Sydney was founded in 1785 by the British, was incorporated as a city in 1904, and dissolved on 1 August 1995, when it was amalgamated into the regional municipality.

On January 24, 2018, the provincial government announced that the Halifax Regional School Board would be dissolved and that kindergarten to grade 12 education services in Halifax would administered by an appointed provincial council. The Halifa Regional School Board was dissolved on March 31, 2018.

Encompassing grades 10 through 12, Halifax West High School offers a variety of courses in both French and English as well as International Baccalaureate (IB) diplomas for its enrollment of 1550 students as of September 2015. Halifax West has four feeder schools: Fairview Junior High, Clayton Park Junior High, Park West School, and Brookside Junior High. It is also home to the Bella Rose Arts Centre. Halifax West also hosted The Canadian Student Leadership Conference in September 2015, an event that drew hundreds of student participants from across Canada. The Halifax West High School was opened in the year 1958 and was closed the year 2000, it was reopened in 2003.

A member of the Progressive Conservative Party of Nova Scotia, he represents the electoral district of Pictou East. Houston also served as the leader of the opposition from 2018 to 2021. He and the Progressive Conservative party won a majority government in the 2021 Nova Scotia general election, becoming the first Progressive Conservative premier since 2009.

He serves in the Nova Scotia House of Assembly for the Nova Scotia Liberal Party, representing the electoral district of Timberlea-Prospect. Rankin was first elected in the 2013 Nova Scotia general election and was re-elected in the 2017 general election. On February 6, 2021, Rankin was announced the Leader of the Nova Scotia Liberal Party.
