Tsai was born on 14 March 1975 in Taichung, Taiwan. Her mother is from Wuqi, Taichung. Growing up, she spoke Taiwanese with her mother.[3] She attended Yudah High School of Commerce in Taipei with a focus in Japanese.[4]
