Krishnan Vinod Chandran is an Indian Judge. Presently,he is Chief Justice of Patna High Court. [1] [2] [3] [4] He is a former Judge of Kerala High Court.
Justice Vinod graduated in law from Kerala Law Academy Law College,Thiruvananthapuram and started his practice at Paravoor in the year 1991 and later extended to High Court of Kerala. During his practice he served as Special Government Pleader (Taxes) of the Government of Kerala from 2007 to 2011. He was elevated as an Additional Judge of Kerala High Court on 8 November 2011 and was made permanent on 24 June 2013. [2] [3] He was appointed as Chief Justice of Patna High Court on 29 March 2023. On 1 August 2023,Patna High Court's division bench comprising Chief Justice K. Vinod Chandran and Justice Partha Sarathy gave judgement that holding caste survey in Bihar is valid and legal. [5] The division bench passed the order in its 101-page verdict, [6] [7] [8] while dismissing all petitions challenging survey. [9] [10]
The High Court of Kerala is the highest court in the Indian state of Kerala and the Union territory of Lakshadweep. It is located in Kochi. Drawing its powers under Article 226 of the Constitution of India,the High Court has the power to issue directions,orders and writs including the writs of habeas corpus,mandamus,prohibition,quo warranto and certiorari for ensuring the enforcement of the Fundamental Rights guaranteed by the Constitution to citizens or for other specified purposes. The High Court is empowered with original,appellate and revisional jurisdiction in civil as well as criminal matters,and the power to answer references to it under some statutes. The High Court has the superintendence and visitorial jurisdiction over all courts and tribunals of inferior jurisdiction covered under its territorial jurisdiction.
The High Court of Judicature at Patna is the High Court of the state of Bihar. It was established on 3 February 1916 by British colonial government and was later affiliated under the Government of India Act 1915,making it one of the oldest High Courts of India.

Ranjan Gogoi is an Indian former advocate and judge who served as the 46th Chief Justice of India from 2018 to 2019,having previously served as a Judge of the Supreme Court of India from 2012 to 2018. He is currently a Member of the Rajya Sabha,having been nominated by President Ram Nath Kovind on 16 March 2020. Gogoi served as a judge in the Gauhati High Court from 2001 to 2010,and then was transferred as a judge to the Punjab and Haryana High Court from 2010 to 2011 where he later was the Chief Justice from 2011 to 2012. He is also a member of the Committee on External Affairs in the Rajya Sabha.
Dipak Misra is an Indian jurist who served as the 45th Chief Justice of India from 28 August 2017 till 2 October 2018. He is also former Chief Justice of the Patna High Court and Delhi High Court. He is the nephew of Justice Ranganath Misra,who was the 21st Chief Justice from 1990 to 1991.
Kuttiyil Mathew Joseph is a former judge of the Supreme Court of India;he retired on 16 June 2023. He is former chief justice of the Uttarakhand High Court. Before his appointment as chief justice of the High Court of Uttarakhand on 31 July 2014,he had served as a judge of the Kerala High Court for more than nine years.

The National Judicial Appointments Commission (NJAC) was a proposed body which would have been responsible for the recruitment,appointment and transfer of judicial officers,legal officers and legal employees under the government of India and in all state governments of India. The commission was established by amending the Constitution of India through the 99th constitution amendment with the Constitution (Ninety-Ninth Amendment) Act,2014 or 99th Constitutional Amendment Act-2014 passed by the Lok Sabha on 13 August 2014 and by the Rajya Sabha on 14 August 2014. The NJAC would have replaced the collegium system for the appointment of judges as invoked by the Supreme Court via judicial fiat by a new system. Along with the Constitution Amendment Act,the National Judicial Appointments Commission Act,2014,was also passed by the Parliament of India to regulate the functions of the National Judicial Appointments Commission. The NJAC Bill and the Constitutional Amendment Bill,was ratified by 16 of the state legislatures in India,and subsequently assented by the President of India Pranab Mukherjee on 31 December 2014. The NJAC Act and the Constitutional Amendment Act came into force from 13 April 2015.
Navin Sinha is a former judge of the Supreme Court of India. Sinha was elevated as a judge of the Patna High Court before serving as chief justice of the Chhattisgarh High Court and after that as the chief justice of the Rajasthan High Court before being elevated to the Supreme Court.

The 2022 Bihar Caste Based Survey was notified by the Government of Bihar on 6 June 2022 by gazette notification after a Supreme Court ruling. The survey was conducted in two phases,house listing and caste and economic enumeration. The data collection for the survey began on 7 January 2023 and the data was released on 2 October 2023. The responsibility to conduct the survey was given to the General Administration Department (GAD) of the Government of Bihar. The government planned to collect the data digitally by mobile application named Bijaga- Bihar Jaati Adharit Ganana. BELTRON,a Government of Bihar agency provided IT support,hired the services of a Maharashtra-based private firm Trigyn Technologies to develop the mobile app.
