Wolcott grew up in Martin,Ottawa County,Ohio. She graduated from Genoa Area High School in 1972,and went on to study at Bowling Green State University. [1]

Wolcott was appointed as United States Ambassador to the United Nations International Organizations in Vienna in October 2018,after being confirmed by the United States Senate on September 24,2018. [3] She completed her assignment and permanently departed her post at USUNVIE on Monday,January 18,2021,two days before the inauguration of President Joe Biden. [4]
A diplomatic mission or foreign mission is a group of people from a state or organization present in another state to represent the sending state or organization officially in the receiving or host state. In practice,the phrase usually denotes an embassy,which is the main office of a country's diplomatic representatives to another country;it is usually,but not necessarily,based in the receiving state's capital city. Consulates,on the other hand,are smaller diplomatic missions that are normally located in major cities of the receiving state. As well as being a diplomatic mission to the country in which it is situated,an embassy may also be a nonresident permanent mission to one or more other countries.
The Organization for Security and Co-operation in Europe (OSCE) is the world's largest regional security-oriented intergovernmental organization with observer status at the United Nations. Its mandate includes issues such as arms control,promotion of human rights,freedom of the press,and free and fair elections. It employs around 3,460 people,mostly in its field operations but also in its secretariat in Vienna,Austria,and its institutions.

Former presidents,vice presidents,first ladies,second ladies,and secretaries of state and retired Supreme Court justices are also included in the list.
The Bureau of International Organization Affairs (IO) is a bureau in the United States Department of State that creates and executes U.S. policy in the United Nations and other international organizations. It is headed by the Assistant Secretary of State for International Organization Affairs. The IO is charged with developing and implementing the policies of the U.S. government with respect to the United Nations and its affiliated agencies,as well as within certain other international organizations. The Bureau of International Organization Affairs was created in order to strengthen the United States involvement in important international relations.
