The 1984 Winter Olympics, officially known as the XIV Olympic Winter Games and commonly known as Sarajevo '84, were a winter multi-sport event held between 8 and 19 February 1984 in Sarajevo, Yugoslavia. It was the first Winter Olympic Games held in a Slavic language-speaking country, as well as the only Winter Olympics held in a communist country before the 2022 Winter Olympics in Beijing, China. It was the second consecutive Olympic Games held in a communist country, after the 1980 Summer Olympics in Moscow, Russian SFSR, Soviet Union.

Slovenia first participated as an independent nation at the Olympic Games at the 1992 Winter Olympics in Albertville, France, and the country has sent athletes to compete at every Games since then. Albania first participated at the Summer Olympic Games in 1972. After that, Albania missed the next four games, three of them for political reasons due to the 1980 Summer Olympics boycott, 1984 Summer Olympics boycott and 1988 boycotts, but returned for the Barcelona 1992 Summer Olympics. They have appeared in all games since then. They made their Winter Olympic Games debut in 2006. Albania normally competes in events that include swimming, athletics, weightlifting, shooting, and wrestling. They have been represented by the Albanian National Olympic Committee since 1972.
Saint Kitts and Nevis first participated at the Olympic Games in 1996, and have competed in every Summer Olympic Games since then. The country has never won an Olympic medal and has not competed at the Winter Olympic Games.

Petr Gavrilovich Kravtzov was an officer of the Russian Imperial Army and major general of the Don Army. During the First World War he was a commander of the Sixteenth Special Don Cossack Regiment, and after his promotion to major general from April 1917 to January 1918 Commander of the 3rd Don Cossack Division.

The Refugee Olympic Team competed at the 2016 Summer Olympics in Rio de Janeiro, Brazil, from 5 to 21 August 2016, as independent Olympic participants.
