Javan Daniel "J. D." Mesnard [1] (born May 15,1980 in Tampa,Florida) [2] is an American politician and a Republican member of the Arizona Senate representing District 13 since 2023. He previously represented District 17 from 2019 to 2023.
Mesnard spent eight years as a staffer for the Arizona Senate before being elected to the Arizona House of Representatives (where he was Speaker of the House for one term),from District 21 (Chandler,Gilbert,Sun Lakes,Mesa,Queen Creek) from 2011 to 2013,and then from District 17 (Chandler,Gilbert,Sun Lakes) from 2013 to 2019. Mesnard was elected to the state Senate in 2018,and took office in 2019.
Mesnard is on the adjunct faculty at Mesa Community College. [3]
Mesnard earned his bachelor's degree in music composition from Arizona State University,his master's degree in business from University of Phoenix,and his master's in public administration from Keller Graduate School of Management (now DeVry University).
Prior to running for office,Mesnard spent eight years working at the Arizona Senate where he served as a policy advisor.
Mesnard was elected to the Arizona House of Representatives in the 2010 elections,and took office in January 2011. He was Speaker Pro Tempore under Speaker Tobin from 2013 to 2014. He was Speaker of the House for the 2017–2018 term.
As House speaker,Mesnard was a key supporter of school voucher expansion legislation;the proposal passed the legislature,but a grassroots group collected enough signatures to refer the issue to voters. In November 2018,the voucher-expansion proposal (Proposition 305) was rejected by a large margin. [4]
Mesnard was elected to the Arizona Senate in the 2018 elections,taking office in January 2019. He chairs the Senate Commerce Committee and previously chaired the Finance Committee. [5]
In 2019,Mesnard introduced legislation to create the position of lieutenant governor of Arizona beginning in 2026. Arizona is one of a minority of states without the office;Arizona voters had previously rejected proposals to create the office in 1994 and 2010. [6] [7]
Mesnard voted against repealing Arizona's 1846 total ban on abortion. [8]
Mesnard opposes the Affordable Care Act (Obamacare). [9] He also opposes Medicaid expansion,which Arizona adopted in 2013. [10] In 2015,Mesnard was among 36 current and former Republican lawmakers who filed an unsuccessful lawsuit seeking to overturn Arizona's Medicaid expansion on the grounds that an assessment imposed on hospitals was a tax that,under Proposition 108 (a ballot initiative passed in 1992),required the approval of a two-thirds majority of the Legislature. The lawsuit was unanimously rejected by the Arizona Supreme Court in a 2017 decision. [11]

Shope Jr. is an American Republican politician and businessman who has been a member of the Arizona Legislature from the 16th Legislative District,which covers central and eastern Pinal County and southern Gila County. First elected to the Arizona House of Representatives in 2012,he was a member of the House from January 2013 to January 2021;in the latter part of his time in the state House,he was Speaker Pro Tempore. Shope was elected to the Arizona State Senate in November 2020,and took office in January 2021.

She previously served in the Arizona House of Representatives from 2013 to 2019. Ugenti served consecutively from January 10,2011 until January 14,2013 in the District 8 seat. She was a candidate for Secretary of State of Arizona in the 2022 election,but lost in the Republican primary.
Justin Olson is an American politician who served as a member of the Arizona Corporation Commission. Olson is a former member of the Arizona House of Representatives representing District 25 from January 14,2013,until 2017. He is a member of the Republican Party.
Rick Gray is an American politician and former member of the Arizona Senate as well as a former Republican member of the Arizona House of Representatives representing District 21. Gray previously served consecutively from January 10,2011,until January 14,2013,in the District 9 seat. In 2016,Gray ran for the ⠀⠀Arizona Corporation Commission⠀seat Arizona Corporation Commission but placed fourth in the Republican primary. In 2018,Gray was appointed to fill the Arizona State Senate seat vacated by Debbie Lesko after she resigned to run for Congress. Gray would leave office on January 9,2023.

A member of the Republican Party,Lesko previously served in the Arizona State Legislature from 2009 to 2018.

Gowan Sr. is an American politician who currently serves in the Arizona Senate from January 14,2019,and previously as Speaker of the Arizona House of Representatives for the 2015–2017 legislative session and a Representative for Legislative District 14 from January 14,2013,to January 9,2017. Gowan served consecutively from January 2009 until January 14,2013 in the District 30 seat which redistricted into District 14 in 2012. In 2013,he was elected Majority Leader of the Republican Party in the House of Representatives. In 2015,Gowan was elected to serve as Speaker of the House. On October 5,2015,Gowan announced his candidacy for Arizona's 1st congressional district,but withdrew before the Republican primary.

Steven B. Yarbrough is an American politician. A Republican,he was the president of the Arizona Senate,and represented District 17 from January 14,2013 to January 14,2019. Yarbrough served in the Arizona State Legislature from January 2003 until January 2011 in the Arizona House of Representatives District 21 seat,then in the Arizona Senate in the District 21 seat from January 10,2011 until January 14,2013 for his first term in the Senate. This District was renumbered from 21 to 17 in 2012,although it remained substantially the same geographically.
Gail Griffin is an American politician and a Republican member of the Arizona House of Representatives. She previously served in the Arizona Senate representing District 14 from 2013 to 2019. Griffin served consecutively in the Arizona Senate in the District 20 seat from January 10,2011,until January 14,2013,but served non-consecutively in the Arizona State Legislature from January 1997 until January 2001 in the Arizona House of Representatives District 8 seat. In 2019 Griffin proposed a bill to fund a US-Mexican border wall by levying a tax on Arizonans who look at pornography.

All of Arizona's executive offices were up for election as well as a United States Senate seat and all of Arizona's nine seats in the United States House of Representatives. The Republican Party won the majority of statewide offices,albeit by much narrower margins than in previous elections,while the Democratic Party picked up three statewide offices.
