The Internal Security Organisation (ISO) is the Uganda government's counter intelligence agency responsible for providing national security intelligence to Uganda's policy makers. [2] It also engages in covert activities at the request of the President of Uganda. Founded in 1986, the organisation took over the duties first performed by Military Intelligence. Its headquarters are in Nakasero, Kampala.

History and function

ISO was established by an Act of Parliament, the Security Organisations Act 1987. Like all intelligence organisations, its main function is to ensure the stability and longevity of the state. It does this through monitoring priority government programmes that are critical to the well-being of the state, as well as collecting intelligence on locally based groups engaging in or intending to engage in acts of subversion, sabotage or destabilising the country. Director general

The first director general was Major General Jim Katugugu Muhwezi. He led ISO from 1986 until 1996. He is the longest serving spy chief at the organization to date. He recruited and trained Dr Amos Mukumbi and Brigadier Ronnie Balya, each of whom was later to serve as director general. Under the Director General (DG), are a number of directors who report directly to the DG. Others who have served as director generals at ISO include: Philip Idro, Lieutenant General Henry Tumukunde, Brigadier Elly Kayanja, Dr Amos Mukumbi, Brigadier Ronnie Balya, and Colonel Kaka Bagyenda. As of October 2020, the ISO Director General is Colonel Charles Oluka, effective 8 October 2020. [4] [5]

Composition

ISO is composed of professional intelligence officers recruited from all over Uganda and trained at its training institute, the Institute of Intelligence and Security Studies. Upon being passed out, the operatives are sworn to protect Ugandans and their property and are deployed all over the country. They include PISO's, GISO's, DISO's and RISO's. [6]

Major General Elly Kayanja, is a Ugandan military officer in the Uganda People's Defence Forces (UPDF). Effective September 2014, he is the Head of Operation Wealth Creation Programme, whose objective is to improve the standard of living of rural citizens, through farming. Previously, he served as the Deputy Director of National Intelligence, under General David Sejusa. Prior to that, he served as the Director General of the Internal Security Organisation.

The Uganda National Oil Company (UNOC), also known as the National Oil Company of Uganda, is a limited liability petroleum company in Uganda owned by the Ugandan government. The 2013 Petroleum Act of Uganda provides for the establishment of the national oil company. UNOC's board of directors was inaugurated on 23 October 2015 by the president of Uganda.

Lieutenant General Kayanja Muhanga, is Ugandan army officer. He currently serves as Commander Of Land forces in UPDF. He was appointed to that position in October 2022 by the President of Uganda and Commander in chief of the UPDF, Yoweri Museveni. He previously served as commander of the Uganda People's Defence Force contingent in Eastern DRC under operation code named Operation Shujja. He was appointed to that position in January 2021 by General Yoweri Museveni, the Commander in Chief of the UPDF and the President of Uganda. Prior to that, Maj. General Muhanga served as the commandant of the military police within the Uganda People's Defence Force (UPDF).

Major General Moses Ddiba Ssentongo is a military officer in the Uganda People's Defence Force (UPDF). He is one of two deputy director generals of the National Enterprise Corporation (NEC), the investment vehicle of the UPDF. He was appointed to that position in March 2016. Before that, from June 2013 until June 2014, he served as the chairman of the UPDF General Court Martial, one of the highest military courts in the UPDF. Before that, Ssentongo served as the political commissar of the UPDF. He replaced Fred Tolit, who was appointed as Uganda’s Defense Attaché to the headquarters of the African Union in Addis Ababa, Ethiopia.

Major General Fred Ociti Tolit, is a military officer in the Uganda People's Defense Force. He currently serves as Uganda's Defense Attaché to South Africa, based at the country's embassy in Pretoria. He previously served as Uganda's defence attaché to Burundi, based at Uganda's Embassy in Bujumbura, since 2016.

The Petroleum Authority of Uganda (PAOU), also known as the Uganda National Petroleum Authority, is governmental organisation that regulates the petroleum industry in Uganda, the third-largest economy in the East African Community. Its responsibilities include licensing, regulation, supervision of exploration, harvesting, refining, marketing, and disposal of petroleum products in the country. Although owned by the Ugandan government, it is expected to act independently.

Colonel Frank Kaka Bagyenda, is a Ugandan retired military officer in the Uganda People's Defence Forces (UPDF). Effective 20 October 2020, He is Uganda's Ambassador to Angola following his appointment by President Yoweri Kaguta Museveni. He is the former Director General of the Internal Security Organisation, Uganda government's counter intelligence agency, responsible for providing national security intelligence to Uganda's policy makers. A position he held between January 2017 to October 2020.

Major General Abel Kandiho, is a Ugandan military officer. He serves as the Joint Chief of Staff in the Uganda Police Force, effective 9 February 2022.

Charles Oluka is an officer at the rank of colonel in the Uganda People's Defence Force (UPDF). He is the Director General of the Internal Security Organisation, effective 8 October 2020. Before that, he served as the Director of technical services at the spy agency until 2018.
