The Inland Waterway Authority (IWA) is a proposed federal-level entity in Pakistan, with the goal of regulating and standardizing inland waterways transportation (IWT) through legislative measures. The World Bank has been providing guidance and advice to Pakistan on the enhancement and development of its inland waterways since as early as 1961. [1] [2] [3]

However, despite decades of recommendations and discussions, Pakistan has not fully capitalized on the substantial economic advantages offered by maritime and inland waterway transportation. [1] [4]
In 2017, former Prime Minister Nawaz Sharif embraced a proposal for establishing a ferry service connecting Karachi, Gwadar, and Muscat. Following this, the Ministry of Maritime Affairs put forth a plan to create a ferry service that would link Karachi, Port Qasim, and Gwadar with various ports in Iran, Iraq, Oman, and the UAE. [1]
Pakistan holds significant potential for establishing a robust ferry or ship liner service by leveraging its expansive river system, extensive coastline, and canal network. Spanning roughly 2,000 kilometers, Pakistan's coastline, coupled with its five major rivers—Indus, Jhelum, Chenab, Ravi, and Sutlej—provides a natural transportation infrastructure well-suited for the efficient and environmentally sustainable movement of both people and commodities. The advancement of Inland Water Transportation (IWT) holds significant socio-economic viability and is poised to generate substantial economic benefits for the nation. IWT can play a pivotal role in flood control efforts, reduce logistical expenses for both shippers and consumers, lower carbon emissions, and alleviate the strain on road infrastructure. [5]
Transport in Pakistan is extensive and varied. In recent years, new national highways have been built, with the addition of motorways which have improved trade and logistics within the country. Pakistan's rail network is also undergoing expansion in recent years. Airports and seaports have been built with the addition of foreign and domestic funding. Transportation challenges in Pakistan are escalating due to poor planning, inadequate governance, and corrupt practices.
Gwadar is a port city on the southwestern coast of the Pakistani province of Balochistan. The city is located on the shores of the Arabian Sea, opposite Oman and has a population of over 90,000, according to the 2017 census. It was an overseas possession of Oman from 1783 to 1958. It is about 120 km (75 mi) southwest of Turbat. The sister port city of Chabahar in Iran's Sistan ve Baluchestan province is about 170 km (110 mi) to the west of Gwadar. On 2 April 2021, it was declared the winter capital of Balochistan.
A body of water, such as a river, canal or lake, is navigable if it is deep, wide and calm enough for a water vessel to pass safely. Navigability is also referred to in the broader context of a body of water having sufficient under keel clearance for a vessel.
The Port Muhammad Bin Qasim, or Qasim Port Authority, also known as Port Qasim, is a deep-water seaport in Karachi, Sindh, Pakistan, on the coastline of the Arabian Sea under the administrative control of the Secretary to the Government of Pakistan for Maritime Affairs. It is Pakistan's second busiest port, handling about 35% of the nation's cargo. Port Qasim and Karachi Port, the busiest port of the country, together handle almost 90% of all external trade of Pakistan. The remaining maritime trade is routed through Gwadar Port.
The Gwadar Port is situated on the Arabian Sea at Gwadar in Balochistan province of Pakistan and is under the administrative control of the Maritime Secretary of Pakistan and operational control of the China Overseas Port Holding Company. The port features prominently in the China–Pakistan Economic Corridor (CPEC) and is considered to be a link between the Belt and Road Initiative and the Maritime Silk Road projects. It is about 120 kilometres (75 mi) southwest of Turbat, and 170 kilometres (110 mi) to the east of Chabahar Port.
The N-10 or National Highway 10 is a 653 km national highway in Pakistan which extends along Pakistan's Arabian Sea coast from Karachi in Sindh province to Gwadar in Balochistan province. It passes the towns of Ormara and Pasni.
National Waterway 4 (NW-4) is a 1,095 kilometres (680 mi) long waterway in India. It has been declared as an Indian National Waterway and is currently under development. It connects the Indian states of Telangana, Andhra Pradesh, Tamil Nadu, and the union territory of Puducherry. The NW-4 runs along the Coromandal Coast through Kakinada, Eluru, Commanur, Buckingham Canals and also through part of Krishna and Godavari rivers in South India. It was declared a National Waterway on 24 November 2008 under the Provisions of National Waterways Bill, 2006. It is being developed by the Inland Waterways Authority of India (IWAI), and was scheduled for completion by 2013. The National Waterways Act, 2016 has extended the length of NW-4 from 1,095 km (680 mi) to 2,890 km (1,800 mi) by connecting the Krishna and Godavari Rivers. The Project would be undertaken in 3 phases with first phase beginning in October, 2017 and to be completed by June, 2019

Maharashtra Maritime Board (MMB) came into existence in 1996 and Commissioner, Water Transport was re-designated as chief executive officer, MMB.

China–Pakistan Economic Corridor is a 3,000 km Chinese infrastructure network project currently under construction in Pakistan. This sea-and-land-based corridor aims to secure and shorten the route for China’s energy imports from the Middle East, avoiding the existing path through the Straits of Malacca between Malaysia and Indonesia, which could be blockaded in case of war, thereby threatening China’s energy-dependent economy. Developing a deep-water port at Gwadar in the Arabian Sea and establishing a robust road and rail network from this port to the Xinjiang region in western China would serve as a shortcut, enhancing trade between Europe and China. In Pakistan, the project aims to address electricity shortages, develop infrastructure, and modernize transportation networks, while also transitioning the economy from an agriculture-based structure to an industrial one.
The Sagarmala Programme is an initiative by the Government of India to enhance the performance of the country's logistics sector. The programme envisages unlocking the potential of waterways and the coastline to minimize infrastructural investments required to meet these targets.
The Lagos State Ferry Services Corporation (LSFSC) or Lagos Ferry Services Company (also known as Lagferry) is a ferry services provider in Lagos State. It was established in 1983.
Gwadar East Bay Expressway is a municipal expressway in Gwadar, Balochistan, Pakistan. The six lane expressway was inaugurated by Prime Minister of Pakistan Mian Muhammad Shahbaz Sharif on 3 June 2022. It connects Gwadar Port to the Makran Coastal Highway. The Gwadar Port Authority is supervising the project.
The East Coast Economic Corridor (ECEC) is India’s first coastal economic corridor, covering 2500 km of India's coastline, to be developed with the help of the Asian Development Bank (ADB). The ADB is to invest $500 million in infrastructural development of the project. Since late 2013, ADB has been supporting studies on transport corridors in India. Phase 1 of the ECEC is Visakhapatnam-Chennai Industrial Corridor (VCIC) which had been approved by the ADB board in October 2016. The ECEC running along the entire east coast of India from Kolkata to Kanyakumari, is a multimodal, regional maritime corridor that can play a vital role in unifying the large domestic market, as well as integrating the Indian economy with the dynamic global value chains of Southeast and East Asia. It would play a crucial role in the Government of India’s (GoI) Make in India campaign and also supports the port-led industrialization strategy under the Sagar Mala initiative and the Act East Policy by linking domestic companies with the vibrant global production networks of East and Southeast Asia.

The Inland Water Transport Development Company (IWTDC) is an initiative launched by the Government of Punjab, Pakistan established in 2014. The primary objective of this company is to establish an inland water transport system spanning the corridor of the Indus River, extending from Port Qasim to Nowshera. It is situated in Rawalpindi. Additionally, operational facilities are in the process of being established at Daudkhel and at three field camps along the River Indus.
