Initial Police Learning and Development Programme (IPLDP) is the curriculum for the initial training of police officers within England and Wales. [1]
Prior to 1 April 2002, initial police training for new police officers was the responsibility of the Home Office - namely National Police Training and from this date onward, training of new police officers was absorbed by the Central Police Training and Development Authority known as CENTREX. Following the introduction of the Police and Justice Bill, the National Policing Improvement Agency (NPIA) was formed and this replaced CENTREX and Police Information Technology Organisation (PITO) and assumed responsibility for the training of police officers. Prior to 26 May 2006, the curriculum for the training of new police officers was operated by CENTREX and was known as the Probationer Training Programme. [3] Initial police training was delivered at Police Training Centres (PTCs) at the following locations:
With the conclusion of the PTP and the progression to IPLDP, Ashford, Bruche and Cwmbran were closed. [4] Ryton was re-designated as a NPIA site and Durham (at Durham Constabulary's headquarters at Aykley Heads) became the North East Centre for Policing Skills (NECPS) [5] where both Northumbria Police and Durham Constabulary would jointly deliver IPLDP to their new police recruits.
Successful completion of the IPLDP will result in the police officer being awarded a Diploma in Policing (from January 2010 onwards). [6] This is a Level 3 qualification within the Qualifications and Credit Framework (QCF) which replaced the older Level 3 and 4 National Vocational Qualification on the National Qualifications Framework (NQF). [7]
The qualification consists of ten mandatory units: [8]
Some forces such as West Yorkshire Police [9] entered partnerships with local universities to offer their new police officers foundation degrees instead of NVQs however this has now ceased and all forces now offer the Diploma in Policing.
The IPLDP contains four general phases and although may be named slightly differently from force to force will follow roughly the following structure: [10]
Throughout all phases are formative and summative assessments and whilst in Phase 3 (supervised patrol with a tutor constable) certain tasks need to be successfully completed known as the Police Action Checklists (PACs). [11] Once PACs are completed and signed off and once in the independent patrol phase, a portfolio of evidence is required of assessment reports and witness testimonies mapped against the National Occupational Standards (NOSs). All evidence, assessment reports and witness testimonies are recorded in a personal issue Student Officer Learning and Assessment Portfolio otherwise known as SOLAP. [12]
National Vocational Qualifications (NVQs) are practical work-based awards in England, Wales and Northern Ireland that are achieved through assessment and training. The regulatory framework supporting NVQs was withdrawn in 2015 and replaced by the Regulated Qualifications Framework (RQF), although the term "NVQ" may be used in RQF qualifications if they "are based on recognised occupational standards, work-based and/or simulated work-based assessment and where they confer occupational competence".
CELTA is an initial teacher training qualification for teaching English as a second or foreign language (ESL and EFL). It is provided by Cambridge Assessment English through authorised Cambridge English Teaching Qualification centres and can be taken either full-time or part-time. CELTA was developed to be suitable both for those interested in Teaching English as a Foreign Language (TEFL) and for Teaching English to the Speakers of Other Languages (TESOL). The full name of the course was originally the Certificate in English Language Teaching to Adults and is still referred to in this way by some course providers. However, in 2011 the qualification title was amended on the Ofqual register to the Cambridge English Level 5 Certificate In Teaching English to Speakers of Other Languages (CELTA) in order to reflect that the wider range of students that teachers might have, including younger learners.
Bruche Police Training Centre, Warrington, Cheshire was a training complex for probationary police officers in the United Kingdom. The site in a suburb of Warrington was operated by CENTREX, the 'Central Police Training and Development Authority'. It opened in January 1946 and closed in May 2006.
The Police Staff College, Bramshill, Bramshill House, Bramshill, Hampshire, England, was until 2015 the principal police staff training establishment in England and Wales.

The qualification is organised and awarded by Pearson within the BTEC brand and it is equivalent to A-Levels. It is equivalent to the GCE A Levels, more specifically to three A2 awards and the AVCE.
The Defence School of Policing and Guarding is the training centre for the Service Police of the British Armed Forces including the Ministry of Defence. It consolidates training for the Royal Navy Police, Royal Military Police and Royal Air Force Police and the Ministry of Defence Police in one location, assuring consistent standards across the services. The centre was established at Southwick Park, near Portsmouth, Hampshire, in 2005.
Centrex, the common name of the Central Police Training and Development Authority (CPTDA), was established under Part 4 of the Criminal Justice and Police Act 2001, and was the primary means of police training in England and Wales. It was based at Bramshill House, formerly known as the Police Staff College, Bramshill. Centrex had the responsibility for many aspects of police training and development. There had been a move away from running police training centres to running police trainee/initial probationer courses in-house under the auspices of Centrex. Centrex was replaced by the National Policing Improvement Agency (NPIA) on 1 April 2007.
Martin Richards QPM is a British retired police officer, whose last post was as the Chief Constable of Sussex Police, a position in which he served from 1 October 2008 until his retirement from the Police service in 2014. He previously served as Chief Constable of the Wiltshire Police.

The Business and Technology Education Council (BTEC) is a provider of secondary school leaving qualifications and further education qualifications in England, Wales and Northern Ireland. Whilst the T in BTEC previously stood for Technical, according to the DFE (2016) it now stands for Technology. BTECs originated in 1984 and were awarded by Edexcel from 1996. Their origins lie in the Business Education Council, formed in 1974 to "rationalise and improve the relevance of sub-degree vocational education". They are the responsibility of the Minister of State for Skills, Apprenticeships and Higher Education in the Department for Education.
Grosvenor Hall is an estate in Kennington, Ashford, Kent. At first a sanitorium, it was repurposed as a training site for police recruits and called the Ashford Police Training Centre between 1973 and 2006. It is now a youth educational and adventure centre.
The QCF Preparing to Teach in the Lifelong Learning Sector (PTLLS) qualification, sometimes referred to colloquially as "Petals", is an initial teacher training qualification, that was studied at QCF Level 3 or 4, awarded over 2006 to 2018 and was for those new to teaching, or who wanted to start out as associate teachers, or who were teaching in the United Kingdom and required certification or qualification in the Further Education (FE) or Lifelong Learning sector of education.
The College of Policing is a professional body for the police in England and Wales. It was established in 2012 to take over a number of training and development roles that were the responsibility of the National Policing Improvement Agency (NPIA). The National Police Library was also transferred from the NPIA at that time. The college is an arm's length body of the Home Office. The college is based in Ryton-on-Dunsmore, Warwickshire.
Alternative pathways in education are alternative means of obtaining educational qualifications, other than the traditional means of gaining access to or completing the required study to obtain the educational qualifications.
The Diploma in Teaching in the Lifelong Learning Sector (DTLLS) was an initial teacher training qualification, studied at QCF Level 5 or 7, for teaching in Further Education (FE) and the lifelong learning sector of education in the United Kingdom. The DTLLS was the highest of the teaching qualifications specifically for this sector of education, the others being the Certificate in Teaching in the Lifelong Learning Sector (CTLLS) and the Preparing to Teach in the Lifelong Learning Sector (PTLLS) qualifications. The DTLLS at QCF Level 7 was equivalent to a Post-Graduate Certificate in Education in Lifelong Learning or Post-Compulsory Education and Training (PCET). The DTLLS was phased out along with the CTLLS and the PTLLS, and replaced with the Diploma in Education and Training qualification at QCF Level 5. The framework for such qualification has been changed to (RQF) Regulated Qualification Framework. There are also different routes to be a qualified teacher in UK.

It was filmed by Mark Daly, an investigative journalist, who joined the Greater Manchester Police Service and spent several months undercover at the Bruche National Training Centre in Warrington, Cheshire. He filmed episodes of racist behaviour among some recruits and their trainers.
