Jeff Shipley (born August 9,1988) is an American politician from the state of Iowa currently serving in the Iowa House of Representatives as the representative of District 87. [1]
Shipley was born in Euclid,Ohio,in 1988 and was raised in Naperville,Illinois,where he graduated high school. He received his B.A. in political science from the University of Iowa in 2010. Since 2011,he has been a resident of Fairfield,Iowa. [2]
In March 2021,Shipley stated that the term "white privilege" is "racist on its face" and believes that when the term "white privilege" is used,it judges him based on the color of his skin,saying it was "just as Dr. Martin Luther King advised people not to do". [3]
In late January 2024,Shipley proposed a bill to remove gender identity protections from Iowa civil rights law and classify gender dysphoria as a disability. The bill was eventually rejected on January 31. [4] Shipley previously compared affirming transgender identity or gender dysphoria to affirming a sarcoma,saying "a sarcoma would be treated with aggressive therapies to remove or heal the cancerous growth and that same medical framework should be applied to the epidemic of identity disorders". [5]

Gender dysphoria (GD) is the distress a person experiences due to a mismatch between their gender identity—their personal sense of their own gender—and their sex assigned at birth. The term replaced the previous diagnostic label of gender identity disorder (GID) in 2013 with the release of the diagnostic manual DSM-5. The condition was renamed to remove the stigma associated with the term disorder. The International Classification of Diseases uses the term gender incongruence instead of gender dysphoria,defined as a marked and persistent mismatch between gender identity and assigned gender,regardless of distress or impairment.
The World Professional Association for Transgender Health (WPATH),formerly the Harry Benjamin International Gender Dysphoria Association (HBIGDA),is a professional organization devoted to the understanding and treatment of gender identity and gender dysphoria,and creating standardized treatment for transgender and gender variant people. WPATH was founded in 1979 and named HBIGDA in honor of Harry Benjamin during a period where there was no clinical consensus on how and when to provide gender-affirming care.
The Standards of Care for the Health of Transgender and Gender Diverse People (SOC) is an international clinical protocol by the World Professional Association for Transgender Health (WPATH) outlining the recommended assessment and treatment for transgender and gender-diverse individuals across the lifespan including social,hormonal,or surgical transition. It often influences clinicians' decisions regarding patients' treatment. While other standards,protocols,and guidelines exist –especially outside the United States –the WPATH SOC is the most widespread protocol used by professionals working with transgender or gender-variant people.

In the United States,the rights of transgender people vary considerably by jurisdiction. In recent decades,there has been an expansion of federal,state,and local laws and rulings to protect transgender Americans;however,many rights remain unprotected,and some rights are being eroded. Since 2020,there has been a national movement by conservative/right-wing politicians and organizations to target transgender rights. There has been a steady increase in the number of anti-transgender bills introduced each year,especially in Republican-led states.
Lesbian,gay,bisexual,transgender,and queer (LGBTQ) individuals in the U.S. state of Alabama have federal protections,but still face legal challenges and discrimination on the state level that is not experienced by non-LGBTQ residents. LGBTQ rights in Alabama—a Republican Party stronghold located in both the Deep South and greater Bible Belt—are severely limited in comparison to other states. As one of the most socially conservative states in the U.S.,Alabama is one of the only two states along with neighboring Mississippi where opposition to same-sex marriage outnumbers support.
Transgender youth are children or adolescents who do not identify with the sex they were assigned at birth. Because transgender youth are usually dependent on their parents for care,shelter,financial support,and other needs,they face different challenges compared to adults. According to the World Professional Association for Transgender Health,the American Psychological Association,and the American Academy of Pediatrics,appropriate care for transgender youth may include supportive mental health care,social transition,and/or puberty blockers,which delay puberty and the development of secondary sex characteristics to allow children more time to explore their gender identity.
Lesbian,gay,bisexual,and transgender (LGBTQ) people in the U.S. state of Florida have federal protections,but many face legal difficulties on the state level that are not experienced by non-LGBT residents. Same-sex sexual activity became legal in the state after the U.S. Supreme Court's decision in Lawrence v. Texas on June 26,2003,although the state legislature has not repealed its sodomy law. Same-sex marriage has been legal in the state since January 6,2015. Discrimination on account of sexual orientation and gender identity in employment,housing and public accommodations is outlawed following the U.S. Supreme Court's ruling in Bostock v. Clayton County. In addition,several cities and counties,comprising about 55 percent of Florida's population,have enacted anti-discrimination ordinances. These include Jacksonville,Miami,Tampa,Orlando,St. Petersburg,Tallahassee and West Palm Beach,among others. Conversion therapy is also banned in a number of cities in the state,mainly in the Miami metropolitan area,but has been struck down by the 11th Circuit Court of Appeals. In September 2023,Lake Worth Beach,Florida became an official "LGBT sanctuary city" to protect and defend LGBT rights.
Lesbian,gay,bisexual transgender,and queer (LGBTQ) rights in the U.S. state of Iowa have evolved significantly in the 21st century. Iowa began issuing marriage licenses to same-sex couples on April 27,2009 following a ruling by the Iowa Supreme Court,making Iowa the fourth U.S. state to legalize same-sex marriage. Same-sex couples may also adopt,and state laws ban discrimination based on sexual orientation or gender identity in employment,housing and public accommodations.

Rapid-onset gender dysphoria (ROGD) is a controversial,scientifically unsupported hypothesis which claims that some adolescents identify as transgender and experience gender dysphoria due to peer influence and social contagion. ROGD is not recognized as a valid mental health diagnosis by any major professional associations. The APA,WPATH and 60 other medical professional organizations have called for its elimination from clinical settings due to a lack of reputable scientific evidence for the concept,major methodological issues in existing research,and its stigmatization of gender-affirming care for transgender youth.
