The Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction is a panel created by Executive Order 13328, signed by U.S. President George W. Bush in February 2004. [1] [2] [3]
The impetus for the Commission lay with a public controversy occasioned by statements, including those of Chief of the Iraq Survey Group, David Kay, that the Intelligence Community had grossly erred in judging that Iraq had been developing weapons of mass destruction (WMD) before the March 2003 start of Operation Iraqi Freedom. President Bush therefore formed the Commission, but gave it a broad mandate not only to look into any errors behind the Iraq intelligence, but also to look into intelligence on WMD programs in Afghanistan and Libya, as well as to examine the capabilities of the Intelligence Community to address the problem of WMD proliferation and "related threats." However, the commission was not directed to examine the extent to which the Bush administration may have manipulated the intelligence. [4]
Following intense study of the American Intelligence Community, the Commission delivered its report to the President on March 31, 2005, the so-called Robb-Silberman Report. [5]
Regarding Iraq, the Commission concluded that the United States Intelligence Community was wrong in almost all of its pre-war judgments about Iraq's alleged weapons of mass destruction and that this constituted a major intelligence failure.
The Intelligence Community's performance in assessing Iraq's pre-war weapons of mass destruction programs was a major intelligence failure. The failure was not merely that the Intelligence Community's assessments were wrong. There were also serious shortcomings in the way these assessments were made and communicated to policymakers.
The Commission's report also described systemic analytical, collection, and dissemination flaws that led the intelligence community to erroneous assessments about Iraq's alleged WMD programs. Chief among these flaws were "an analytical process that was driven by assumptions and inferences rather than data", failures by certain agencies to gather all relevant information and analyze fully information on purported centrifuge tubes, insufficient vetting of key sources, particularly the source "Curveball," and somewhat overheated presentation of data to policymakers.
The 601-page document detailed many U.S. intelligence failures and identified intelligence breakdowns in dozens of cases. Some of the conclusions reached by the report were:
The report also looked forward, recommending a large number of organizational and structural reforms. Of the 74 recommendations to the President, he fully accepted 69 in a public statement released on June 29, 2005.
The Commission's mission is, in part, "to ensure the most effective counter-proliferation capabilities of the United States and response to the September 11, 2001, terrorist attacks and the ongoing threat of terrorist activity." With regard to Iraq, the commission was meant to "specifically examine the Intelligence Community's intelligence prior to the initiation of Operation Iraqi Freedom and compare it with the findings of the Iraq Survey Group and other relevant agencies or organizations concerning the capabilities, intentions, and activities of Iraq relating to the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of Weapons of Mass Destruction and related means of delivery."

The first seven members of the panel were appointed on February 6, 2004, the date of the executive order which created it. The final two members, Vest and Rowen, were appointed on February 13. Vice Admiral John Scott Redd served as the Executive Director for the Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction sometimes called the Iraq Intelligence Commission. He also served as the first Director of the National Counterterrorism Center under President George W. Bush and founded and served as the first Commander of the United States Navy Fifth Fleet (COMFIFTHFLT).
Days before the American commission was announced, the government of the United Kingdom, the U.S.'s primary ally during the Iraq War, announced a similar commission to investigate British intelligence, known as the Butler Inquiry or the Butler Review.
The commission was independent and separate from the 9-11 Commission.
A weapon of mass destruction (WMD) is a biological, chemical, radiological, nuclear, or any other weapon that can kill or significantly harm many people or cause great damage to artificial structures, natural structures, or the biosphere. The scope and usage of the term has evolved and been disputed, often signifying more politically than technically. Originally coined in reference to aerial bombing with chemical explosives during World War II, it has later come to refer to large-scale weaponry of warfare-related technologies, such as biological, chemical, radiological, or nuclear warfare.

Iraq actively researched and later employed weapons of mass destruction (WMD) from 1962 to 1991, when it destroyed its chemical weapons stockpile and halted its biological and nuclear weapon programs as required by the United Nations Security Council. The fifth president of Iraq, Saddam Hussein, was internationally condemned for his use of chemical weapons against Iranian and Kurdish civilians during the Iran–Iraq War in the 1980s. Saddam pursued an extensive biological weapons program and a nuclear weapons program, though no nuclear bomb was built. After the Gulf War, the United Nations located and destroyed large quantities of Iraqi chemical weapons and related equipment and materials; Iraq ceased its chemical, biological and nuclear programs.
Iraq's Weapons of Mass Destruction: The Assessment of the British Government, also known as the September Dossier, was a document published by the British government on 24 September 2002. Parliament was recalled on the same day to discuss the contents of the document. The paper was part of an ongoing investigation by the government into weapons of mass destruction (WMD) in Iraq, which ultimately led to the invasion of Iraq six months later. It contained a number of allegations according to which Iraq also possessed WMD, including chemical weapons and biological weapons. The dossier even alleged that Iraq had reconstituted its nuclear weapons programme.
The Iraq Survey Group (ISG) was a fact-finding mission sent by the multinational force in Iraq to find the weapons of mass destruction alleged to be possessed by Iraq that had been the main ostensible reason for the invasion in 2003. Its final report, Comprehensive Report of the Special Advisor to the Director of Central Intelligence on Iraq WMD, was submitted to Congress and the president in 2004. It consisted of a 1,400-member international team organized by the Pentagon and Central Intelligence Agency to hunt for the alleged stockpiles of weapons of mass destruction, including chemical and biological agents, and any supporting research programs and infrastructure that could be used to develop WMD. The report acknowledged that only small stockpiles of chemical WMDs were found, the numbers being inadequate to pose a militarily significant threat.
David A. Kay was an American weapons expert, political commentator, and senior fellow at the Potomac Institute for Policy Studies. He was best known for his time as United Nations Chief Weapons Inspector following the first Gulf War and for leading the Iraq Survey Group's search for weapons of mass destruction following the 2003 invasion of Iraq. Upon presentation of the Group's finding that there had been significant errors in pre-war intelligence concerning Iraq's weapons programs, Kay resigned. The ensuing controversy served as impetus for the formation of the Iraq Intelligence Commission.
The Senate Report on Iraqi WMD Intelligence was the report by the United States Senate Select Committee on Intelligence concerning the U.S. intelligence community's assessments of Iraq during the time leading up to the 2003 invasion of Iraq. The report, which was released on July 9, 2004, identified numerous failures in the intelligence-gathering and -analysis process. The report found that these failures led to the creation of inaccurate materials that misled both government policy makers and the American public.

Rafid Ahmed Alwan al-Janabi, known by the Defense Intelligence Agency cryptonym "Curveball", is a German citizen who defected from Iraq in 1999, claiming that he had worked as a chemical engineer at a plant that manufactured mobile biological weapon laboratories as part of an Iraqi weapons of mass destruction (WMD) program. Alwan's allegations were subsequently shown to be false by the Iraq Survey Group's final report published in 2004.
Aluminum tubes purchased by the nation of Iraq were intercepted in Jordan in 2001. In September 2002 they were publicly cited by the White House as evidence that Iraq was actively pursuing an atomic weapon. Prior to the 2003 invasion of Iraq, many questioned the validity of the claim. After the invasion, the Iraq Survey Group determined that the best explanation for the tubes' use was to produce conventional 81-mm rockets; no evidence was found of a program to design or develop an 81-mm aluminum rotor uranium centrifuge.
During the lead-up to the Iraq War, the United States had alleged that Iraq owned bioreactors, and other processing equipment to manufacture and process biological weapons that can be moved from location to location either by train or vehicle. Subsequent investigations failed to find any evidence of Iraq having access to a mobile weapons lab.

A dispute exists over the legitimacy of the 2003 invasion of Iraq. The debate centers around the question whether the invasion was an unprovoked assault on an independent country that may have breached international law, or if the United Nations Security Council authorized the invasion. Those arguing for its legitimacy often point to Congressional Joint Resolution 114 and UN Security Council resolutions, such as Resolution 1441 and Resolution 678. Those arguing against its legitimacy also cite some of the same sources, stating they do not actually permit war but instead lay out conditions that must be met before war can be declared. Furthermore, the Security Council may only authorise the use of force against an "aggressor" in the interests of preserving peace, whereas the 2003 invasion of Iraq was not provoked by any aggressive military action.

Tyler Scott Drumheller was an American Central Intelligence Agency (CIA) officer who served during the Cold War and early War on Terror, advancing to chief of the European division for clandestine operations in the Directorate of Operations from 2001 until his retirement in 2005. He later became known for exposing the Bush White House's use of intelligence from Curveball, an unreliable Iraqi intelligence source managed by the German BND, to mislead policymakers and the public in the lead up to the 2003 invasion of Iraq.
The United Nations Monitoring, Verification and Inspection Commission (UNMOVIC) and the U.S.-led Iraq Survey Group (ISG) failed to find any of the alleged stockpiles of weapons of mass destruction in Iraq that were used as an impetus for the 2003 invasion. The United States effectively terminated the search effort for unconventional weaponry in 2005, and the Iraq Intelligence Commission concluded that the judgements of the U.S. intelligence community about the continued existence of weapons of mass destruction and an associated military program were wrong. The official findings by the CIA in 2004 were that Iraqi leader Saddam Hussein "did not possess stockpiles of illicit weapons at the time of the U.S. invasion in March 2003 and had not begun any program to produce them."
This article deals with activities of the U.S. Central Intelligence Agency, specifically dealing with arms control, weapons of mass destruction (WMD) and weapons proliferation. It attempts to look at the process of tasking and analyzing, rather than the problem itself, other than whether the CIA's efforts match its legal mandate or assists in treaty compliance. In some cases, the details of a country's programs are introduced because they present a problem in analysis. For example, if Country X's policymakers truly believe in certain history that may not actually be factual, an analyst trying to understand Country X's policymakers needs to be able to understand their approach to an issue.
The Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism of the United States Congress was set up "to assess, within 180 days, any and all of the nation's activities, initiatives, and programs to prevent weapons of mass destruction proliferation and terrorism." The Weapons of Mass Destruction Commission (WMDC) is established on an initiative by the late Foreign Minister of Sweden, Anna Lindh, acting on a proposal by then United Nations Under-Secretary-General Jayantha Dhanapala. The Swedish Government invited Hans Blix to set up and chair the Commission. He presented the composition of the Commission to the public on 16 December 2003 and explained what he saw were major tasks for it.
