Wolcott grew up in Martin,Ottawa County,Ohio. She graduated from Genoa Area High School in 1972,and went on to study at Bowling Green State University. [1]

Wolcott was appointed as United States Ambassador to the United Nations International Organizations in Vienna in October 2018,after being confirmed by the United States Senate on September 24,2018. [3] She completed her assignment and permanently departed her post at USUNVIE on Monday,January 18,2021,two days before the inauguration of President Joe Biden. [4]
A diplomatic mission or foreign mission is a group of people from a state or organization present in another state to represent the sending state or organization officially in the receiving or host state. In practice,the phrase usually denotes an embassy or high commission,which is the main office of a country's diplomatic representatives to another country;it is usually,but not necessarily,based in the receiving state's capital city. Consulates,on the other hand,are smaller diplomatic missions that are normally located in major cities of the receiving state. As well as being a diplomatic mission to the country in which it is situated,an embassy may also be a nonresident permanent mission to one or more other countries.
An ambassador is an official envoy,especially a high-ranking diplomat who represents a state and is usually accredited to another sovereign state or to an international organization as the resident representative of their own government or sovereign or appointed for a special and often temporary diplomatic assignment. The word is also used informally for people who are known,without national appointment,to represent certain professions,activities,and fields of endeavor,such as sales.
Ambassadors of the United States are persons nominated by the president to serve as the United States' diplomatic representatives to foreign nations,international organizations,and as ambassadors-at-large. Under Article II,Section 2 of the U.S. Constitution,their appointment must be confirmed by the United States Senate;while an ambassador may be appointed during a recess,they can serve only until the end of the next session of Congress,unless subsequently confirmed.
The United States order of precedence is an advisory document maintained by the Ceremonials Division of the Office of the Chief of Protocol of the United States which lists the ceremonial order,or relative preeminence,for domestic and foreign government officials at diplomatic,ceremonial,and social events within the United States and abroad. The list is used to mitigate miscommunication and embarrassment in diplomacy,and offer a distinct and concrete spectrum of preeminence for ceremonies. Often the document is used to advise diplomatic and ceremonial event planners on seating charts and order of introduction. Former presidents,vice presidents,first ladies,second ladies,and secretaries of state and retired Supreme Court justices are also included in the list.
Goodwill ambassador is a post-nominal honorific title,a professional occupation and/or authoritative designation that is assigned to a person who advocates for a specific cause or global issue on the basis of their notability such as a public figure,advocate or an authoritative expert. Sometimes the role of a goodwill ambassador is presented as "Ambassador" or "Goodwill Ambassador" preceding the first and last name,the titled name of the individual is always presented with an organizational,regional or national affiliation. Goodwill ambassadors generally deliver goodwill by promoting ideals or positions from one entity to another,or to a population to establish a benevolent relationship. A goodwill ambassador may be an individual from one country who resides in or travels to another country on a diplomatic mission at a peer to peer level. This can be country to country,state to state,city to city,or as an intermediate emissary representative of the people of a specific organization or cultural group,such as an indigenous tribe,marginalized people or enclave population.
The Bureau of International Organization Affairs (IO) is a bureau in the United States Department of State that creates and executes U.S. policy in the United Nations and other international organizations. It is headed by the Assistant Secretary of State for International Organization Affairs. The IO is charged with developing and implementing the policies of the U.S. government with respect to the United Nations and its affiliated agencies,as well as within certain other international organizations. The Bureau of International Organization Affairs was created in order to strengthen the United States involvement in important international relations.
