In the United States, a special counsel is a lawyer appointed to investigate, and potentially prosecute, a particular case of suspected wrongdoing for which a conflict of interest exists for the usual prosecuting authority. Other jurisdictions have similar systems. For example, the investigation of an allegation against a sitting president or attorney general might be handled by a special prosecutor rather than by an ordinary prosecutor who would otherwise be in the position of investigating their own superior. Special prosecutors also have handled investigations into those connected to the government but not in a position of direct authority over the Justice Department's prosecutors, such as cabinet secretaries or election campaigns.

The Mueller special counsel investigation was an investigation into Russian interference in the 2016 United States elections, links between Trump associates and Russian officials and spies, and possible obstruction of justice by Trump and his associates. The investigation was conducted by special prosecutor Robert Mueller from May 2017 to March 2019. It was also called the Russia investigation, the Mueller probe, and the Mueller investigation. The Mueller investigation culminated with the Mueller report, which concluded that though the Trump campaign welcomed Russian interference and expected to benefit from it, there was insufficient evidence of a criminal conspiracy to charge members of the campaign. The report did not reach a conclusion about possible obstruction of justice by Trump, citing a Justice Department guideline that prohibits the federal indictment of a sitting president. The investigation resulted in charges against 34 individuals and 3 companies, 8 guilty pleas, and a conviction at trial.
Andrew A. Weissmann is an American attorney and professor. He was an Assistant United States Attorney from 1991 to 2002, where he prosecuted high-profile organized crime cases. He served as a lead prosecutor in Robert S. Mueller's Special Counsel's Office (2017–2019), as Chief of the Fraud Section in the Department of Justice (2015–2017) and is currently a professor at NYU Law School.

On January 12, 2023, Attorney General Merrick Garland appointed Hur to the role of Special Counsel responsible for investigating President Joe Biden's handling of classified documents found at Biden's home and at the Penn Biden Center.
Aaron Mortimer Zebley is an American attorney and former FBI special agent who was the deputy special counsel of the Special Counsel investigation headed by Robert Mueller. He was the former chief of staff to Mueller at the FBI. Zebley followed Mueller from the Federal Bureau of Investigation to the law firm WilmerHale and also subsequently left when Mueller resigned to become the special counsel, along with James L. Quarles.
The 2017-2019 Special Counsel investigation involved multiple legal teams, specifically the attorneys, supervised by Special Counsel Robert Mueller, taking part in the investigation; the team representing President Trump in his personal capacity; and the team representing the White House as an institution separate from the President.
Timothy Shea is an American attorney and prosecutor who served as acting Administrator of the Drug Enforcement Administration from 2020 to 2021. Previously, he was interim United States attorney for the District of Columbia, the country's largest U.S. attorney's office; a senior counselor to U.S. Attorney General William Barr at the Department of Justice; a lobbyist; and private corporate lawyer.
