinental ballistic missiles (ICBM), and sea-based submarine-launched ballistic missiles (SLBM). The SIOP was a highly classified document, and was one of the most secret and sensitive issues in U.S. national security policy.

Team B was a competitive analysis exercise commissioned by the Central Intelligence Agency (CIA) to analyze threats the Soviet Union posed to the security of the United States. It was created, in part, due to a 1974 publication by Albert Wohlstetter, who accused the CIA of chronically underestimating Soviet military capability. Years of National Intelligence Estimates (NIE) that were later demonstrated to be very wrong were another motivating factor.

In the United States, during the Cold War, the missile gap was the perceived superiority of the number and power of the USSR's missiles in comparison with those of the U.S.. The gap in the ballistic missile arsenals did not exist except in exaggerated estimates, made by the Gaither Committee in 1957 and in United States Air Force (USAF) figures. Even the contradictory CIA figures for the USSR's weaponry, which showed a clear advantage for the US, were far above the actual count. Like the bomber gap of only a few years earlier, it was soon demonstrated that the gap was entirely fictional.

Launch on warning (LOW), or fire on warning, is a strategy of nuclear weapon retaliation that gained recognition during the Cold War between the Soviet Union and the United States. With the invention of intercontinental ballistic missiles (ICBMs), launch on warning became an integral part of mutually-assured destruction (MAD) theory. Under the strategy, a retaliatory strike is launched upon warning of enemy nuclear attack while its missiles are still in the air and before detonation occurs. US land-based missiles can reportedly be launched within 5 minutes of a presidential decision to do so and submarine-based missiles within 15 minutes.

The New Look was the name given to the national security policy of the United States during the administration of President Dwight D. Eisenhower. It reflected Eisenhower's concern for balancing the Cold War military commitments of the United States with the nation's financial resources. A nuclear triad is a three-pronged military force structure of land-based intercontinental ballistic missiles (ICBMs), submarine-launched ballistic missiles (SLBMs), and strategic bombers with nuclear bombs and missiles. Countries build nuclear triads to eliminate an enemy's ability to destroy a nation's nuclear forces in a first-strike attack, which preserves their own ability to launch a second strike and therefore increases their nuclear deterrence.

The President's Science Advisory Committee (PSAC) was created on November 21, 1957, by President of the United States Dwight D. Eisenhower, as a direct response to the Soviet launching of the Sputnik 1 and Sputnik 2 satellites. PSAC was an upgrade and move to the White House of the Science Advisory Committee (SAC) established in 1951 by President Harry S. Truman, as part of the Office of Defense Mobilization (ODM). Its purpose was to advise the president on scientific matters in general, and those related to defense issues in particular. Eisenhower appointed James R. Killian as PSAC's first director.

<span class="mw-page-title-main">Strategic nuclear weapon</span> Nuclear weapons used on strategic targets outside of battlefields

A strategic nuclear weapon (SNW) refers to a nuclear weapon that is designed to be used on targets often in settled territory far from the battlefield as part of a strategic plan, such as military bases, military command centers, arms industries, transportation, economic, and energy infrastructure, and heavily populated areas such as cities and towns, which often contain such targets. It is in contrast to a tactical nuclear weapon, which is designed for use in battle as part of an attack with and often near friendly conventional forces, possibly on contested friendly territory.

The "Schlesinger Doctrine" is the name, given by the press, to a major re-alignment of United States nuclear strike policy that was announced in January 1974 by the US Secretary of Defense, James Schlesinger. It outlined a broad selection of counterforce options against a wide variety of potential enemy actions, a major change from earlier SIOP policies of the Kennedy and Johnson eras that focused on Mutually Assured Destruction and typically included only one or two "all-out" plans of action that used the entire U.S. nuclear arsenal in a single strike. A key element of the new plans were a variety of limited strikes solely against enemy military targets while ensuring the survivability of the U.S. second-strike capability, which was intended to leave an opening for a negotiated settlement.

The Report on the Covert Activities of the Central Intelligence Agency is a 69-page formerly classified comprehensive study on the personnel, security, adequacy, and efficacy of the Central Intelligence Agency written by Lieutenant General James H. Doolittle. United States President Dwight Eisenhower requested the report in July 1954 at the height of the Cold War and following coups in Iran and Guatemala. The report compares with other contemporary Cold War documents such as George Kennan's "X" article in Foreign Affairs, which recommended a policy of "containment" rather than direct confrontation with the Soviet Union, and NSC 68, the secret policy document produced in 1950, which recommended a similarly restrained policy of “gradual coercion.” Doolittle wrote with an abandon-all-principles approach that conveyed the national fear that the United States faced the prospect of annihilation at the hands of the Soviet Union: “It is now clear that we are facing an implacable enemy whose avowed objective is world domination by whatever means and at whatever cost,” Doolittle wrote. “There are no rules in such a game… If the United States is to survive, long standing concepts of ‘fair play’ must be reconsidered.” Doolittle’s forceful policy and language reflected the fear that motivated American citizens and policymakers in the wake of Soviet Communism.

The United States foreign policy of the Dwight D. Eisenhower administration, from 1953 to 1961, focused on the Cold War with the Soviet Union and its satellites. The United States built up a stockpile of nuclear weapons and nuclear delivery systems to deter military threats and save money while cutting back on expensive Army combat units. A major uprising broke out in Hungary in 1956; the Eisenhower administration did not become directly involved, but condemned the military invasion by the Soviet Union. Eisenhower sought to reach a nuclear test ban treaty with the Soviet Union, but following the 1960 U-2 incident the Kremlin canceled a scheduled summit in Paris.

The State Department Panel of Consultants on Disarmament, sometimes referred to as the Oppenheimer Panel, was a group created by the United States Department of State that existed from April 1952 to January 1953, during the last year of the Truman administration. It was composed of prominent figures from science, law, education, and the government, and chaired by physicist J. Robert Oppenheimer. Its purpose was to make recommendations regarding U.S. disarmament policy in the context of the Cold War.

Strategic stability is a concept in the international relations indicating a lack of incentives for any party to initiate the nuclear first strike; the term is also used in a broader sense of the state of the international environment helping to avoid a war. Strategic stability characterizes the degree of the deterrence provided by the mutual assured destruction and depends on the survivability of the strategic forces after the first strike.
