    Graham Tillett Allison Jr. is an American political scientist and the Douglas Dillon Professor of Government at the John F. Kennedy School of Government at Harvard University. He is known for his contributions in the late 1960s and early 1970s to the bureaucratic analysis of decision making, especially during times of crisis. His book Remaking Foreign Policy: The Organizational Connection, co-written with Peter Szanton, was published in 1976 and influenced the foreign policy of the Carter administration. Since the 1970s, Allison has also been a leading analyst of U.S. national security and defense policy, with a special interest in nuclear weapons and terrorism.

    Douglas William Elmendorf is an American economist who is the dean and Don K. Price Professor of Public Policy at the John F. Kennedy School of Government. He previously served as the Director of the Congressional Budget Office (CBO) from 2009 to 2015. He was a Brookings Institution senior fellow from 2007 to 2009, and briefly in 2015 following his time at the CBO, and was a director of the Hamilton Project at Brookings.

    Charles D. Kolstad is an American economist, known for his work in environmental economics, environmental regulation, climate change and energy markets. He is professor and senior fellow at Stanford University. Prior to his appointment at Stanford, he was professor of economics at the University of California, Santa Barbara, appointed to both the Bren School of Environmental Science & Management and the department of economics. Kolstad was also chair of the UCSB Department of Economics and co-director of the University of California Center for Energy & Environmental Economics. He has previously held a wide variety of academic positions, including at the University of Illinois, Harvard University, Stanford University and MIT.
