The General Education Board was a private organization which was used primarily to support higher education and medical schools in the United States, and to help rural white and black schools in the South, as well as modernize farming practices in the South. It helped eradicate hookworm and created the county agent system in American agriculture, linking research as state agricultural experiment stations with actual practices in the field.
The Board was created in 1902 after John D. Rockefeller donated an initial $1 million (equivalent to $35,215,400in 2023) to its cause. The Rockefeller family would eventually give over $180 million to fund the General Education Board. Prominent member Frederick Taylor Gates envisioned "The Country School of To-Morrow," wherein "young and old will be taught in practicable ways how to make rural life beautiful, intelligent, fruitful, re-creative, healthful, and joyous." [1] By 1934 the Board was making grants of $5.5 million a year. It spent nearly all its money by 1950 and closed in 1964.
The formation of the General Education Board began in early 1902. On January 15, 1902, two months after the Southern Education Board was founded, a small group of men gathered at the home of banker Morris Ketchum Jessup to discuss education. This meeting included John D. Rockefeller Jr., Robert Curtis Ogden, George Foster Peabody, Jabez Lamar Monroe Curry, William Henry Baldwin Jr., and Wallace Buttrick. That day, the men discussed raising educational standards, and widening educational opportunities. [2]
On February 27, 1902, a second meeting was held at John D. Rockefeller Jr.'s home. This meeting was attended by the guests of the original meeting but also included Daniel Coit Gilman, Albert Shaw, Walter Hines Page, and Edward Morse Shepard. At the climax of the meeting, it was announced that John D. Rockefeller Sr. would give $1,000,000 for the inauguration of an educational program. Thus, the General Education Board was born. [2]
The General Education Board was incorporated by an Act of Congress that took place on January 12, 1903. Their main object being "the promotion of education within the United States of America, without distinction of race, sex, or creed" [3]
The original members of the General Education Board were: William H. Baldwin Jr., Jabez L.M. Curry, Frederick T. Gates, Daniel C. Gilman, Morris K. Jessup, Robert C. Ogden, Walter Hines Page, George Foster Peabody, and Albert Shaw. [4]
Upon evidence that this work would be effectively carried out, and Wallace Buttrick's 1905 observation that "the fundamental problem of the South is the recovery of the fertility of the soil," the program grew further. [5] on 30 June 1905 he made an additional gift of $10,000,000 and in 1907 a further sum of $32,000,000. [6]
Rockefeller eventually gave it $180 million, which was used primarily to support higher education and medical schools in the United States and to improve farming practices in the South. The work of the General Education Board had a social side as well. “Corn” and educative clubs to study house management, poultry, preservation of fruit and other subjects directly related with agricultural life were encouraged in various ways, more especially in connection with the girl's clubs. Other clubs of a purely social nature were organized for the promotion of more social life in farming communities. [8]
The investigations which preceded the gifts of the Board were perhaps of as great importance to the development of education in the United States as the gifts themselves. The Board consisted of 17 members and maintained headquarters in New York City. In 1920 the president was Wallace Buttrick, and the secretary, Abraham Flexner. [14]
The General Education Board emphasized the need for real world applicational skills. Two areas which the General Education Board highlighted was Demonstrative Farming as well as Industrial Education. Wallace Buttrick an influential member in the development of the General Education Board highlighted that, "the fundamental problem of the South is the recovery of the fertility of the soil.” [15] For this reason as well, the lack of literacy and overall knowledge on modern farming techniques the General Education Board implemented interactive learning techniques rather than "how-to manuals." [15] Because these demonstrations were so effective at informing white and black farmers at the time, the General Education Board invested in committees which were more willing to build/sponsor programs which provided vocational and nonvocational information. Education in a time of racial discrimination became vehicles for African American empowerment. Because of the discriminatory philosophy of the time, African Americans were granted limited knowledge in the realm of industrial training. In most cases information ranged from basic skills to learning strong working habits, which in most cases was no where close to the information needed to obtain higher learning. However, because of this learning African Americans were able to secure better jobs, teach others industrial learning, and receive higher training to pursue increase educations. [16]
The work done by the General Education Board paved the way for philanthropic foundations which provided financial grants throughout the American south. These funds were distributed in areas to stimulate the growth of educational practices and bring men and women from all over the country to "promote enlightened and sympathetic understanding of the South’s educational problems following the Reconstruction period." [15]
"In our dream, we have limitless resources and the people yield themselves with perfect docility to our molding hand. The present educational conventions fade from their minds; and, unhampered by tradition, we work our own good will upon a grateful and responsive rural folk. We shall not try to make these people or any of their children into philosophers or men of learning, or men of science. We have not to raise up from among them authors, editors, poets or men of letters. We shall not search for embryo great artists, painters, musicians nor lawyers, doctors, preachers, politicians, statesmen, of whom we have an ample supply…The task we set before ourselves is very simple as well as a very beautiful one, to train these people as we find them to a perfectly ideal life just where they are… So we will organize our children into a little community and teach them to do in a perfect way the things their fathers and mothers are doing in an imperfect way, in the homes, in the shops and on the farm." -
The Rockefeller Foundation is an American private foundation and philanthropic medical research and arts funding organization based at 420 Fifth Avenue, New York City. The foundation was created by Standard Oil magnate John D. Rockefeller ("Senior") and son "Junior", and their primary business advisor, Frederick Taylor Gates, on May 14, 1913, when its charter was granted by New York. It is the second-oldest major philanthropic institution in America and ranks as the 30th largest foundation globally by endowment, with assets of over $6.3 billion in 2022. According to the OECD, the foundation provided $284 million for development in 2021. The foundation has given more than $14 billion in current dollars.
George Foster Peabody was an American banker and philanthropist.
Vanderbilt Peabody College of Education and Human Development is the education school of Vanderbilt University, a private research university in Nashville, Tennessee. Founded in 1875, Peabody had a long history as an independent institution before merging with Vanderbilt University in 1979. The school is located on the Peabody Campus of Vanderbilt University in Nashville. The academic and administrative buildings surround the Peabody Esplanade and are southeast of Vanderbilt's main campus.
The Peabody Education Fund was established by George Peabody in 1867, after the American Civil War, for the purpose of promoting "intellectual, moral, and industrial education in the most destitute portion of the Southern States" except schools for newly freed African Americans. The main purpose of the fund was to aid elementary education by strengthening existing schools. Because it was restricted from founding new schools, it largely did not benefit freedmen in the South; only 6.5% of its disbursements went to schools for Black students in its early years. The gift of foundation consisted of securities to the value of $2,100,000, of which $1,100,000 were in Mississippi State bonds, afterward repudiated.
The John F. Slater Fund for the Education of Freedmen was a financial endowment established in 1882 by John Fox Slater for education of African Americans in the Southern United States. It ceased independent operation in 1937, by which time it had disbursed about $4,000,000.
University of Nashville was a private university in Nashville, Tennessee. It was established in 1806 as Cumberland College. It existed as a distinct entity until 1909; operating at various times a medical school, a four-year military college, a literary arts college, and a boys preparatory school. Educational institutions in operation today that can trace their roots to the University of Nashville include Montgomery Bell Academy, an all-male preparatory school; the Vanderbilt University Medical School; Peabody College at Vanderbilt University; and the University School of Nashville, a co-educational preparatory school.
Anna T. Jeanes was an American Quaker philanthropist. She was born in Philadelphia, the city where she gave Spring Garden Institute, a technical school, $5,000,000; $100,000 to the Hicksite Friends; $200,000 to the Quaker schools of Philadelphia; and $200,000 to the Home for Aged Friends, now known as Stapeley in Germantown, a retirement home where she spent the closing years of her life. In 1907 she transferred to the trusteeship of Booker T. Washington and Hollis B. Frissell the sum of $1,000,000 to be known as "the Fund for Rudimentary Schools for Southern Negroes" and to be used exclusively for the benefit of elementary negro schools in the South. The Jeanes Foundation in close cooperation with the General Education Board established by John D. Rockefeller.
Virginia Estelle Randolph was an American educator in Henrico County, Virginia. She was named the United States' first "Jeanes Supervising Industrial Teacher" by her Superintendent of Schools, Jackson Davis, and she led a program funded by the Jeanes Foundation to upgrade vocational training throughout the U.S. South as her career progressed. Her work is widely associated with vocational education. Two schools of the Henrico County Public Schools system were named in her honor and in 2009 Randolph was posthumously honored by the Library of Virginia as one of their "Virginia Women in History" for her career and contributions to education.
The Jeanes Foundation, also known as the Negro Rural School Fund or Jeanes Fund, helped support education and vocational programs for African American in rural communities from 1908 to the 1960s. It was founded by Anna T. Jeanes with help from Booker T. Washington in 1907.
Jackson Davis was a principal, education official, and education reformer from Virginia during the Jim Crow era of segregation. He was involved in supervising education programs for African Americans and promoted well maintained manual labor colleges for them. He did not express any opposition to segregation. He took photographs and documented conditions at some of the schools serving African Americans and Native Americans in the southern United States, especially in rural areas. He was also involved with philanthropic organizations, traveled to Africa twice, and was part of a colonization society.

Wallace Buttrick was an American Baptist minister who served as secretary (1903–1917), president (1917–1923), and chairman (1923–1926) of the General Education Board, and as a trustee of the Rockefeller Foundation (1917–1926). Wallace Buttrick believed that schools, teachers, and institutions were not necessary for education however, for those who were less fortunate this served as the only medium for learning. The academic and administrative building Buttrick Hall at Agnes Scott College is named in Buttrick's honor. He is cited as a friend of the college, the opening of Buttrick Hall was celebrated May 30, 1930.
Hollis Burke Frissell was an American chaplain and college president. He served as the second president of Hampton Institute.
A training school, or county training school, was a type of segregated school for African American students found in the United States and Canada. In the Southern United States they were established to educate African Americans at elementary and secondary levels, especially as teachers; and in the Northern United States they existed as educational reformatory schools. A few training schools still exist, however they exist in a different context.

History of education in Kentucky covers education at all levels from the late 18th century to the early 21st century. The frontier state was slow to build an educational system. In K–12 and higher education, Kentucky consistently has ranked toward the bottom of national rankings in terms of funding, literacy levels, and student performance. Inside the state the Appalachian region always lagged. The Bluegrass area, however, built a strong reputation in higher education.
