Ihor Mohylniy (born 4 October 1970) is a Ukrainian rower. He competed at the 1992 Summer Olympics and the 1996 Summer Olympics. [1]

On both occasions he won ahead of Ravil Khabutdinov. Due to the severe competition within the Soviet Union, Rybak never won a national title, and by 1960 was left out of the national team. In retirement he worked in sports medicine.
