The Jane Byrne Interchange (until 2014, Circle Interchange) is a major freeway interchange near downtown Chicago, Illinois, known locally as "The Lady in the Middle". It is the junction between the Dan Ryan, Kennedy and Eisenhower Expressways (I-90/I-94 and I-290), and Ida B. Wells Drive. [1] In a dedication ceremony held on August 29, 2014, the interchange was renamed in honor of former Chicago mayor Jane M. Byrne (1979–1983). [2]

First developed in the late 1950s and 1960s, over time the interchange in its original configuration became notorious for traffic jams. In 2004, it was rated as the country's third-worst traffic bottleneck, with approximately 400,000 vehicles using it per day. [3] [4] In a 2010 study of freight congestion (truck speed and travel time), the U.S. Department of Transportation ranked this section of I-290 as having the worst congestion in the United States. [5] This led to an $800 million reconfiguration begun in 2013 and completed in December 2022. [6]

This interchange as originally built was an asymmetrical turbine interchange, with each of the four mainlines having a single entrance and exit serving both directions of the crossing highway. It did not use the quadruple-decker architecture commonly associated with stack interchanges. Instead, it had a flattened layout, using the long, curving ramps to circumnavigate the crossing of the mainlines. This resulted in fewer tall bridges and gave the interchange its distinctive "circle" appearance.[ citation needed ] Since 2016, it has had a three-level stack in the center due to the realignment of the north-to-west ramp.

Both I-90/I-94 and I-290/Ida B. Wells Drive have four lanes in each direction at this interchange (three lanes prior to December 2022). Most of the ramps leading to and from the freeways are one lane wide, except for the ramps from eastbound I-290 to I-90/94 in both directions and the ramp from I-90/94 westbound/Dan Ryan Expressway to I-290; these ramps are two lanes wide. [7]

This interchange centers on Ida B. Wells Drive (the east–west surface street that is the continuation of the Eisenhower Expressway beyond its terminus several blocks east of the interchange) and extends roughly from Halsted Street on the west to Jefferson Street on the east.[ citation needed ]

The tracks of the Chicago Transit Authority Blue Line 'L' train pass directly underneath the center of the interchange, running in an east–west direction, as they transition from surface operation in the median of the Eisenhower Expressway, to a subway to the east of the Interchange. This complicates where support columns could be located in any future construction at this interchange. [8]

History

Originally known as the Congress Interchange and changed to Circle Interchange in 1964, it was built in the late 1950s and early 1960s, at the same time as the construction of the Kennedy Expressway.[ citation needed ]

The University of Illinois at Chicago is to the southwest of the interchange. When the campus opened in 1965, it was called the University of Illinois at Chicago Circle, making it the only university in the world known to be named after a freeway interchange. [9] [10] [11]

Due to its congestion, the May 2008 issue of Popular Mechanics listed this interchange among their list of the 10 Pieces of U.S. Infrastructure We Must Fix Now. [3]

In a dedication ceremony held on August 29, 2014, this interchange, formerly called the Circle Interchange, was renamed the Jane Byrne Interchange in honor of former Chicago Mayor Jane M. Byrne (1979–1983). [2] The market's radio and television traffic reporting services immediately instituted the interchange's new name, although many went with a dual reference of the "Jane Byrne–Circle Interchange" during a transition period until the services updated their maps and road signage was changed to reflect the new name, to avert confusion.

In August 2012, the Illinois Department of Transportation (IDOT) began the planning and design phases for the potential rehabilitation of this interchange. [12] It has established a project web site, which is being used to schedule public meetings. [12] [13]

On April 3, 2013, the Chicago Tribune featured a front-page article on the estimated $420 million project, which was slated to take four years. [14] [15] The project began in late 2013. [16] The interchange, as well as a series of overpasses surrounding it, would receive a complete overhaul, including the addition of a flyover ramp from northbound I-90/I-94 to westbound I-290. It also sought to move the Taylor Street exit (from eastbound I-90/I-94 traffic) north.

The northwest flyover of the Jane Byrne Interchange opened on December 4, 2016, after which the old ramp was closed and demolished. [17] [18] Several more ramps, as well as the expressways themselves, were rebuilt during the course of the project. One ramp that connects from northbound Dan Ryan to eastbound Ida B. Wells was closed from the spring of 2014 to September 7, 2019. On the same day, the second lane of the flyover ramp, as well as the Morgan Street off-ramp, opened. [19]

Delays and increasing costs led to a final completion date of December 16, 2022, at which time all lanes and ramps were opened to motorists. The estimated final cost of the reconstruction was $804.6 million. IDOT stated they expected a 50% reduction in traffic delays as a result of the project's conclusion. [20] [21] [22]

Like most other toll roads in the northeastern portion of the state, I-355 is maintained by the Illinois State Toll Highway Authority (ISTHA). I-355 runs from I-80 in New Lenox north to I-290 in Itasca, a distance of 32.5 miles (52.3 km). With the exception of a four-mile (6.4 km) expansion in 2009, from U.S. Route 34 to 75th Street, the highway is six lanes wide for its entire length.

The Dan Ryan Expressway is an expressway in Chicago that runs from the Jane Byrne Interchange with Interstate 290 (I-290) near Downtown Chicago through the South Side of the city. It is designated as both I-90 and I-94 south to 66th Street, a distance of 7.44 miles (11.97 km). South of 66th Street, the expressway meets the Chicago Skyway, which travels southeast; the I-90 designation transfers over to the Skyway, while the Dan Ryan Expressway retains the I-94 designation and continues south for 4.03 miles (6.49 km), ending at an interchange with I-57. This is a total distance of 11.47 miles (18.5 km). The highway was named for Dan Ryan Jr., a former president of the Cook County Board of Commissioners.

The John F. Kennedy Expressway is a nearly 18-mile-long (29 km) freeway in Chicago, Illinois, United States. Portions of the freeway carry I-190, I-90 and I-94. The freeway runs in a southeast–northwest direction between the central city neighborhood of the West Loop and O'Hare International Airport. The highway was named in commemoration of 35th US President John F. Kennedy. It conforms to the Chicago-area term of using the word expressway for an Interstate Highway without tolls. The Kennedy's official endpoints are the Jane Byrne Interchange with Interstate 290 and the Dan Ryan Expressway at the east end, and the O'Hare Airport terminals at the west end. I-190 runs from the western terminus at O'Hare Airport for 3.07 miles (4.94 km), where it meets I-90 and runs a further 6.29 miles (10.12 km), before joining with I-94 for the final 8.44 miles (13.58 km).

Interstate 294 (I-294) is a tolled auxiliary Interstate Highway in the northeastern part of the U.S. state of Illinois. Forming the southern portion of the Tri-State Tollway in Illinois, I-294 runs from South Holland at I-80/I-94 and Illinois Route 394 (IL 394) to Northbrook at I-94. I-294 is 53.42 miles (85.97 km) long; 5.32 miles (8.56 km) are shared with I-80. It serves as a bypass around the city of Chicago.

Illinois Route 394, also known as the Calumet Expressway, is a 14.6-mile-long (23.5 km) four-lane state highway that travels north from a junction with IL 1 south of Crete to an interchange in South Holland with Interstate 294/Interstate 94/Interstate 80. Although not an Interstate Highway, Illinois 394 is an Interstate-standard highway from its junction with Sauk Trail at Sauk Village to its northern terminus at the I-294/I-94/I-80 interchange in South Holland. IL 394 functions as a bypass of IL 1 to the west, of which it was formerly part, and provides access to southern suburbs of Chicago.

<span class="mw-page-title-main">Illinois Route 390</span> Highway in northeastern Illinois

Illinois Route 390 (IL 390), previously known as the Elgin–O'Hare Expressway, now known as the Elgin–O'Hare Tollway, is a 9.8-mile (15.8 km) controlled-access toll road in northeastern Illinois. IL 390 currently connects U.S. Route 20 in Hanover Park to the interchange with Illinois Route 83 and Thorndale Avenue in Wood Dale. The only other towns it borders are Schaumburg and Roselle. Construction is underway to extend the road from IL 83 to the western edge of O'Hare International Airport.

Interstate 290 (I-290) is an auxiliary Interstate Highway that runs westward from the Jane Byrne Interchange near the Chicago Loop. The portion of I-290 from I-294 to its east end is officially called the Dwight D. Eisenhower Expressway. In short form, it is known as "the Ike" or the Eisenhower. Before being designated the Eisenhower Expressway, the highway was called the Congress Expressway because of the surface street that was located approximately in its path and onto which I-290 runs at its eastern terminus in the Loop.

<span class="mw-page-title-main">Florida State Road 202</span> Highway in Florida

State Road 202 (SR 202) is a 13.042-mile-long (20.989 km) state highway that extends from U.S. Route 1, in Jacksonville, Florida to SR A1A, in Jacksonville Beach, near the Atlantic Ocean, just north of Ponte Vedra Beach, and includes a bridge over the Intracoastal Waterway. To locals, the road is better known as J. Turner Butler Boulevard, Butler Boulevard, or JTB. Despite being named as a boulevard, the road is a completely limited-access expressway, with the exception of the westernmost 0.5 miles between US 1 and Interstate 95 (I-95),. It was constructed in sections by the Jacksonville Transportation Authority. The first section opened in 1979, but the entire road was not completed until 1997.

Interstate 270 (I-270) makes up a large portion of the outer belt freeway in Greater St. Louis. The counterclockwise terminus of I-270 is at the junction with I-55 and I-255 in Mehlville, Missouri; the clockwise terminus of the freeway is at the junction with I-55 and I-70 north of Troy, Illinois. The entire stretch of I-270 is 50.59 miles (81.42 km).

Ida B. Wells Drive is a major east–west street in downtown Chicago, Illinois, in the United States. It runs east from the Jane Byrne Interchange, where it meets Interstate 90 (I-90), I-94 and I-290. At Wells Street, Ida B. Wells Drive continues as a surface street past State Street and Michigan Avenue, until ending at Columbus Drive in Grant Park in front of the Buckingham Fountain. In 2018, the editorial board of The New York Times praised the Chicago City Council's renaming of the street to honor the journalist and civil rights activist Ida B. Wells.
