Hasier Arraiz Barbadillo (born 13 June 1973) is a Spanish politician from the Basque Country. He was the first president of Sortu, and a member of the Basque Parliament.

Early life

Arraiz was born on 13 June 1973 in Gasteiz. [1] He went on to study romance studies at the University of the Basque Country. [1] [2] Having participated in youth groups against the military in Gasteiz, in 1997 he was sentenced to two years and four months in prison for military draft evasion. He was pardoned a year later. [2]

Political career

Early career

In his youth, Arraiz was a member of Jarrai, [2] [3] a youth organisation of the Abertzale left that has since been banned as a terrorist group. He was a candidate for Euskal Herritarrok in the constituency of Álava in the regional elections of the Basque Country in 1998 and in 2001. In 1998 he was a deputy candidate, [4] and in 2001 was sixth on the party list. [5]

Batasuna and EH Bildu

In January 2007, he was briefly detained after refusing to identify himself to police officers when a group of Jarrai supporters were arrested, but was released without charge shortly afterwards. [6] Later that year, on 4 October 2007, he was detained again by the National Police Corps whilst participating in a meeting of the National Council of Batasuna in the town of Segura. [7] He spent two and a half years in pre-trial custody. [3] [8]

In 2012 he was a candidate in the regional elections for EH Bildu, in the same constituency as previously of Álava, whilst still technically released on bail from the October 2007 incident. [9] He was elected on the EH Bildu ticket, and obtained his first political role. [3] [10]

In 2015 Arraiz, acting as a spokesperson for EH Bildu, presented a bill to the Basque parliament laying the prerequisite legal foundations for a "consultation" on independence for the Basque Country. [11]

Sortu

On 23 February 2013 the Constituent Assembly of Sortu chose Arraiz as the first president of the party at their founding conference; he was the only candidate presented. [8] [12] [13] Following his election, he called for union among Basque nationalist parties, claiming it was necessary to leave the "tired autonomic framework" behind. [14] He repeated this call in an interview with Radio Euskadi in July 2013. [15] He later opened the door to other organisations, such as unions and social movements, to join what he called an "accumulation of democratic forces" to put into effect a process to realise "the rights of the Basque Country as a nation". [16]

During Arraiz's presidency of Sortu, the ongoing case against him for the October 2007 incident continued, with the prosecutor of the Basque Country asking in February 2015 for Arraiz to be sentenced to six years in prison. [17]

In 2015, Arraiz caused controversy by saying it was the time to "checkmate" the Civil Guard, the Spanish military police force, that "they should leave the Basque Country now", and that the "only violence is that of the Spanish state". [18] In a press conference, Arraiz said that the Basque people were facing a "terrorist state" in the Spanish government. [19] A case was subsequently opened against him investigating whether the statements he made could have constituted incitement of terrorism. [20] A court found in June 2016 that his statements were not incitement of terrorism; the case was subsequently closed and archived. [21]

In February 2015, the public prosecutor declared that Arraiz was a member of the banned Basque separatist terrorist organisation ETA. [22] The case against Arraiz was subsequently delayed until 2016. [23]

In May 2016 he was banned by a judge from holding public office for his relationship with Batasuna, but avoided a prison sentence, after admitting having been a member of the ETA and apologising to its victims during the trial. [24] After leaving the Basque Parliament in May 2016, he left the leadership of Sortu during their process of "re-foundation" in July 2016, at which point the position of president was abolished. Personal life

Arraiz is the father of two twin girls. [27] He lives in Donostia in the Basque Country. [1]

Arnaldo Otegi

Arnaldo Otegi Mondragón is a Spanish politician who is currently General Secretary of Basque nationalist party EH Bildu. He was member of the Basque Parliament for both Herri Batasuna and Euskal Herritarrok. These two parties and Batasuna were banned in 2003 for having links to ETA which was proscribed as a terrorist group. He was one of the key negotiators during the unsuccessful peace talks in Loiola and Geneva, in 2006.

The Socialist Party of the Basque Country–Basque Country Left is a social-democratic political party in the Basque Country that acts as the regional affiliate of the Spanish Socialist Workers' Party (PSOE).

The Basque Parliament is the legislative body of the Basque Autonomous Community of Spain and the elected assembly to which the Basque Government is responsible.

2005 Basque regional election

The 2005 Basque regional election was held on Sunday, 17 April 2005, to elect the 8th Parliament of the Basque Autonomous Community. All 75 seats in the Parliament were up for election.

2009 Basque regional election

The 2009 Basque regional election was held on Sunday, 1 March 2009, to elect the 9th Parliament of the Basque Autonomous Community. All 75 seats in the Parliament were up for election. The election was held simultaneously with a regional election in Galicia. It would be the first time that the elections for two of the Spanish "historical regions"—namely, those comprising Andalusia, Catalonia, Galicia and the Basque Country itself—were held simultaneously. This would evolve into an unwritten convention in subsequent years, with Basque and Galician elections being held concurrently in 2012, 2016 and 2020.

Basque Country (autonomous community) Autonomous community of Spain

The Basque Country, officially the Basque Autonomous Community is an autonomous community in northern Spain. It includes the Basque provinces of Álava, Biscay, and Gipuzkoa.

2001 Basque regional election

The 2001 Basque regional election was held on Sunday, 13 May 2001, to elect the 7th Parliament of the Basque Autonomous Community. All 75 seats in the Parliament were up for election.

Sortu

Sortu is a Basque socialist political party. Founded in February 2011, it is the first political party belonging to the Basque nationalist "abertzale left" that openly rejects any kind of political violence. Before Sortu, sections of the Basque nationalist left who rejected ETA's violence left the movement and founded another party, Aralar, to represent that element of the abertzale left.

Amaiur

Amaiur was a left-wing Basque nationalist and separatist political coalition from the Basque Country and Navarre. The name of the coalition comes from the fortress of Amaiur in Navarre, which was one of the last Basque strongholds during the Spanish conquest of Iberian Navarre.

2012 Basque regional election

The 2012 Basque regional election was held on Sunday, 21 October 2012, to elect the 10th Parliament of the Basque Autonomous Community. All 75 seats in the Parliament were up for election. The election was held simultaneously with a regional election in Galicia. Lehendakari Patxi López announced the parliament's dissolution half a year ahead of schedule as a result of the People's Party (PP) withdrawing their support from his government, prompting Galician president Alberto Núñez Feijóo, who had been scheduling a snap election in Galicia to be held at some point throughout late 2012, to make his decision to have a simultaneous vote.

EH Bildu

EH Bildu, short for Euskal Herria Bildu is a leftist, Basque nationalist, pro-independence political coalition active in the Spanish autonomous communities of Basque Country and Navarre.

2016 Basque regional election

The 2016 Basque regional election was held on Sunday, 25 September 2016, to elect the 11th Parliament of the Basque Autonomous Community. All 75 seats in the Parliament were up for election. The election was held simultaneously with a regional election in Galicia. Lehendakari Iñigo Urkullu announced that the election would be held one month ahead of schedule, on 25 September 2016, based on the "climate of ungovernability" affecting national politics as a result of the ongoing Spanish government formation negotiations, intending to move the regional election as far away as possible from a possible new general election. This prompted Galician president Alberto Núñez Feijóo to hold the Galician regional election in the same date.

Treviño enclave dispute

The conflict over the Treviño enclave is a territorial dispute in northern Spain between the administration of the Province of Burgos and Castile and León on the one side, and those of Álava and the Basque Country on the other, over the administration of the territory. The conflict does not only involve territorial questions, but also extends to political and language issues, as well as questions about provision of services and transport connections.

2020 Basque regional election

The 2020 Basque regional election was held on Sunday, 12 July 2020, to elect the 12th Parliament of the Basque Autonomous Community. All 75 seats in the Parliament were up for election. The election was initially scheduled for 5 April 2020 but was postponed as a result of the COVID-19 pandemic. It was held simultaneously with a regional election in Galicia.

José Ignacio Iruretagoyena was a Spanish politician and victim of terrorism of the Basque separatist group Euskadi Ta Askatasuna (ETA).

José Ignacio Ustarán Ramírez was a Spanish politician, candidate for UCD in the first elections for the Basque Parliament and killed by the Basque separatist organization ETA on September 29, 1980.
