The North Sea trawler MS Golfo Azzurro was launched in 1987 as the Maarten Cornelis, [3] and was the first trawler in the Netherlands equipped with the EUR SumWing. [4] From 2016-2017 it was chartered by the Spanish NGO Proactiva Open Arms and was used for search and rescue operations near Libyan waters. [5]
As the TX 33 Maarten Cornelis, in 2009 she was used to test the "SumWing" which caused less seabed disturbance than traditional beam trawl because the wing hovers above the ground when fishing. It also used less fuel than traditional trawling.
In 2010 the ship was leased by the Golfo Azzurro Foundation who partnered with the Sea Shepherd Conservation Society and, using funds from the Brigitte Bardot Foundation, used the ship for covert surveillance operations in the Danish Protectorate of the Faroe Islands. [6] [7]
On August 17 the ship was boarded and searched by the Danish Police and then let go under escort of the Royal Danish Navy. Denmark's Thetis class frigate Triton was assigned to monitor their actions. [8]
In June 2016 the Golfo Azzurro invited the 'Boat Refuge Foundation', a Dutch foundation, to go for a search and rescue to save refugees in the Mediterranean Sea. The vessel was managed by Adrian J. Sonneveld, Captain and shipmanager. The Search and Rescue operation was managed by the Italian Coastguard. Golfo Azzuro operated under the Panama Flag. The Boat Refuge Foundation chartered the vessel for a symbolic price. The board of the Golfo Azzurro Foundation is based in Rotterdam.
In December 2016 the Spanish NGO Proactiva Open Arms chartered the Golfo Azzurro, (the NGO Boat Refuge Foundation stopped search and rescue operations in November 2016) and started search and rescue near Libyan waters. At that time Pro Activa Open Arms was already doing successful search and rescue with the sailing vessel ASTRAL.
During the search and rescue operations in the Mediterranean, between August 2016 and August 2017, the Golfo Azzurro rescued over 8500 women, men and children, and supported other NGOs with about 1500 people in distress. Like other rescue ships it faced intimidation from Libyan coastguards. [9]
During the first months of search and rescue operations René Hazenkamp from the Netherlands (one of the crew members; the cook) made a docu-movie about the Golfo Azzurro and her crew. [10] This movie, GANGWAY TO A FUTURE, had its premiere in January 2018 at the International Film Festival Rotterdam.
A coast guard or coastguard is a maritime security organization of a particular country. The term embraces wide range of responsibilities in different countries, from being a heavily armed military force with customs and security duties to being a volunteer organization tasked with search and rescue without law enforcement authority. In most countries, a typical coast guard's functions are distinct from those of the navy and the transit police, while in certain countries they have similarities to both.
Search and rescue (SAR) is the search for and provision of aid to people who are in distress or imminent danger. The general field of search and rescue includes many specialty sub-fields, typically determined by the type of terrain the search is conducted over. These include mountain rescue; ground search and rescue, including the use of search and rescue dogs ; urban search and rescue in cities; combat search and rescue on the battlefield and air-sea rescue over water.

On 27 March 2009, at least one boat carrying migrants from Libya to Italy capsized. The boat is believed to have been carrying 250 migrants from Egypt, Tunisia, Palestine and Nigeria. A rescue attempt involving the Italian and Libyan navies rescued 21 survivors from the boat and retrieved 21 bodies. A further 77 bodies subsequently washed up on the shores of Libya before rescue efforts were called off. Two other boats also went missing between Libya and Italy, carrying around 250 more people between them. A fourth boat, carrying 350 people, was rescued by an Italian merchant ship on 29 March in the same area of sea.

The Dutch Caribbean Coast Guard (DCCG) is the coast guard of the Kingdom of the Netherlands in the Dutch Caribbean. The unit is a joint effort of all constituent countries within the Kingdom. Prior to the dissolution of the Netherlands Antilles in 2010, it was known as the Netherlands Antilles and Aruba Coast Guard and was a division of the Royal Netherlands Navy.

Operation Sophia, formally European Union Naval Force Mediterranean, was a military operation of the European Union that was established as a consequence of the April 2015 Libya migrant shipwrecks with the aim of neutralising established refugee smuggling routes in the Mediterranean. The operational headquarters was located in Rome. The EU mandate for the operation ended on March 31, 2020. Operation Irini is the successor operation.
Proactiva Open Arms (POA) is a Spanish NGO devoted to search and rescue (SAR) at sea. Set up in October 2015, it carried out its first rescue action that same month from its base on the Greek island of Lesbos. As well as maintaining a permanent base on Lesbos, the NGO carries out its rescue operations from three ships, a sailing yacht Astral, the Golfo Azzurro and Open Arms.
The MV Aquarius, formerly Aquarius Dignitus and Aquarius 2, is a 1977-built dual-flagged search and rescue vessel, which has been used to rescue refugees and migrants stranded in the Mediterranean Sea since 2016. It has been chartered and operated since February 2016 by the NGOs SOS Méditerranée and Médecins Sans Frontières as a rescue vessel for migrants and refugees making the Mediterranean crossing in makeshift craft from Libya to Italy as part of the European migrant crisis.
SOS Méditerranée is a European, maritime-humanitarian organisation for the rescue of life at sea, currently operating in the Mediterranean sea in international waters north of Libya. The organization chartered the Aquarius and more recently the Ocean Viking in order to rescue people fleeing by sea from Libya and who risk drowning. The group was founded in June 2015 by German former captain Klaus Vogel and Frenchwoman Sophie Beau after the Italian navy ended the rescue Operation Mare Nostrum in 2014. Its headquarters are in Marseille (France), Milan (Italy), Frankfurt (Germany), Geneva (Switzerland).
Jugend Rettet is a non-governmental organization (NGO) from Berlin. Its goal is to save drowning persons at the Mediterranean Sea. Operations are conducted with the Iuventa, a ship that sails under Dutch flag. This ship was seized in August 2017 after suspicion of cooperation with migrant smugglers.
Sea-Watch is a German non-governmental organisation that operates in the Mediterranean Sea, notably by commissioning ships to rescue migrants.
Mediterranea Saving Humans APS is a "civil society platform" making connections between existing networks and individuals and a "non governmental project". Though it is similar to the many NGOs operating in the Mediterranean it is not actually an NGO, it brings together heterogeneous organizations and individuals, secular and religious, social and cultural, unions and political, who have decided to take a stand against the deaths and the human rights violations committed daily in the Mediterranean Sea. It was founded in 2018 to keep watch of the situation in the Mediterranean sea and to save lives in difficulty after the majority of other NGOs were not able to act due the legal obstacles created by the Italian authorities. The group coordinates the search and rescue operations of the ships Mare Jonio and Alex which sail under the Italian flag. The project also has the support of the German association Sea-Watch and the Spanish Proactiva Open Arms. It has carried out several search and rescue operations in the Central Mediterranean Sea with the ship Mare Jonio. Recognition of the work of Mediterranea has come from Pope Francis.
RESQSHIP is a German charity based in Hamburg, with further branches in Freiburg, Mainz and Augsburg, founded in 2017.
The yacht Astral is a 30m ketch-rigged sailing yacht which was donated to Mediterranea Saving Humans (MSH) in 2016 by Livio Lo Monaco, head of Grupo Lo Monaco. Astral is a steel-hulled vessel and was designed by Philip Rhodes and built at Kröger Werft Rendsburg in 1970.
Humanitarian Pilots Initiative (HPI) is an NGO with charitable aims, with registered headquarters in Rehetobel, Switzerland. Its stated aim is to provide a focus for 'committed pilots and supporters who use their abilities for humanitarian purposes – regardless of politics, religion, ethnicity or nationality'.
The criminalization of sea rescue in the Mediterranean refers to the increase in policing of individuals and search and rescue (SAR) NGOs aiding migrants in the Mediterranean Sea. It further encompasses the increase in de-legitimisation attempts of SAR NGOs by governments, high-profile politicians and officials.
