Lacey Edward Putney was an American politician. He was a member of the Virginia House of Delegates from January 1962 until January 2014, making him the longest-serving member in the history of the Virginia General Assembly and one of the longest-serving state legislators in American history. He represented a district centered around his hometown of Bedford for his entire career, and at various times represented parts of neighboring Bedford and Botetourt counties.

In addition, all of Virginia's House of Delegates seats were up for re-election. Primary elections for the House of Delegates and the governor were held on June 13, 2017. Ralph Northam (D) was elected to become the 73rd Governor of Virginia, Justin Fairfax (D) was elected to become the 41st Lieutenant Governor of Virginia, and Mark Herring (D) was reelected as the 47th Attorney General of Virginia.
The Virginia House of Delegates election of 2017 was held on Tuesday, November 7. All 100 seats in the Virginia House of Delegates were contested. The Republican Party held a 66–34 majority in the House of Delegates before the election but lost 15 seats to the Democratic Party, resulting in the Republicans holding a 50–49 advantage. After a recount, the result of the election in the 94th district was called a tie. The candidate to hold the seat was determined by random drawing on January 4, 2018, which resulted in the Republicans holding a 51–49 majority.

A member of the Democratic Party, he defeated Jackson Miller, the Republican House Majority Whip, to win the seat. Born in North Carolina, Carter is an IT specialist and a former U.S. Marine. The first openly communist state delegate in the United States since 1929, Carter served on the Finance Committee and the Militia, Police and Public Safety Committee. In 2017, he was endorsed by the Democratic Socialists of America (DSA), of which he was then a member.
