Theodore Ralph Kulongoski is an American politician,judge,and lawyer who served as the 36th Governor of Oregon from 2003 to 2011. A member of the Democratic Party,he served in both houses of the Oregon Legislative Assembly and also served as the state Insurance Commissioner. He was the Attorney General of Oregon from 1993 to 1997 and a justice of the Oregon Supreme Court from 1997 to 2001. Kulongoski has served in all three branches of the Oregon state government.

Numerous local jurisdictions —cities,counties,and regional government entities —held elections for various local offices and ballot measures on these days as well.
The 2002 Oregon gubernatorial election took place on November 5,2002. Incumbent Democrat John Kitzhaber was barred by term limits from seeking a third consecutive term;he later successfully ran again in 2010 and 2014. To replace him,former Oregon Supreme Court Associate Justice Ted Kulongoski won a crowded and competitive Democratic primary,while former State Representative Kevin Mannix emerged from an equally competitive Republican primary. The campaign between Kulongoski and Mannix,who were joined by Libertarian nominee Tom Cox,was close and went down to the wire. Ultimately,Kulongoski eked out a narrow margin of victory over Mannix,which was slightly smaller than Cox's total vote share,allowing Kulongoski to win what would be the first of two terms as governor. As of 2023,this is the last time that Oregon voted for a gubernatorial nominee and a U.S. Senate nominee of different political parties.

The 1998 Oregon gubernatorial election took place on November 3,1998. Democratic nominee John Kitzhaber easily defeated Republican Bill Sizemore to win a second term. Kitzhaber won 35 out of 36 counties,the only county won by Sizemore was Malheur County. This is the only gubernatorial election since 1982 in Oregon in which the margin of victory was in double digits. It is also the most recent election in which any county in Eastern Oregon or Southern Oregon voted for the Democratic nominee,and the most recent gubernatorial election in which a candidate would win while carrying the majority of the state’s counties. Sizemore would run again for governor in the 2022 election,but would lose in the Republican primary.
Herman Baertschiger Jr. is an American Republican politician from Oregon who is the chair and a member of the Josephine County Board of Commissioners. He previously served in the Oregon State Senate from 2013 to 2021,representing the 2nd district. He was elected in 2012 and served as minority leader of the Oregon state senate from 2019 to 2021. Baertschiger served on the Senate Committee on Education and the Senate Committee on Finance and Revenue. During the 2013–2015 legislative biennium session,Baertschiger vice-chaired the Senate Committee on Rural Communities and Economic Development and served on the Senate Committee on General Government,Consumer and Small Business Protection.
