The Innovation Way Corridor is a development area planned for Orlando, Florida. The planned corridor is to stretch south from the University of Central Florida to International Corporate Park, then West towards the Lake Nona area and finally ending at the Orlando International Airport. At the heart of this development plan is the expansion and extension of Alafaya Trail (SR 434) south from Avalon Park to SR 528 running between the county landfill and the OUC Curtis H. Stanton Energy Center, then continuing through International Corporate Park before it curves west towards the Lake Nona area and the airport. The entire corridor is planned to be approximately 17 miles (27 km) long. The heart of the planned project is to create a technological and business corridor linking the University of Central Florida to the Orlando International Airport. [1]

Development

Phase 1

Phase I of the Innovation Way project is the extension of Alafaya Trail from Avalon Park to SR 528. The project as designed will include a 4-lane roadway complete with sidewalks and an on-road bike path and will cover a total distance of 4.81 miles (7.74 km). The total projected cost is $30,098,953.25 and is set to begin in August 2006 with a completion date of December 2008. [2] Phase 1 has been completed just under 1.5 years over schedule

Phase 2

Constructed approximately one-half mile north of SR 528, to Monument Parkway, and one mile south of SR 528. It will tie in with a re-aligned section of Aerospace Parkway. This included a new alignment of Innovation Way over SR 528 and five new ramps to accommodate traffic movements to and from SR 528. This project also involved the removal of the existing SR 528/International Corporate Park Boulevard interchange. Construction on the $62 million project began in mid 2016 and finished in mid 2018. Phase 3 and beyond

To further improve connectivity to State Road 528 and to accommodate the further development of the Innovation Way Corridor, a new interchange between SR 528 and Innovation Way is in the works. Final design began in June 2021, and will be in general accordance with the Roadway Conceptual Analysis completed in 2015. This project will require additional right-of-way for roadway and storm water improvements during Construction from Wewahootee Road to John Wycliff Boulevard as a four-lane divided roadway. A shared-used path is located on both the north and south side of the roadway. The project will incorporate drainage improvements, lighting, and landscaping along the roadway corridor. [4]

Project difficulties

International Corporate Park

A key cornerstone to the Innovation Way plan was to bring the UCF Medical Institute and the Burnham Institute to the International Corporate Park development, but both of those facilities have decided to move closer to the Lake Nona area. Due to the loss of these two facilities, the developers of the International Corporate Park have floated the idea that warehouses and corporate distribution centers would generate more profit than High Tech jobs, 3,500 homes, and town center, as originally planned. The International Corporate Park area is already zoned for 20,000,000 square feet (1,860,000 m2) of industrial warehouses, which according to the developers would now be much more profitable than building the residential sections of the plan in a declining housing market. In late November 2006 the International Corporate Park developers sent a letter to Orange County canceling a planned meeting on how to move forward with the Innovation Way plans and they have claimed there is a waiting list of industrial buyers to purchase warehouse space on their property. In March 2006 a public/private agreement was approved between the Orange County Board of County Commissioners, Orlando-Orange County Expressway Authority (OOCEA) and the developers of the International Corporate Park (ICP). Then, the property owned by ICP went through a change in ownership. The new owner, Suburban Land Reserve, Inc. (SLR) is working on a new agreement between Orange County Board of County Commissioners and the Orlando-Orange County Expressway Authority. [6]

Orlando-Orange County Expressway Authority (now Central Florida Expressway Authority (CFX))

In mid-2006 the Orlando-Orange County Expressway Authority canceled funding to an interchange on SR 528 which would have connected to the Innovation Way developments. The Expressway Authority has suggested toll increases to pay for this and other projects but has been unable to do so due to recent scandals and inconsistencies with the agency's handling of toll revenue. [7] In 2014 OOCEA was disbanded and reorganized into the new Central Florida Expressway Authority which cleared the way for Innovation Way to continue infrastructure development. [8]

Interstate 4 (I-4) is an Interstate Highway located entirely within the US state of Florida, maintained by the Florida Department of Transportation (FDOT). Spanning 132.30 miles (212.92 km) along a generally southwest–northeast axis, I-4 is entirely concurrent with State Road 400 (SR 400). In the west, I-4 begins at an interchange with I-275 in Tampa. I-4 intersects with several major expressways as it traverses Central Florida, including US Highway 41 (US 41) in Tampa; US 301 near Riverview; I-75 near Brandon; US 98 in Lakeland; US 27 in unincorporated Davenport; US 192 in Celebration; Florida's Turnpike in Orlando; and US 17 and US 92 in multiple junctions. Florida's Turnpike, designated as unsigned State Road 91, is a controlled-access toll road in the U.S. state of Florida, maintained by Florida's Turnpike Enterprise (FTE). Spanning approximately 309 miles (497 km) along a northwest–southeast axis, the turnpike is in two sections. The SR 91 mainline runs roughly 265 miles (426 km), from its southern terminus at an interchange with Interstate 95 (I-95) in Miami Gardens to an interchange with I-75 in Wildwood at its northern terminus. The Homestead Extension of Florida's Turnpike continues from the southern end of the mainline for another 48 miles (77 km) to US Highway 1 in Florida City. The slogan for the road is "The Less Stressway". The mainline opened in stages between 1957 and 1964, while the extension was completed in 1974. The turnpike runs through Miami, Fort Lauderdale, and West Palm Beach, where it parallels I-95, and through Orlando, where it crosses I-4.

State Road 528 (SR 528), alternatively named the Martin Andersen Beachline Expressway, is a partially-tolled freeway in the U.S. state of Florida; it is maintained by the Florida's Turnpike Enterprise (FTE), the Central Florida Expressway Authority (CFX), and the Florida Department of Transportation (FDOT). Spanning approximately 53 miles (85 km) along a west–east axis, it connects Interstate 4 (I-4) in Orlando with I-95, Titusville, and Cape Canaveral on the Space Coast. The Central Florida Expressway Authority (CFX) is a highway authority responsible for construction, maintenance and operation of toll roads in five counties of Greater Orlando. It was created in 2014 to replace the Orlando–Orange County Expressway Authority (OOCEA), which only had authority in Orange County, and as of 2016 no roads outside that county have been added to the system. Other toll roads in the area are operated by Florida's Turnpike Enterprise and the Osceola County Expressway Authority; with the latter of which possibly merging into CFX some time after 2018.

State Road 417 (SR 417), also known as the Central Florida GreeneWay, Seminole County Expressway, Eastern Beltway and Orlando East Bypass, is a controlled-access toll road forming the eastern beltway around the city of Orlando, Florida, United States. It is owned and maintained by the Central Florida Expressway Authority (CFX) and Florida's Turnpike Enterprise. The CFX section was posthumously named after former Orlando Orange County Expressway Authority chairman Jim Greene.

State Road 408 (SR 408), officially named the Spessard L. Holland East–West Expressway, is a controlled-access toll road running east–west through Orlando, Florida, United States. It is owned and operated by the Central Florida Expressway Authority (CFX), except for the westernmost mile (1.5 km), which is owned by Florida's Turnpike Enterprise as a connection to Florida's Turnpike. The Florida High-Speed Corridor is a canceled high-speed rail project in the U.S. state of Florida. Initial service would have run between the cities of Tampa and Orlando, with plans to then extend service to South Florida, terminating in Miami. Trains with a top speed of 168 mph (270 km/h) to 186 mph (300 km/h) would run on dedicated rail lines alongside the state's existing highway network.

State Road 451 (SR 451) is a 1.9-mile (3.1 km) controlled-access toll road connecting SR 414 and SR 429 north to US 441. The entire route is within Apopka.

State Road 551, locally known as Goldenrod Road and Palmetto Avenue, forms a north–south surface street bypass of Orlando to the east.

State Road 429 (SR 429), also known as the Daniel Webster Western Beltway or Western Expressway south of US 441, and the Wekiva Parkway north of US 441, is a controlled-access toll road built and maintained by the Central Florida Expressway Authority (CFX), the Florida's Turnpike Enterprise, and the Florida Department of Transportation (FDOT). Its mainline extends 51.77 miles (83.32 km) from I-4 (SR 400) in Four Corners north to I-4 in Sanford. Control cities are Apopka and Tampa although the control cities for traffic at the entrances at US 441 and north are Orlando, Tampa, and Daytona Beach. SR 429 was originally planned as a western half of SR 417.

It connects Walt Disney World with Interstate 4 and Florida's Turnpike before terminating at Simpson Road near Buenaventura Lakes, and is maintained by Osceola County. Only the section between the Southern Connector and a toll plaza east of Shingle Creek is tolled; the rest includes mainly at-grade intersections. A portion of the Osceola Parkway was once called Dart Boulevard.

State Road 520 (SR 520) is a 34.5-mile (55.5 km) east–west state highway in central Florida, United States, connecting with SR 50 in the Orlando area with SR A1A in Cocoa Beach.

State Road 516 (SR 516) is a proposed toll road by the Central Florida Expressway Authority (CFX). When constructed, it will serve an important transportation link between US Highway 27 (US 27) in Lake County and SR 429 in Orange County. It will also contain a full interchange with the planned County Road 455 (CR 455) extension providing access to nearby Schofield Road, and a partial interchange with Valencia Parkway featuring an eastbound exit and westbound entrance ramps. The proposed expressway would contain two 12-foot (3.7 m) travel lanes in each direction, and two 12-foot (3.7 m) shoulders on each side of the roadway in each direction. It also is planned to feature a recreational trail along the south side of the expressway that would extend from US 27 and ending its alignment with SR 516 at the CR 455 interchange. It also is going to be part of a pilot project with ASPIRE in pavement charging of electric vehicles. As part of construction, US 27 would slightly be shifted eastward in the area to avoid disruption to the Lake Louisa State Park on the western side of the roadway.

<span class="mw-page-title-main">Florida State Road 414</span> State highway in Florida

State Road 414 (SR 414) is a limited-access highway in the U.S. state of Florida encompassing the John Land Apopka Expressway and Maitland Boulevard.

The Tampa Hillsborough Expressway Authority (THEA) owns, operates and maintains the Lee Roy Selmon Expressway in Tampa. The Selmon Expressway is a tolled highway. The Reversible Express Lanes (REL), a highway within a highway, runs in the middle on the eastern side of the highway with two non-tolled feeder roads, Brandon Parkway in Brandon and Meridian Avenue in Tampa, providing the entrance and exit to the REL. Additionally, THEA owns and operates the Selmon Greenway, a multipurpose recreational pathway running beneath and alongside the Lee Roy Selmon Expressway.

State Road 538 (SR 538), also known as the Poinciana Parkway, is a 7.2-mile (11.6 km) controlled-access toll road built in Osceola and Polk Counties, Florida. Construction began in 2013 and was completed in 2016. The road had been planned for decades to provide a traffic outlet from Poinciana northwest to US 17/US 92 and Interstate 4. Costs skyrocketed after land along the planned route was converted to a mitigation bank, requiring a bridge to span most of the 1.2 miles (1.9 km) stretch through the restored wetland. The road was originally planned to be built by Avatar—the primary developer of Poinciana—as a four-lane, limited-access highway; after the decision was made to build the bridge across the mitigation bank a toll was planned for the bridge segment of the road, but the collapse of the 2000s housing bubble and increased costs forced Avatar to abandon their plans to build the private toll road. About the same time, Osceola County formed the Osceola County Expressway Authority to build a loop road around the Kissimmee-St.Cloud area, which would include the Poinciana Parkway.
