Joy Virginia Cunningham (born 1951 or 1952) [1] is an American lawyer from Illinois who serves as a justice of the Illinois Supreme Court. She previously served as a justice of the Illinois First District Appellate Court from 2016 until 2022. Before becoming a lawyer,she worked as a nurse,and later worked as counsel for several university hospital systems.
Cunningham is a New York native. [2] She received a Bachelor of Science from the City College of New York in 1975, [3] working as a nurse before attending law school [2] and going on to receive a Juris Doctor from the John Marshall Law School in 1982. [3] [4]
In 1982,she served as an assistant attorney general in the Office of the Illinois Attorney General,she then served as a law clerk to First District Appellate Court Justice Glenn T. Johnson. She later served as associate general counsel and chief counsel for healthcare at Loyola University Chicago for ten years. In 1996,Cunningham was sworn in as an associate judge of Cook County Circuit Court where she was assigned to the civil trial division. She served in that capacity until 2000,thereafter she served as senior vice president,general counsel and corporate secretary at Northwestern Memorial Healthcare. In 2006,she was elected as a justice of the First District Appellate Court,assuming office in December that year, [5] and she was retained by voters in 2016. [3] In 2012,she ran for a seat on the Illinois Supreme Court,to permanently fill the seat left by the vacancy of Justice Thomas R. Fitzgerald [6] but lost the primary to then-incumbent appointee Mary Jane Theis.
On September 12,2022,she was appointed by the court as a justice of the Illinois Supreme Court to succeed retiring Chief Justice Anne M. Burke. [3] Her term began on December 1,2022. [7] With her appointment,Cunningham became the second black woman appointed to the court in 2022,and as of 2022,she is one of three Black people serving at the same time on the court. [8]
Cunningham is a member of the following organizations:Board of Trustees of Loyola University Health System,the Chicago Bar Association's Strategic Planning Committee,the Governor's Commission for Eradicating Poverty,the Board of Directors of the James R. Jordan Foundation,the Board of Directors of the Chicago Bar Association Media Organization,and is the Chair of the Associate Commissioners of the Illinois Supreme Court Historic Preservation Commission since 2010. Burke had previously been appointed to the Illinois Appellate Court in 1995 and was elected to that seat in 1996. Burke was a founder of the Special Olympics in 1968. She is married to former 14th Ward Chicago Alderman Edward M. Burke,who was convicted of racketeering,bribery,and extortion on December 21,2023.
Margaret Hilary Marshall is an American jurist who served as the 24th chief justice of the Massachusetts Supreme Judicial Court,the first woman to hold the position. She was chief justice from 1999 to 2010. On July 21,2010,she announced her retirement. She was Senior Fellow of the Yale Corporation until she retired from the board in 2016,Senior Counsel at Choate Hall &Stewart,and a member of the Council of the American Law Institute. Marshall was elected in 2017 to the American Philosophical Society.
The Supreme Court of Illinois is the state supreme court,the highest court of the judiciary of Illinois. The court's authority is granted in Article VI of the current Illinois Constitution,which provides for seven justices elected from the five appellate judicial districts of the state:three justices from the First District and one from each of the other four districts. Absent mid-term vacancy,each justice is elected for a term of ten years,which may be renewed and the chief justice is elected by the court from its members for a three-year term.

Roy John Solfisburg Jr. was the Chief Justice of Illinois for the 1962–63 term and again from 1967 to 1969. Solfisburg was elected to the Illinois Supreme Court in 1960,the first time in the states history a sitting Justice was defeated by a challenger. This created a political stir having a historically Republican candidate unseat a "Daley Democrat". As the then youngest Justice his brethren selected Solfisburg as chief justice for the 1962–63 term and in 1967,his colleagues again later elected him to an additional 3-year term as chief justice. Illinois Senator Everett Dirksen championed Solfisburg for an opening on the U.S. Supreme Court. Both in Illinois and Washington D.C. it was widely reported he was at the top of the U.S. Supreme Court nominee "short list".

Garman announced on May 9,2022,that she would retire from the Supreme Court on July 7,2022.
