Omukwaniilwa Immanuel Kauluma Elifas (c. 1 January 1934 in Epale – 26 March 2019 in Onandjokwe [1] ) was a chief of the Ondonga, a sub-tribe of Owambo people since 28 August 1975, in Namibia having succeeded his brother the late Chief Fillemon Elifas Shuumbwa who was gunned down the same year at Onamagongwa. [2] The Ondonga tribal area is situated around Namutoni on the eastern edge of Etosha pan in northern Namibia. [3] Kauluma was also the Chairperson of the Council of Traditional Leaders for many years. He was succeeded as King by the designate Omukwaniilwa of Ondonga, his great-grandson [4] Fillemon Shuumbwa Nangolo. [5] [6]

Biography

Omukwaniilwa Kauluma was one of the longest serving leaders of the Ondonga kingdom, having ascended to the throne in August 1975. He served for 44 years as the king of Ondonga Kingdom; [7] Nembungu lyAmutundu 1750 – ca. 1820 (Iinenge) was the last ruler to rule for 60 years. The Ondonga kingdom has been rocked by infighting linked to the succession battle in recent years. Elifas named his nephew Fillemon Shuumbwa Nangolo as his successor in 2002 and confirmed to government again in June 2012. Nangolo's nomination was, however, disputed by the Ondonga royal family. This led to irreconcilable differences, which saw Elifas getting rid of some of his long-serving top aides, who have been backing Prince Nangolo as heir apparent. In July 2017, Elifas dismissed the late former Ondonga Traditional Authority (OTA) chairperson Peter Kauluma and former OTA spokesperson Joseph Asino. Heavyweights such as senior headman John Walenga and former Oshikoto governor Vilho Kamanya were also expelled from the traditional authority. Three other councillors - Kashona kaMalulu, Tonata Ngulu and Fillemon Nambili – were also dismissed. The infighting turned nasty as the dismissed councillors turned to the courts and an order was granted in the Oshakati High Court compelling Elifas to give oral testimony. At the time, Elifas’ legal team argued that the application to have the king testify was an attempt to test his mental capabilities in an open court. Several leaders, including head of state Hage Geingob and former president Sam Nujoma also tried to intervene in the impasse. At one point, Geingob summoned the factions to State House of Namibia and pleaded with the dismissed councillors to drop the court case so that the king would not be "paraded in court of law and embarrassed in front of his people". Ondonga is a traditional kingdom of the Ovambo people in what is today northern Namibia. Its capital is Ondangwa, and the kingdom's palace is at Onambango. Its people call themselves Aandonga. They speak the Ndonga dialect. The Ondonga kingdom is ruled by an Omukwaniilwa (king), assisted by a council of elders, the Ondonga Traditional Authority. After the death of king Immanuel Kauluma Elifas in March 2019, Fillemon Shuumbwa Nangolo was appointed as successor and subsequently recognised by government.

Shilongo Filippus Uukule was senior headman of the Uukwanambwa, a clan of the Ovambo people in Namibia. His residence is located in the Onyaanya Constituency of the Oshikoto Region. He led the Uukwanambwa for 31 years after his father's death and was the senior advisor of King Immanuel Elifas Kauluma of the Ondonga.

Uukule Senior Secondary School is situated in the northern part of Namibia in the Onyaanya Constituency of the Oshikoto Region. Uukule was established and officially opened in 1990 after the independence of Namibia. The school was named after Senior Headman Uukule waAmulungu, father of Nehoya Andreas, king of Ondonga.

King Kauluma Village is a village situated in the Oshikoto Region in the northern part of Namibia with a population of about 4800 residents. King Kauluma is located about 12 km from Oshivelo (Onamutoni). King Kauluma village is sandy and forested. All residents are Oshiwambo speaking.

Onandjokwe State Hospital, until 2016 Onandjokwe Lutheran Hospital, is the oldest hospital in the northern part of Namibia. It was built in 1911 by the Finnish Missionary Society under the leadership of Selma Rainio. The hospital was operated by the Evangelical Lutheran Church in Namibia (ELCIN) via Lutheran Medical Services until 2016, when the Government of Namibia took over.

Onamungundo is a settlement in the Ondonga area of Oshikoto Region in Namibia. The village was the seat of the Ondonga royal house during the reign of the late King Immanuel Kauluma Elifas.

Fillemon Shuumbwa Nangolo is the reigning king of Ondonga kingdom, a sub-tribe of Owambo people since 2019 in Namibia. Nangolo is the nephew of late King Immanuel Kauluma Elifas who reigned from 1975 - 2019. The Ondonga tribal area is situated around Namutoni on the eastern edge of Etosha pan in northern Namibia. On 14 April, he was appointed the king of the Aandonga. His uncle Konisa Kalenga was also being crowned as king the same day. The succession dispute ended with Shuumbwa being recognised by Government in June 2019.

The Ondonga royal family consists of monarch of Ondonga of Namibia, the late King Immanuel Kauluma Elifas, his consorts, legitimate descendants, near relatives and female-line descendants of his great-great-grandmothers. As paramount chief within the Republic of Namibia and pursuant to the preservation of African traditional leadership, the hereditary head of the Ondonga dynasty retains kingly dignity, ethnic leadership, ritual authority and a civil list, reigning and ruling in Ondonga in conjunction with the Traditional Authority Act.
