In 2008 the Government of Tanzania did not fully comply with the minimum standards for the elimination of trafficking; however, it made significant efforts to do so. [2]
In 2014, Tanzania was a source, transit, and destination country for men, women, and children trafficked for the purposes of forced labor and sexual exploitation. Boys were trafficked within the country for forced labor on farms, in mines, and in the informal business sector. Tanzanian girls from rural areas were trafficked to urban centers and the island of Zanzibar for domestic servitude and commercial sexual exploitation; some domestic workers fleeing abusive employers fall prey to forced prostitution. In some regions, unregistered employment agencies were involved in recruiting minors from rural areas to work as domestic helpers in the capital, where they are subject to exploitation. Tanzanian children and adults were reportedly trafficked to other countries including Mozambique, Uganda, Kenya, South Africa, Ethiopia, Yemen, Oman, the United Arab Emirates, Saudi Arabia, Pakistan, the United Kingdom, the United States, France, Italy and China. Trafficked children from Burundi and Kenya, as well as adults from Bangladesh, India, Nepal and Yemen, are trafficked for forced labor in Tanzania's mining, agricultural and domestic service sectors, and are sometimes also subjected to sex trafficking. Tanzania's anti-trafficking law enforcement efforts improved significantly last year as a result of new training of police, unprecedented government funding of the police's Anti-Human Trafficking Unit, and increased awareness of trafficking among Tanzania's law enforcement community. Tanzanian law does not prohibit all forms of trafficking in persons, and Zanzibar has a separate legal code from the mainland of Tanzania. On the mainland, traffickers can be prosecuted under existing statutes criminalizing the sale of people, forced labor, child labor, and various sexual offenses. On Zanzibar, traffickers can be prosecuted under the Penal Act that criminalizes kidnapping, abduction, and slavery. Following a six-month period for Zanzibar to comment on draft national anti-trafficking legislation, Tanzania's Cabinet approved the bill in mid-January 2008 and introduced it for a first reading to the Parliament two weeks later. The bill was then moved to a committee for discussion and editing, with a Parliamentary vote expected before the end of 2008. Using existing laws, the government actively investigated cases of trafficking during the reporting period; however, there were no known prosecutions or convictions.
The Anti-Human Trafficking Unit investigated all trafficking leads reported to police by the public or other law enforcement authorities. The accused was released on bail while the investigation continues. In addition, the unit continued an investigation into a Zanzibari brothel marketing children via the Internet; this type of cyber-crime is new in Tanzania and police are seeking training in how to investigate these crimes.
The Tanzanian police also collaborated with Interpol to locate a suspected Tanzanian trafficking victim in South Africa using newly acquired cell phone technology. An April 2007 foreign government-sponsored "training of trainers" program for 18 police and immigration officials in Zanzibar launched the Zanzibari Government's specialized anti-trafficking training program. This resulted in the Zanzibari government's June 2007 co-training, with a U.S. anti-trafficking expert, of 22 immigration officials. On the mainland, 332 law enforcement officials received specific anti-trafficking training in 2007. Involvement in, or tolerance of, trafficking by low-level immigration officials is suspected, but not proven. [2]
The government's efforts to protect victims of trafficking during the reporting period were notable, though it continued to suffer from a lack of resources. Government officials regularly relied on three NGOs to provide shelter, counseling, and rehabilitation for victims of trafficking. Government authorities referred trafficking victims to these NGOs in regions where victim assistance was available. For instance, in the second quarter of 2007, one NGO shelter received 23 female trafficking victims; 17 were referred by police and one by a social worker. In January 2008, the Anti-Human Trafficking Unit changed its policy of requiring trafficking victims to go to a police station to make a statement; now a plain-clothes female police officer visits shelters to obtain sex trafficking victims' statements in a more private setting. The Unit also hired a female police sergeant to better facilitate its interactions with female victims.
A 24-hour crime hotline staffed by Tanzania police officers is available for citizens to make anonymous reports about suspected trafficking victims. While still severely constrained by lack of funding, the Ministry of Labor budgeted approximately $60,000 to its Labor Administration and Inspection Services for child labor inspections. In 2007, the Ministry of Labor withdrew nearly 1,100 victims from forced child labor situations, most of whom were provided the opportunity to compensate for their missed education by enrolling in one the Ministry of Education's 305 Community Learning Centers. The government generally encourages victims' assistance in the investigation and prosecution of their traffickers, but the lack of national procedures for victim protection likely led to the deportation of most foreign victims before they were identified or able to give evidence in court. Foreign victims are not offered legal alternatives to their removal to countries in which they would face hardship or retribution. In a few cases, the lack of adequate shelter facilities forced Tanzanian officials to house potential trafficking victims in prisons. [2]
Political will to address human trafficking in Tanzania increased significantly during the reporting period, resulting in additional concrete prevention efforts. President Kikwete's personal commitment to combat trafficking accelerated the drafting of anti-trafficking legislation and law enforcement training. Staff of the Anti-Human Trafficking Unit appeared in radio and TV spots and distributed booklets about human trafficking; these awareness raising efforts resulted in a significant increase in the number of leads received by the unit during the last six months of 2007. The Ministry of Health's National AIDS Control Program conducted a half-day training of trainers session on human trafficking for 41 healthcare coordinators from 21 regions; these trainers then provided training to healthcare workers in their regions. Tanzanian nationals receive human rights training, including sessions on gender and women's rights, the protection of civilians, and international humanitarian law, before their deployment as part of international peacekeeping missions. In 2008 Zambia was a source, transit, and destination country for women and children trafficked for the purposes of forced labor and sexual exploitation. Child prostitution existed in Zambia's urban centers, often encouraged or facilitated by relatives or acquaintances of the victim. Many Zambian child laborers, particularly those in the agriculture, domestic service, and fishing sectors, were also victims of human trafficking. Zambian women, lured by false employment or marriage offers, were trafficked to South Africa via Zimbabwe for sexual exploitation, and to Europe via Malawi. Zambia was a transit point for regional trafficking of women and children, particularly from Angola to Namibia for agricultural labor and from the Democratic Republic of the Congo to South Africa. Malawian and Mozambican adults and children were occasionally trafficked to Zambia for forced agricultural labor.
In 2019 Zimbabwe was a source, transit, and destination country for men, women, and children trafficked for the purposes of forced labor and sexual exploitation. Large scale migration of Zimbabweans to surrounding countries - as they fled a progressively more desperate situation at home - increased, and NGOs, international organizations, and governments in neighboring countries reported an upsurge in these Zimbabweans facing conditions of exploitation, including human trafficking. Rural Zimbabwean men, women, and children were trafficked internally to farms for agricultural labor and domestic servitude and to cities for domestic labor and commercial sexual exploitation. Women and children were trafficked for domestic labor and sexual exploitation, including in brothels, along both sides of the borders with Botswana, Mozambique, South Africa, and Zambia. Young men and boys were trafficked to South Africa for farm work, often laboring for months in South Africa without pay before "employers" have them arrested and deported as illegal immigrants. Young women and girls were lured to South Africa, the People's Republic of China, Egypt, the United Kingdom, the United States, and Canada with false employment offers that result in involuntary domestic servitude or commercial sexual exploitation. Men, women, and children from the Democratic Republic of the Congo, Malawi, Mozambique, and Zambia were trafficked through Zimbabwe en route to South Africa. Small numbers of South African girls were trafficked to Zimbabwe for domestic servitude. The government’s efforts to address trafficking at home have increased with the introduction of the National Action Plan (NAP) as well as the 2014 Trafficking in Persons Act. In addition, the trafficking situation in the country is worsening as more of the population is made vulnerable by declining socio-economic conditions.
In 2008, Honduras was principally a source and transit country for women, girls, and boys trafficked for the purpose of commercial sexual exploitation. Honduran children were typically trafficked from rural areas to urban and tourist centers such as San Pedro Sula, the North Caribbean coast, and the Bay Islands. Honduran women and children are trafficked to Guatemala, El Salvador, Mexico, and the United States for sexual exploitation. Most foreign victims of commercial sexual exploitation in Honduras were from neighboring countries; some were economic migrants en route to the United States who are victimized by traffickers. Internal child labor and forced child labor for violent criminal gangs were serious concerns.
Kenya ratified the 2000 UN TIP Protocol in January 2005.
The Kyrgyz Republic ratified the 2000 UN TIP Protocol in October 2003.
Austria is a destination and transit country for women, men, and children subjected to trafficking in persons, specifically forced prostitution and forced labor.
Bangladesh is a source and transit country for men, women, and children subjected to trafficking in persons, specifically forced labor and forced prostitution. A significant share of Bangladesh's trafficking victims are men recruited for work overseas with fraudulent employment offers who are subsequently exploited under conditions of forced labor or debt bondage. It also includes the trafficking of children – both boys and girls – within Bangladesh for commercial sexual exploitation, bonded labor, and forced labor. Some children are sold into bondage by their parents, while others are induced into labor or commercial sexual exploitation through fraud and physical coercion. Women and children from Bangladesh are also trafficked.
Bolivia is a source country for men, women, and children who are subjected to human trafficking, specifically conditions of forced prostitution and forced labor within the country or abroad. A large number of Bolivians are found in conditions of forced labor in Argentina, Brazil, Chile, Peru, Spain, and the United States in sweatshops, factories, and agriculture. Within the country, young Bolivian women and girls from rural areas are subjected to forced prostitution in urban areas. Members of indigenous communities, particularly in the Chaco region, are at risk of forced labor within the country. A significant number of Bolivian children are subjected to conditions of forced labor in mining, agriculture, and as domestic servants, and reports indicate some parents sell or rent out their children for forced labor in mining and agriculture near border areas with Peru. The country's porous borders facilitate the movement of undocumented migrants, some of whom may be trafficked. In one case, Bolivian authorities identified 26 Haitian children who were en route to Brazil for possible forced labor and forced prostitution.

Poland is a source and destination country for men and women subjected to trafficking in persons, specifically conditions of forced labor and for women and children in forced prostitution. Men and women from Poland are subjected to conditions of forced labor in Italy and Sweden. Women and children from Poland are trafficked for forced prostitution within Poland and also in Belgium, Germany, Italy, the Netherlands, Spain, Portugal and Sweden. Women and children from Moldova, Ukraine, Bulgaria, Romania, Belarus, and Russia are trafficked to Poland for forced prostitution. Men and women from Bangladesh, China, and the Philippines are found in conditions of forced labor in Poland. Men and women from Thailand, Nigeria, Iraq, Ukraine, Belarus, Romania, Bulgaria, Moldova, Mongolia, Vietnam, Turkey, Djibouti, and Uganda are found in conditions of forced labor, including forced begging and debt bondage, and also forced prostitution in Poland.
In 2009 Namibia was a country of origin, transit, and destination for foreign and Namibian women and children, and possibly for men subjected to trafficking in persons, specifically conditions of forced labor and forced prostitution. Traffickers exploited Namibian children, as well as children from Angola and Zambia, through forced labor in agriculture, cattle herding, involuntary domestic servitude, charcoal production, and commercial sexual exploitation. In some cases, Namibian parents unwittingly sold their children to traffickers. Reports indicate that vulnerable Namibian children were recruited for forced prostitution in Angola and South Africa, typically by truck drivers. There was also some evidence that traffickers move Namibian women to South Africa and South African women to Namibia to be exploited in forced prostitution. Namibian women and children, including orphans, from rural areas were the most vulnerable to trafficking. Victims were lured by traffickers to urban centers and commercial farms with promises of legitimate work for good wages they may never receive. Some adults subjected children to whom they are distantly related to forced labor or commercial sexual exploitation. Small business owners and farmers may also participated in trafficking crimes against women or children. Victims were forced to work long hours to carry out hazardous tasks, and may have been beaten or raped by traffickers or third parties.
In 2009, Ghana was a country of origin, transit, and destination for women and children subjected to trafficking in persons, specifically forced labor and forced prostitution. The nonconsensual exploitation of Ghanaian citizens, particularly children, was more common than the trafficking of foreign migrants. The movement of internally trafficked children was either from rural to urban areas, or from one rural area to another, as from farming to fishing communities.
Guinea ratified the 2000 UN TIP Protocol in November 2004.
Malawi ratified the 2000 UN TIP Protocol in September 2005.
Montenegro ratified the 2000 UN TIP Protocol in October 2006.
Burundi is a source country for children and possibly women subjected to trafficking in persons, specifically conditions of involuntary domestic servitude and forced prostitution. Children and young adults may also be coerced into forced labor on plantations or small farms in southern Burundi, or to conduct informal commerce in the streets. Child labor is very common in agricultural fields where major exports, like tea and coffee, are harvested. Forced labour of children and adults is also very common in mines due to a large market for valuable stones and ores. Many trafficking victims can be found in mines in the northern area of Burundi, especially around Cibitoke. Some traffickers may be family or acquaintances of victims who, under the pretext of assisting underprivileged children with education or with false promises of lucrative jobs, subject them to forced labor, most commonly as domestic servants. While there is little evidence of large-scale child prostitution, “benevolent” older females offer vulnerable younger girls room and board within their homes, and in some cases eventually push them into prostitution to pay for living expenses; extended family members also financially profit from the commercial sexual exploitation of young relatives residing with them. It is most common for the trafficking of victims to remain internal within the country or to extend only to the surrounding countries. Male tourists from Oman and the United Arab Emirates exploit Burundian girls in prostitution. Businessmen recruit Burundian girls for commercial sexual exploitation in Rwanda, Kenya, and Uganda, and recruit boys and girls for exploitation in various types of forced labor in Tanzania. Unlike in past years, there were no reports of forced or voluntary recruitment of children into government armed forces or rebel groups during the reporting period. If the trafficking of Burundians does extend externally, it is most common for them to be sent to locations in the Middle East and Western Europe.
In 2009, Cyprus was a destination country for women who were subjected to trafficking in persons, specifically forced prostitution, as well as for men and women in forced labor. Women identified as sex trafficking victims in Cyprus originated from Moldova, Ukraine, Bulgaria, the Philippines, Morocco, and Hungary. A large number of Romanian nationals were subjected to forced labor in the country in 2009. Sex trafficking occurred within venues used by Cyprus' commercial sex industry, including cabarets, bars, pubs, and massage parlors disguised as private apartments located throughout the country. Groups vulnerable to forced labor included domestic workers, asylum seekers, and migrants working in the farming and agricultural sectors. According to a 2008 EU Thematic Study on Child Trafficking for Cyprus, some children within migrant and Roma communities may be vulnerable to trafficking.
In 2009 El Salvador was a source, transit, and destination country for women and children who were subjected to trafficking in persons, specifically forced prostitution and forced labor. Most victims were Salvadoran women and girls from rural areas who were forced into commercial sexual exploitation in urban areas, though some adults and children were subjected to forced labor as agricultural workers and domestic workers. The majority of foreign victims were women and children from neighboring countries, such as Honduras, Nicaragua, and the Dominican Republic, who migrated to El Salvador in response to job offers, but were subsequently forced into prostitution or domestic servitude. Trafficking offenders used fraudulent documentation to facilitate the movement of foreign victims. Salvadorans have been subjected to forced prostitution in Guatemala, Mexico, Belize, the United States, Spain, and Italy.
