Colonel Frank Kaka Bagyenda, is a Ugandan retired military officer in the Uganda People's Defence Forces (UPDF). Effective 20 October 2020, He is Uganda's Ambassador to Angola following his appointment by President Yoweri Kaguta Museveni. He is the former Director General of the Internal Security Organisation, Uganda government's counter intelligence agency, responsible for providing national security intelligence to Uganda's policy makers. A position he held between January 2017 to October 2020. [1]
He was born in Ibanda District, in Uganda's Western Region, in February 1952. He attended local schools before he was admitted to Makerere University circa 1974. In 1977, he graduated from Makerere with a Bachelor of Commerce degree. [2]
Following his graduation from Makerere University, Bagyenda took up employment in the Uganda Ministry of Public Service. Later, he was transferred to the Uganda Ministry of Agriculture. While there, he was posted to Masindi District, as an agricultural officer. [2]
In 1981, Bagyenda joined the National Resistance Army (NRA), a rebel guerrilla outfit, led by Yoweri Museveni, who waged the Ugandan Bush War, between 1981 and 1986. He carried out covert operations for the NRA and was instrumental in the capture of Masindi Army Barracks by the NRA on 20 February 1984. To disguise himself from the Uganda National Liberation Army (UNLA) soldiers, he adopted the name Kaka, dropping his birth names Frank Bagyenda. He served in the Ugandan military, rising to the rank of major, before he retired at that rank in 1993. [1] [2]
His assignments in the military included as the commanding officer of a brigade based in Kampala, Uganda's capital city. He then served as head of the directorate of transport, and then as a member of the then Directorate of Military Intelligence (DMI), which today is the Chieftainancy of Military Intelligence (CMI). He also served in Uganda's Northern Region, where commanded a brigade in the early 1990s. [1]
In 1994, he was recalled and conscripted to assist the Rwanda Patriotic Front capture power in Kigali. [2] He remained in Uganda however, engaging in the trucking business in Western Uganda, [2] and setting up Panoma Hotel in Kalangala, in the Ssese Islands. [1]
While in Kalangala, Bagyenda remained an active intelligence operative, playing a role in the disruption of illegal fishing on Lake Victoria. In 2013, he was promoted to the rank of colonel, while in retirement. [1]
In January 2017, he was appointed to head ISO, replacing Brigadier Ronnie Balya, who was appointed Uganda's ambassador to South Sudan, based in Juba. [2]

The Front for National Salvation (FRONASA) was a Ugandan rebel group led by Yoweri Museveni. The group factually emerged in 1971, although it was formally founded in 1973. FRONASA, along with other militant groups such as Kikosi Maalum, formed the Uganda National Liberation Front (UNLF) and its military wing the Uganda National Liberation Army (UNLA) in 1979 to fight alongside Tanzanian forces against Idi Amin.
The Internal Security Organisation (ISO) is the Uganda government's counter intelligence agency responsible for providing national security intelligence to Uganda's policy makers. It also engages in covert activities at the request of the President of Uganda. Founded in 1986, the organisation took over the duties first performed by Military Intelligence. Its headquarters are in Nakasero, Kampala.

He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under operation code named Operation Shujja. He was appointed to that position in January 2021 by General Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the Uganda People's Defence Force (UPDF).
General Joram Mugume, is a military officer in the Uganda People's Defence Forces (UPDF). He is the chairman of the board of directors of the National Enterprise Corporation (NEC), the business arm of the UPDF. He was appointed to that position by the Uganda Ministry of Defence and Veterans Affairs, on 20 February 2018. He has also served as the chairman of the "Military Land Board", another organ of the UPDF. He has been serving in that position since 2005, having served as Deputy Chief of Defense Forces in the past.

He is currently serving as Uganda's ambassador to South Sudan, based in Juba, from 2017. Before that, from 2010 until 2017, he was the Director General of the Internal Security Organisation (ISO).
Major General Steven Sabiiti Muzeyi, is a Ugandan military officer and police officer, who served as the Deputy Inspector General of Police (DIGP) of the Uganda Police Force, the second-highest rank in that branch of the Ugandan government, from 4 March 2018 until 16 December 2020. He replaced Martin Okoth Ochola, who was promoted to Inspector General of Police. Immediately prior to his assignment as Deputy IGP, Sabiiti, at the rank of brigadier, served as the Commander of the Military Police of the Uganda People's Defence Force (UPDF). Sabiiti was replaced as Deputy IGP by Major General Paul Lokech. On Friday, 5 February 2021, Major Genenral Sabiiti Muzeyi was appointed General Manager Luwero Industries, a subsidiary of National Enterprise Corporation (NEC).

Charles Oluka is an officer at the rank of colonel in the Uganda People's Defence Force (UPDF). He is the Director General of the Internal Security Organisation, effective 8 October 2020. Before that, he served as the Director of technical services at the spy agency until 2018.
Yorokamu Tizihwayo, also known as Y. Tiziriwayho and Yerukamu, was a Ugandan military officer. He served as a high-ranking commander during Idi Amin's rule as Ugandan President, first as the head of the 2nd Paratrooper Battalion and later for the Western Brigade. In the Uganda–Tanzania War (1978–1979), Tizihwayo led the Uganda Army troops which opposed the Tanzania People's Defence Force's advance into western Uganda. Despite being regarded as a talented soldier and considered one of the Tanzanians' more dangerous opponents during the war, he was eventually arrested and executed on alleged treason charges by Amin's State Research Bureau.
Bernard Rwehururu was a Ugandan military officer and author. He served in various Ugandan militaries from 1965 until 2013, including under the governments of Milton Obote, Idi Amin, Tito Okello, and Yoweri Museveni.
The Battle of Birembo was fought between National Resistance Movement (NRM) rebels and the Ugandan government, supported by North Korean forces, during the late Ugandan Bush War. In the clash, the government forces were almost able to encircle a strong insurgent force which included the NRM chief commander, Yoweri Museveni, but ultimately could not prevent a successful rebel breakout.
